【摘要】：在知識(shí)經(jīng)濟(jì)和信息時(shí)代，人才資源業(yè)已成為企業(yè)的核心競(jìng)爭(zhēng)力，即企業(yè)之間的競(jìng)爭(zhēng)歸根結(jié)蒂就是人才資源的競(jìng)爭(zhēng)。在現(xiàn)代社會(huì)，人才資源已被證明是推動(dòng)企業(yè)發(fā)展的不竭動(dòng)力。如何有效獲得高素質(zhì)的人力資源即人才資源，并實(shí)現(xiàn)人才資源的效用最大化，這是現(xiàn)代企業(yè)在激烈的市場(chǎng)競(jìng)爭(zhēng)環(huán)境下必須解決的首要問(wèn)題。而要做到這一點(diǎn)，沒有系統(tǒng)、科學(xué)、合理和可持續(xù)的人力資源開發(fā)是難以實(shí)現(xiàn)的。 本文正是基于這一思考，根據(jù)國(guó)內(nèi)外先進(jìn)的人力資源開發(fā)理論和方法，針對(duì)秦皇島公路勘察設(shè)計(jì)院現(xiàn)有人力資源的存在狀況，提出有效開發(fā)其人力資源的對(duì)策建議。具體說(shuō)來(lái)，首先對(duì)秦皇島公路勘察設(shè)計(jì)院現(xiàn)有人力資源的能力類型及其水平狀況進(jìn)行統(tǒng)計(jì)分析，以此找出現(xiàn)有人力資源與其工作任務(wù)要求的差距和不足；其次通過(guò)對(duì)秦皇島公路勘察設(shè)計(jì)院人力資源開發(fā)以往工作進(jìn)行總結(jié)分析，，指出其在人力資源開發(fā)過(guò)程中存在的問(wèn)題，并對(duì)這些問(wèn)題產(chǎn)生的成因進(jìn)行分析；最后，依據(jù)先進(jìn)的人力資源開發(fā)理論與方法，有針對(duì)性地提出秦皇島公路勘察設(shè)計(jì)院今后人力資源開發(fā)的途徑和措施。 本文的創(chuàng)新點(diǎn)在于：基于先進(jìn)的人力資源開發(fā)理論和方法，有針對(duì)性地運(yùn)用到秦皇島公路勘察設(shè)計(jì)院的人力資源開發(fā)工作中去，具體提出了解決其人力資源開發(fā)的途徑和措施。
[Abstract]:In the era of knowledge economy and information, human resources have become the core competitiveness of enterprises, that is, the competition among enterprises is the competition of human resources in the final analysis. In modern society, human resources have been proved to be an inexhaustible driving force to promote the development of enterprises. How to effectively obtain high-quality human resources, that is, human resources, and achieve the maximum utility of human resources, which is the most important problem that modern enterprises must solve in the fierce market competition environment. It is difficult to achieve this without systematic, scientific, rational and sustainable human resource development. Based on this thinking, according to the advanced theories and methods of human resource development at home and abroad, and in view of the existing human resources of Qinhuangdao Highway Survey and Design Institute, this paper puts forward some countermeasures and suggestions for the effective development of human resources of Qinhuangdao Highway Survey and Design Institute. Specifically, first of all, the existing human resources of Qinhuangdao Highway Survey and Design Institute of the type and level of statistical analysis, in order to find the gap between human resources and its task requirements and deficiencies; Secondly, through summarizing and analyzing the past work of Qinhuangdao Highway Survey and Design Institute, pointing out the existing problems in the process of human resource development, and analyzing the causes of these problems; finally, According to the advanced theory and method of human resource development, this paper puts forward the ways and measures of future human resource development of Qinhuangdao Highway Survey and Design Institute. The innovation of this paper lies in: based on the advanced theory and method of human resource development, this paper applies it to the human resource development work of Qinhuangdao Highway Survey and Design Institute, and puts forward the ways and measures to solve its human resource development.
