【摘要】:軌道交通作為城市重要基礎(chǔ)設(shè)施,為解決城市交通問(wèn)題做出了巨大貢獻(xiàn)。然而,軌道交通行業(yè)長(zhǎng)期以來(lái)一直事故不斷,而且一旦發(fā)生事故,造成的人員傷亡和財(cái)產(chǎn)損失則極為重大。通過(guò)對(duì)軌道交通建設(shè)事故的調(diào)查研究可以發(fā)現(xiàn),絕大部分事故是發(fā)生在建設(shè)工程項(xiàng)目上,而且在對(duì)事故原因的調(diào)查中發(fā)現(xiàn),事故原因大多都是由于施工企業(yè)或項(xiàng)目安全管理的缺陷或管理不到位,企業(yè)安全管理和項(xiàng)目安全管理嚴(yán)重脫節(jié)所造成的。因此,為從根本上改善我國(guó)軌道交通建設(shè)工程項(xiàng)目安全管理水平,有必要對(duì)軌道交通建設(shè)工程項(xiàng)目安全管理有效性開(kāi)展研究。 論文從建設(shè)工程項(xiàng)目安全管理理論方法入手,介紹了建筑傷亡事故致因理論,以及發(fā)達(dá)國(guó)家在建設(shè)工程項(xiàng)目安全管理方面的經(jīng)驗(yàn)。通過(guò)對(duì)農(nóng)民工安全教育情況調(diào)查,走訪行業(yè)主管部門、建設(shè)項(xiàng)目業(yè)主和施工企業(yè),全面梳理出目前我國(guó)軌道交通建設(shè)安全管理存在的問(wèn)題,以及影響軌道交通建設(shè)項(xiàng)目安全管理有效性的13個(gè)因素。通過(guò)設(shè)計(jì)調(diào)研問(wèn)卷,對(duì)相關(guān)部門和企業(yè)安全負(fù)責(zé)人進(jìn)行調(diào)研,采用因子分析法對(duì)調(diào)研結(jié)果進(jìn)行分析處理,將13個(gè)影響因素分成3類,并得出不同因素的重要度排序,得出安全管理有效性的測(cè)算公式。通過(guò)對(duì)9家企業(yè)在建和已完工項(xiàng)目進(jìn)行管理措施實(shí)施情況問(wèn)卷調(diào)查,應(yīng)用測(cè)算公式,計(jì)算得到其安全管理措施總得分,,并與項(xiàng)目近幾年內(nèi)發(fā)生險(xiǎn)情次數(shù)進(jìn)行曲線擬合,從而驗(yàn)證安全管理措施有效性。最后,結(jié)合現(xiàn)狀調(diào)研及分析結(jié)論,提出加強(qiáng)政府監(jiān)督管理、強(qiáng)化軌道交通建設(shè)單位的安全責(zé)任、落實(shí)施工安全標(biāo)準(zhǔn)、建設(shè)優(yōu)良的安全文化、加強(qiáng)前期階段安全管理等方面提出相關(guān)的建議。 以往研究安全管理有效性的成果多集中在海運(yùn)、航空、交通等領(lǐng)域,專門針對(duì)軌道交通建設(shè)工程的較欠缺。本文全面分析了影響軌道交通工程項(xiàng)目安全管理效果的因素,引入因子分析法,對(duì)影響因素進(jìn)行分析,得出因素的重要度。本文的研究結(jié)論可為相關(guān)部門制定安全管理措施、提高軌道交通建設(shè)工程安全管理效果提供參考。
[Abstract]:As an important urban infrastructure, rail transit has made great contribution to solving urban traffic problems. However, rail transit industry has been accident for a long time, and once an accident occurs, the casualties and property losses are extremely significant. Through the investigation and study of rail transit construction accidents, it can be found that most of the accidents occur on construction projects, and in the investigation of the causes of the accidents, Most of the accidents are caused by the defects of the safety management of the construction enterprise or the project, and the serious disconnection between the safety management of the enterprise and the safety management of the project. Therefore, in order to fundamentally improve the safety management level of rail transit construction projects in China, it is necessary to study the effectiveness of safety management in rail transit construction projects. Starting with the theory and method of construction project safety management, this paper introduces the theory of the cause of building casualty and the experience of the developed countries in the field of construction project safety management. By investigating the safety education situation of migrant workers, visiting the competent departments of the industry, building project owners and construction enterprises, comprehensively sorting out the existing problems in the safety management of rail transit construction in China, And the 13 factors that affect the safety management effectiveness of rail transit construction project. Through the design of the questionnaire, the relevant departments and enterprise security officials were investigated, the results of the investigation were analyzed and processed by factor analysis, 13 factors were divided into three categories, and the importance of different factors was ranked. The calculation formula of the effectiveness of safety management is obtained. Based on the questionnaire survey on the implementation of management measures for 9 enterprises under construction and completed projects, the total score of safety management measures is calculated by applying the calculation formula, and the curve fitting is carried out with the number of times of risk situation occurring in the project in recent years. In order to verify the effectiveness of safety management measures. Finally, based on the investigation and analysis of the present situation, it is proposed to strengthen the supervision and management of the government, strengthen the safety responsibility of rail transit construction units, implement the construction safety standards, and build a good safety culture. To strengthen the early stage of safety management and other aspects of the relevant recommendations. In the past, the research on the effectiveness of safety management focused on marine, aviation, traffic and other fields, especially for rail transit construction projects. In this paper, the factors influencing the safety management effect of rail transit project are analyzed. The factor analysis method is introduced to analyze the influencing factors and the importance of the factors is obtained. The conclusion of this paper can provide reference for relevant departments to formulate safety management measures and improve the safety management effect of rail transit construction project.
