【摘要】:我國(guó)高速公路經(jīng)營(yíng)企業(yè)的誕生成長(zhǎng)是促使高速公路產(chǎn)業(yè)迅速發(fā)展的重要原因之一,但也加大了社會(huì)物流成本,近年來(lái)承受的政策壓力越來(lái)越大。由于路橋收費(fèi)期限的有限性,在新建高速公路平均投資收益率普遍偏低的情況下,能否永續(xù)經(jīng)營(yíng)已經(jīng)成為目前我國(guó)所有高速公路經(jīng)營(yíng)企業(yè)都面臨著的最根本的戰(zhàn)略問(wèn)題。 山東高速公路股份有限公司(以下簡(jiǎn)稱山東高速)主要從事交通基礎(chǔ)設(shè)施的投資、經(jīng)營(yíng)和管理,是山東省路橋行業(yè)唯一一家大型國(guó)有控股上市公司。在這種形勢(shì)下也需要在母公司的整體戰(zhàn)略框架下制定自身的發(fā)展戰(zhàn)略,在做強(qiáng)主業(yè)的基礎(chǔ)上適度開(kāi)展多元化,以實(shí)現(xiàn)公司的永續(xù)經(jīng)營(yíng)。而當(dāng)前高速公路經(jīng)營(yíng)企業(yè)多元化發(fā)展大都處于探索階段,基于多元化發(fā)展戰(zhàn)略的理論在高速公路企業(yè)目前尚未有較為成熟的應(yīng)用案例,因此,對(duì)山東高速的多元化發(fā)展戰(zhàn)略研究具有較大現(xiàn)實(shí)意義。 本文以戰(zhàn)略管理、多元化發(fā)展戰(zhàn)略管理理論為依據(jù),采用由外而內(nèi)、由宏觀到微觀的邏輯思路,先是對(duì)戰(zhàn)略管理、多元化發(fā)展戰(zhàn)略理論進(jìn)行全面概括,獲得研究的理論支持,然后采取文獻(xiàn)研究法、調(diào)研與訪談相結(jié)合等方法,對(duì)公司所處的外部環(huán)境、內(nèi)部資源與能力進(jìn)行綜合分析,明確公司的多元化發(fā)展戰(zhàn)略定位、戰(zhàn)略目標(biāo)以及戰(zhàn)略選擇,并針對(duì)多元化發(fā)展戰(zhàn)略提出應(yīng)采取的步驟和實(shí)施策略,防范多元化風(fēng)險(xiǎn)采取的保障措施等。 通過(guò)綜合分析,論文認(rèn)為山東高速未來(lái)面臨最大的挑戰(zhàn)是永續(xù)經(jīng)營(yíng)問(wèn)題,核心是產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,對(duì)于主業(yè)要進(jìn)一步強(qiáng)化核心競(jìng)爭(zhēng)優(yōu)勢(shì)為多元化發(fā)展提供支撐;關(guān)鍵在于多元化發(fā)展,要選擇未來(lái)具有巨大發(fā)展空間的相關(guān)多元化產(chǎn)業(yè),如城市基礎(chǔ)設(shè)施投資運(yùn)營(yíng)、公路物流等等,逐步發(fā)展成為未來(lái)的戰(zhàn)略核心業(yè)務(wù)。爭(zhēng)取在到“十二五”末,成為全國(guó)品牌第一且實(shí)力最強(qiáng)的相關(guān)多元化發(fā)展的公路專(zhuān)業(yè)公司,成為山東地區(qū)有影響力的城市基礎(chǔ)設(shè)施投資運(yùn)營(yíng)企業(yè)和公路物流企業(yè)。 本文的研究結(jié)合了我國(guó)高速公路發(fā)展的趨勢(shì),對(duì)山東高速實(shí)施多元化發(fā)展戰(zhàn)略的動(dòng)因、戰(zhàn)略定位、產(chǎn)業(yè)方向、戰(zhàn)略實(shí)施及保障措施等進(jìn)行了全面的分析及論述,可以為山東高速的多元化發(fā)展提供參考,也可以為國(guó)內(nèi)其他高速公路經(jīng)營(yíng)企業(yè)的可持續(xù)發(fā)展提供一定的借鑒。
[Abstract]:The birth and growth of expressway management enterprises in China is one of the important reasons to promote the rapid development of expressway industry, but it also increases the social logistics cost. In recent years, the policy pressure is increasing. Due to the limitation of toll period of highway and bridge, under the condition that the average investment yield of new expressway is generally low, it has become the most fundamental strategic problem that all expressway management enterprises in our country are faced with at present. Shandong Expressway Co., Ltd (hereinafter referred to as Shandong Expressway) is mainly engaged in the investment, management and management of transportation infrastructure, is the only large state-owned listed company in Shandong Road and Bridge Industry. In this situation, it is also necessary to formulate its own development strategy under the overall strategic framework of the parent company, and to carry out diversification on the basis of strengthening the main industry in order to realize the sustainable management of the company. At present, the diversified development of expressway management enterprises is mostly in the exploratory stage. The theory based on diversification development strategy has not yet been applied to expressway enterprises at present, so, It is of great practical significance to study the high-speed diversified development strategy of Shandong Province. Based on the theory of strategic management and diversified development strategy management, this paper adopts the logic thinking from outside to inside, from macro to micro level. Firstly, it generalizes the theory of strategic management and diversified development strategy, and gets the theoretical support of the research. Then, by using the methods of literature research, research and interview, the paper makes a comprehensive analysis of the external environment, internal resources and ability of the company, and clarifies the strategic orientation, strategic objectives and strategic choice of the company's diversified development. According to the diversification development strategy, this paper puts forward the steps and implementation strategies to prevent the risk of diversification, and so on. Through comprehensive analysis, the paper thinks that the biggest challenge facing Shandong high speed in the future is sustainable management, the core is the adjustment of industrial structure, and the main industry should further strengthen the core competitive advantage to provide support for the diversified development. The key lies in the diversified development, and it is necessary to select the related diversified industries with huge development space in the future, such as the investment and operation of urban infrastructure, road logistics and so on, and gradually develop into the strategic core business of the future. By the end of the 12th Five-Year Plan, we will become the first and strongest related diversified highway professional company in China, and become the influential investment and operation enterprise of urban infrastructure and highway logistics enterprise in Shandong area. This paper combines the trend of highway development in our country, and makes a comprehensive analysis and discussion on the motivation, strategic orientation, industrial direction, strategic implementation and safeguard measures of the high speed diversified development strategy in Shandong Province. It can provide reference for the diversified development of high speed in Shandong province, and also for the sustainable development of other expressway management enterprises in China.
