【摘要】：進(jìn)入21世紀(jì),隨著我國(guó)經(jīng)濟(jì)的發(fā)展和人民生活水平的提高,汽車(chē)開(kāi)始逐步的進(jìn)入家庭部門(mén),對(duì)私人汽車(chē)的巨大需求為我國(guó)汽車(chē)工業(yè)的發(fā)展提供了強(qiáng)大的驅(qū)動(dòng)力。但是私人汽車(chē)的發(fā)展也有弊端,過(guò)多的機(jī)動(dòng)車(chē)輛給大型城市有限的道路容量施加了巨大的壓力,超額的排放量給城市的空氣環(huán)境也造成了極大的污染,最近北京市的霧霾天氣引起了社會(huì)大眾對(duì)于城市環(huán)境的重視。 目前中國(guó)對(duì)私家車(chē)的管理方面只有北京和上海出臺(tái)了具體的政策,其中北京市的政策著重于私家車(chē)的出行方面,對(duì)私家車(chē)數(shù)目的增長(zhǎng)控制力度較小,而上海市從源頭入手,對(duì)私車(chē)牌照進(jìn)行限額發(fā)放,采取拍賣(mài)制度控制私家車(chē)數(shù)目的增長(zhǎng)。雖然上海市近年來(lái)的采用的私家車(chē)牌照拍賣(mài)制度卓有成效,但車(chē)牌越來(lái)越高的價(jià)格也引發(fā)了上海地區(qū)購(gòu)車(chē)者的不滿,社會(huì)各界都開(kāi)始對(duì)其合法性、合理性進(jìn)行激烈的討論。 本文從整體入手,首先采用實(shí)證的方法研究影響整個(gè)中國(guó)地區(qū)(各省和直轄市)私家車(chē)發(fā)展的驅(qū)動(dòng)因素。然后在分析上海市城市交通發(fā)展?fàn)顩r的情況時(shí),研究公交車(chē)、軌道交通和出租車(chē)等交通工具與私家車(chē)的關(guān)系。最后重點(diǎn)研究私家車(chē)牌照制度對(duì)于上海地區(qū)私家車(chē)發(fā)展的影響,分別從私家車(chē)保有量的增長(zhǎng)率、汽車(chē)的銷(xiāo)售量和銷(xiāo)售汽車(chē)的車(chē)型三個(gè)角度入手進(jìn)行實(shí)證分析。最后,在前面分析結(jié)果的基礎(chǔ)上,對(duì)于上海市的私車(chē)牌照拍賣(mài)制度的利弊進(jìn)行了中肯的評(píng)價(jià),并對(duì)未來(lái)上海市私家車(chē)管理的行政手段提出了一些建議。
[Abstract]:In the 21st century, with the development of Chinese economy and the improvement of people's living standard, the automobile starts to enter the household department step by step. The huge demand for the private automobile provides the powerful driving force for the development of the automobile industry of our country. However, the development of private cars also has its drawbacks. Too many motor vehicles exert great pressure on the limited road capacity of large cities, and excess emissions also cause great pollution to the air environment of cities. Recently, the haze weather in Beijing has aroused the public's attention to the urban environment. At present, only Beijing and Shanghai have issued specific policies on the management of private cars in China. Among them, the policies of Beijing Municipality focus on the travel of private cars, and control the growth of the number of private cars is relatively small, while Shanghai starts from the source. A quota on the issue of private car licences and an auction system to control the increase in the number of private cars. Although the private car license auction system adopted in Shanghai in recent years has been fruitful, the higher and higher price of the license plate has also aroused the dissatisfaction of the car buyers in Shanghai area, and people from all walks of life have started to have a heated discussion on its legitimacy and rationality. Starting with the whole, this paper first studies the driving factors that affect the development of private cars in the whole area of China (provinces and municipalities) by using the empirical method. Then, in the analysis of the development of urban traffic in Shanghai, the relationship between public transportation, rail transit and taxi and private cars is studied. Finally, the impact of private car license system on the development of private cars in Shanghai is studied, and the empirical analysis is carried out from three angles: the growth rate of private car ownership, the sales volume of cars and the types of cars sold. Finally, on the basis of the above analysis results, this paper makes a fair evaluation of the advantages and disadvantages of private car license auction system in Shanghai, and puts forward some suggestions on the administrative means of private car management in Shanghai in the future.
