以鐵路運(yùn)輸為核心的多式聯(lián)運(yùn)模式研究

【摘要】:改革開放前,我國(guó)每年鐵路貨運(yùn)量占全社會(huì)貨物總運(yùn)量的比重平均為35%,貨物周轉(zhuǎn)量的比重則一度達(dá)到73%。當(dāng)時(shí)鐵路作為運(yùn)輸大動(dòng)脈,承擔(dān)著主要運(yùn)輸任務(wù),而公路則起到銜接作用。進(jìn)入本世紀(jì)后,鐵路的貨物周轉(zhuǎn)量比重降到了50%左右,而現(xiàn)在也僅僅維持在19%左右。如今的鐵路正推進(jìn)改革,但其市場(chǎng)化程度早已落后于公路,伴隨著電子商務(wù)的大力發(fā)展,整個(gè)社會(huì)的貨物運(yùn)送總量不斷增長(zhǎng),但鐵路貨物量占比依然逐年下降。鐵路長(zhǎng)中距離運(yùn)輸?shù)膬?yōu)勢(shì)沒(méi)能得到有效發(fā)揮,而公路卻在社會(huì)貨物運(yùn)轉(zhuǎn)過(guò)程中起到了重要的作用。伴隨這種現(xiàn)象出現(xiàn)的就是物流行業(yè)成本的居高不下!笆濉逼陂g正是國(guó)家加快推進(jìn)綜合交通行業(yè)升級(jí)轉(zhuǎn)型、推進(jìn)物流業(yè)“降本增效”、全面提升物流服務(wù)能力的關(guān)鍵時(shí)期,怎樣實(shí)現(xiàn)這一戰(zhàn)略定位是物流行業(yè)關(guān)心的研究熱點(diǎn)。多式聯(lián)運(yùn)具有成本低、效率高等特點(diǎn),因此國(guó)務(wù)院印發(fā)的《物流業(yè)發(fā)展中長(zhǎng)期規(guī)劃(2014-2020年)》中將發(fā)展多式聯(lián)運(yùn)作為名列第一的重點(diǎn)工程,以達(dá)到降低社會(huì)物流成本的目的。在這樣的時(shí)代背景下,本文提出了一個(gè)以鐵路運(yùn)輸為核心的多式聯(lián)運(yùn)模式(R-MTM),在MSFLB原有模型中加入了價(jià)值鏈分析、核心競(jìng)爭(zhēng)力分析和PEST分析法,并利用改進(jìn)后的MSFLB模型對(duì)R-MTM這一模式展開研究。首先通過(guò)對(duì)內(nèi)外部的市場(chǎng)環(huán)境和發(fā)展戰(zhàn)略定位及政策進(jìn)行的分析,總結(jié)出基于我國(guó)目前的物流運(yùn)輸現(xiàn)狀發(fā)展鐵路多式聯(lián)運(yùn)的必要性;其次,分別從功能流程、布局技術(shù)和商業(yè)經(jīng)營(yíng)模式三個(gè)部分對(duì)R-MTM模式進(jìn)行了設(shè)計(jì)和構(gòu)建。隨著中央“一帶一路”戰(zhàn)略的部署與推進(jìn),多式聯(lián)運(yùn)必將成為我國(guó)今后物流行業(yè)跨越式前進(jìn)的方向標(biāo),而以鐵路運(yùn)輸作為核心的多式聯(lián)運(yùn)模式將會(huì)大幅提高物流行業(yè)整體服務(wù)水平、促進(jìn)我國(guó)多式聯(lián)運(yùn)體系的不斷完善與發(fā)展,為物流行業(yè)轉(zhuǎn)型跨越發(fā)展注入新動(dòng)能。
[Abstract]:Before the reform and opening up to the outside world, the proportion of railway freight volume to the total cargo volume of the whole society was 35 per year, and the proportion of freight turnover was once 73. At that time, the railway as a major transport artery, the main transport tasks, and roads play a bridging role. By the turn of the century, the proportion of rail cargo turnover had fallen to about 50%, and now stood at only about 19%. Nowadays, the railway is advancing the reform, but its marketization degree has already lagged behind the highway. With the development of electronic commerce, the total amount of goods transported in the whole society is increasing, but the proportion of railway cargo is still decreasing year by year. The advantage of long and middle distance transportation has not been effectively brought into play, but the highway has played an important role in the operation of social goods. Accompanied by this phenomenon is the high cost of the logistics industry. The period of the 13th Five-Year Plan is the key period for the country to speed up the upgrading and transformation of the comprehensive transportation industry, to promote the logistics industry to "reduce cost and increase efficiency", and to comprehensively enhance the logistics service capacity. How to realize this strategic orientation is the research hotspot of logistics industry. Multimodal transport has the characteristics of low cost and high efficiency, so the development of multimodal transport is regarded as the top priority project in the "medium and long term Plan for Logistics Industry Development 2014-2020" issued by the State Council in order to reduce the cost of social logistics. Under this background, this paper puts forward a multimodal transport mode with railway transportation as the core, and adds value chain analysis, core competitiveness analysis and PEST analysis to the original model of MSFLB. The improved MSFLB model is used to study the R-MTM model. Firstly, the necessity of developing railway multimodal transport based on the present situation of logistics transportation in China is summarized by analyzing the market environment, development strategy and policy of internal and external; secondly, the function flow of railway multimodal transport is analyzed. The layout technology and the business operation mode design and construct the R-MTM mode. With the deployment and promotion of the "Belt and Road" strategy of the central government, multimodal transport will become the direction of leaping forward in the logistics industry in China in the future. The multimodal transport mode with railway transportation as the core will greatly improve the overall service level of the logistics industry, promote the continuous improvement and development of the multimodal transport system in China, and inject new kinetic energy into the transformation and development of the logistics industry.
