【摘要】:交通基礎(chǔ)設(shè)施建設(shè)項(xiàng)目作為經(jīng)濟(jì)與社會(huì)發(fā)展的重要基礎(chǔ)設(shè)施,在新中國成立后得到了迅速恢復(fù)和發(fā)展,特別在改革開放以后,隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的建立和完善,中國交通事業(yè)進(jìn)入了快速、健康的發(fā)展軌道�!笆濉睍r(shí)期是我國全面建設(shè)小康社會(huì)的關(guān)鍵時(shí)期,是深化體制改革、加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的攻堅(jiān)時(shí)期,也是加快推進(jìn)現(xiàn)代交通運(yùn)輸業(yè)發(fā)展的重大戰(zhàn)略機(jī)遇期。 在國家整體交通快速發(fā)展的推動(dòng)下,農(nóng)村交通基礎(chǔ)設(shè)施項(xiàng)目的混亂狀況得到了極大的改善。特別是東部發(fā)達(dá)地區(qū),新建和改擴(kuò)建了一大批交通基礎(chǔ)設(shè)施,使以往存在的“臟、亂、差”等現(xiàn)象得到有效改善。隨著國家對(duì)農(nóng)村交通基礎(chǔ)投資的持續(xù)加大,投資利用率低,沒有科學(xué)、合理的建設(shè)方案等原因,造成國家資源浪費(fèi)嚴(yán)重,同時(shí)為決策服務(wù)的項(xiàng)目評(píng)價(jià)一直參考城市交通項(xiàng)目,沒有形成獨(dú)有的評(píng)價(jià)體系。因此針對(duì)農(nóng)村交通項(xiàng)目的評(píng)價(jià)研究越來越受到重視。 本文定位于評(píng)價(jià)方法的研究和改善,以支付意愿、消費(fèi)者剩余及外部性理論為基礎(chǔ),根據(jù)農(nóng)村交通項(xiàng)目的屬性,構(gòu)建更加完善且有針對(duì)性的評(píng)價(jià)指標(biāo)。在財(cái)務(wù)評(píng)價(jià)中,通過分析現(xiàn)金流量,計(jì)算財(cái)務(wù)指標(biāo),,評(píng)價(jià)項(xiàng)目的盈利能力及償債能力。在風(fēng)險(xiǎn)分析中,考慮風(fēng)險(xiǎn)因素發(fā)生變化的概率及其對(duì)項(xiàng)目的影響程度,評(píng)價(jià)項(xiàng)目承擔(dān)風(fēng)險(xiǎn)的能力,并提出風(fēng)險(xiǎn)應(yīng)對(duì)方案。 在國民經(jīng)濟(jì)評(píng)價(jià)中,分析計(jì)算可量化的效益和費(fèi)用,選擇效益費(fèi)用法,計(jì)算評(píng)價(jià)指標(biāo)值,評(píng)價(jià)建設(shè)項(xiàng)目的國民經(jīng)濟(jì)凈貢獻(xiàn)值。而針對(duì)社會(huì)效益進(jìn)行的綜合評(píng)價(jià),主要分析不可量化的效益,從農(nóng)村交通基礎(chǔ)設(shè)施項(xiàng)目建設(shè)帶來的五個(gè)社會(huì)影響入手,引入模糊綜合評(píng)價(jià)法進(jìn)行評(píng)價(jià)。本文在農(nóng)村基礎(chǔ)設(shè)施項(xiàng)目建設(shè)效益和費(fèi)用的識(shí)別方面做出了改進(jìn),以便更好的服務(wù)于決策。
[Abstract]:As an important infrastructure for economic and social development, transportation infrastructure projects have been rapidly restored and developed since the founding of New China, especially after the reform and opening up, with the establishment and improvement of the socialist market economic system. China's transportation industry has entered a rapid and healthy development track. The "12th Five-Year Plan" period is the key period for building a well-off society in an all-round way, a critical period for deepening the system reform and speeding up the transformation of economic development mode, and also a major strategic opportunity period for speeding up the development of the modern transportation industry. Driven by the rapid development of national transportation, the chaos of rural transport infrastructure projects has been greatly improved. Especially in the developed areas in the east, a large number of traffic infrastructure has been built and expanded, which has effectively improved the "dirty, chaotic and poor" phenomena that existed in the past. With the continuous increase of the country's investment in rural transportation infrastructure, the low utilization rate of the investment, the lack of scientific and reasonable construction plan and other reasons, the national resources are wasted seriously. Meanwhile, the evaluation of the projects serving for the decision-making has been referring to the urban transportation projects. There is no unique evaluation system. Therefore, more and more attention has been paid to the evaluation of rural transportation projects. Based on the theory of willingness to pay, consumer surplus and externality, this paper focuses on the research and improvement of evaluation methods, and constructs a more perfect and targeted evaluation index according to the attributes of rural transportation projects. In the financial evaluation, by analyzing the cash flow, calculating the financial index, evaluating the profitability and solvency of the project. In the risk analysis, considering the probability of the change of the risk factors and its influence on the project, the ability of the project to bear the risk is evaluated, and the risk coping scheme is put forward. In the national economic evaluation, the quantifiable benefit and expense are analyzed and calculated, the benefit cost method is selected, the evaluation index value is calculated, and the national economic net contribution value of the construction project is evaluated. In view of the comprehensive evaluation of social benefits, this paper mainly analyzes the unquantifiable benefits, starting with the five social impacts brought by the construction of rural transportation infrastructure projects, and introducing the fuzzy comprehensive evaluation method to evaluate. In this paper, improvements are made in the identification of benefits and costs of rural infrastructure projects in order to better serve decision-making.
