【摘要】：2008年全球金融危機(jī)爆發(fā)后,國際主要航運(yùn)金融服務(wù)機(jī)構(gòu)迫于其自身流動性和資本充足率等問題都大幅度壓縮了其航運(yùn)業(yè)務(wù)總額和比例,這為我國參與國際航運(yùn)中心競爭、提升航運(yùn)產(chǎn)業(yè)服務(wù)水平、培育航運(yùn)金融市場創(chuàng)造了新的契機(jī)。目前,在我國進(jìn)一步深化改革開放,加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的新形勢下,天津推進(jìn)北方國際航運(yùn)中心建設(shè)面臨難得的發(fā)展機(jī)遇。根據(jù)國務(wù)院批準(zhǔn)的《天津?yàn)I海新區(qū)綜合配套改革試驗(yàn)總體方案》,天津?qū)⒓涌旖ㄔO(shè)北方國際航運(yùn)中心和國際物流中心,推進(jìn)國際化市場體系建設(shè),條件成熟時(shí)進(jìn)行建立自由貿(mào)易港區(qū)的改革探索。 本文基于國際航運(yùn)中心及其競爭力分析的經(jīng)典文獻(xiàn)和內(nèi)涵界定,首先深入剖析了世界國際航運(yùn)中心演變經(jīng)驗(yàn)及其高端航運(yùn)服務(wù)價(jià)值網(wǎng),然后分析了天津北方國際航運(yùn)中心的競爭力,并介紹東疆港保稅區(qū)(北方國際航運(yùn)中心核心功能區(qū))的建設(shè)現(xiàn)狀,提出了提升天津北方國際航運(yùn)中心競爭力的努力方向,此后以航運(yùn)金融體系作為突破口,分析了北方國際航運(yùn)中心航運(yùn)金融的需求特征和發(fā)展導(dǎo)向。最后,從多個(gè)方面提出了提升天津北方國際航運(yùn)中心競爭力的政策建議。
[Abstract]:After the global financial crisis broke out in 2008, the main international shipping financial service organizations were forced to reduce the total amount and proportion of their shipping business by their own liquidity and capital adequacy ratio, which made our country participate in the competition of international shipping center. Improving the service level of shipping industry and fostering shipping financial market have created a new opportunity. At present, under the new situation of further deepening the reform and opening up and speeding up the transformation of economic development mode, Tianjin faces a rare development opportunity to promote the construction of the northern international shipping center. According to the overall plan for comprehensive reform of Tianjin Binhai New area approved by the State Council, Tianjin will speed up the construction of the northern international shipping center and international logistics center and promote the construction of an international market system. When the conditions are ripe for the establishment of free trade port area reform exploration. Based on the classical literature and connotation of the analysis of international shipping center and its competitiveness, this paper firstly analyzes the evolution experience of the world international shipping center and its high-end shipping service value net. Then it analyzes the competitiveness of Tianjin Northern International Shipping Center, introduces the present situation of Dongjiang Port Free Trade Zone (the core function area of Northern International Shipping Center), and puts forward the direction to improve the competitiveness of Tianjin Northern International Shipping Center. Then, with the shipping financial system as the breakthrough point, the paper analyzes the demand characteristics and development direction of the shipping finance in the northern international shipping center. Finally, some policy suggestions are put forward to improve the competitiveness of Tianjin Northern International Shipping Center.
