【摘要】:隨著國(guó)家經(jīng)濟(jì)的不斷發(fā)展和小件貨物運(yùn)輸市場(chǎng)的競(jìng)爭(zhēng)日趨激烈,鐵路行包運(yùn)輸作為小件行包運(yùn)輸?shù)闹袌?jiān)力量,正在面臨新形勢(shì)、新機(jī)遇的挑戰(zhàn)。在鐵路行包運(yùn)輸調(diào)度現(xiàn)代化、市場(chǎng)化的大背景下,以往的以人工經(jīng)驗(yàn)為主的行包調(diào)度模式亟待改變。研究如何將鐵路行包運(yùn)輸調(diào)度從生產(chǎn)型調(diào)度向經(jīng)營(yíng)型調(diào)度轉(zhuǎn)變,實(shí)現(xiàn)對(duì)內(nèi)管理和對(duì)外服務(wù)的雙贏具有重要的現(xiàn)實(shí)指導(dǎo)意義。 本文以鐵路行包運(yùn)輸調(diào)度的指揮體系和調(diào)度過(guò)程為研究對(duì)象,結(jié)合鐵路行包運(yùn)輸基本裝運(yùn)原則,研究了三級(jí)調(diào)度體系的職能和相互關(guān)系的優(yōu)化,并從裝運(yùn)實(shí)施方案的優(yōu)化出發(fā),重點(diǎn)研究了直達(dá)行包和中轉(zhuǎn)行包裝運(yùn)組織的調(diào)度優(yōu)化問(wèn)題。 首先,基于現(xiàn)有鐵路行包調(diào)度體系結(jié)構(gòu)和職能,深入分析了行包調(diào)度指揮的業(yè)務(wù)流程和管理流程,提出了調(diào)度優(yōu)化的必要性和主要優(yōu)化問(wèn)題。其次,針對(duì)行包調(diào)度指揮存在的主要問(wèn)題,從統(tǒng)計(jì)分析、監(jiān)控預(yù)警、運(yùn)能調(diào)配三方面對(duì)三級(jí)調(diào)度部門(mén)職能分別優(yōu)化。在此基礎(chǔ)上,運(yùn)用系統(tǒng)優(yōu)化理論優(yōu)化了調(diào)度信息傳遞流程,并給出了行包調(diào)度指揮信息平臺(tái)初步架構(gòu)。然后,針對(duì)直達(dá)行包裝運(yùn)實(shí)施問(wèn)題,從直達(dá)裝運(yùn)車(chē)次的優(yōu)化選擇和分車(chē)次裝車(chē)計(jì)劃調(diào)度調(diào)整兩方面進(jìn)行優(yōu)化。在分析裝車(chē)計(jì)劃調(diào)整的影響因素基礎(chǔ)上,構(gòu)建了分車(chē)次調(diào)度調(diào)整優(yōu)化模型,以解決在裝運(yùn)行包廣義收入最大的優(yōu)化目標(biāo)前提下,同時(shí)兼顧貨物裝運(yùn)優(yōu)先等級(jí)的問(wèn)題。運(yùn)用lingo12.0編程求解案例,給出各站實(shí)際裝車(chē)計(jì)劃調(diào)整結(jié)果。最后,針對(duì)中轉(zhuǎn)行包裝運(yùn)調(diào)度的決策,給出中轉(zhuǎn)裝運(yùn)車(chē)次的銜接優(yōu)化選擇策略。通過(guò)中轉(zhuǎn)決策指標(biāo)體系的架構(gòu),依托模糊數(shù)學(xué)思想,提出了運(yùn)用改進(jìn)的多級(jí)模糊綜合評(píng)價(jià)方法來(lái)輔助決策,并結(jié)合大客戶行包轉(zhuǎn)運(yùn)實(shí)例驗(yàn)證了此方法的科學(xué)性。
[Abstract]:With the development of national economy and the increasingly fierce competition in the market of small goods transportation, railway luggage and parcel transportation, as the backbone of small package transportation, is facing the new situation, new opportunities and challenges. Under the background of the modernization and marketization of railway luggage and parcel transportation scheduling, the former manual experience oriented luggage and parcel scheduling mode needs to be changed urgently. It is of great practical significance to study how to change the dispatching of railway luggage and parcel transportation from production dispatching to management scheduling, and to realize the win-win situation of internal management and external service. This paper takes the command system and dispatching process of railway luggage and parcel transportation as the research object, combining with the basic shipping principle of railway luggage and parcel transportation, studies the optimization of the function and interrelation of the three-level dispatching system, and proceeds from the optimization of the shipping implementation scheme. This paper focuses on the scheduling optimization of direct package and transit package shipping organization. Firstly, based on the existing railway packet scheduling architecture and functions, the business process and management flow of the packet scheduling command are analyzed, and the necessity of scheduling optimization and the main optimization problems are put forward. Secondly, aiming at the main problems existing in the dispatch and command of luggage and parcel, the functions of the three-level dispatching department are optimized from three aspects: statistical analysis, monitoring and warning, and transportation capacity deployment. On this basis, the system optimization theory is used to optimize the flow of dispatching information transmission, and the preliminary framework of the packet scheduling command information platform is given. Then, aiming at the implementation of direct luggage and parcel shipment, the paper optimizes the selection of direct shipment number and the scheduling adjustment of train loading schedule. Based on the analysis of the factors affecting the adjustment of the loading plan, the optimization model of the scheduling adjustment by train is constructed to solve the problem of taking account of the priority grade of cargo shipment under the premise of the optimization goal of the largest generalized income of the shipment luggage and parcel at the same time. By using lingo12.0 programming to solve the case, the adjustment results of actual loading plan of each station are given. Finally, according to the decision of the dispatch of transshipment, the optimal selection strategy is given. Based on the framework of transshipment decision index system and the idea of fuzzy mathematics, an improved multilevel fuzzy comprehensive evaluation method is put forward to assist decision making, and the scientific nature of this method is verified by the example of large customer package transshipment.
