【摘要】：可行性研究是在投資決策之前,對擬建項(xiàng)目進(jìn)行全面的技術(shù)經(jīng)濟(jì)分析與論證,以試圖對其作出可行或不可行評價(jià)的一種科學(xué)方法,是項(xiàng)目建設(shè)前期工作的重要部分,為項(xiàng)目的投資決策、資金籌集、編制設(shè)計(jì)和進(jìn)行建設(shè)等提供科學(xué)依據(jù)。道路項(xiàng)目普遍具有建設(shè)意義重要,投資額較大的特點(diǎn),可行性研究對項(xiàng)目的成功建設(shè)尤為重要。 云龍大道(A段)項(xiàng)目是聯(lián)系長沙市東南部與株洲市北部區(qū)域的重要城際干道,對促進(jìn)長株潭城市群經(jīng)濟(jì)一體化具有重要戰(zhàn)略意義,將起到拓展株洲城市發(fā)展空間,提升株洲城市品位的作用。本文主要研究內(nèi)容如下： 首先,對可行性研究的產(chǎn)生和國內(nèi)外發(fā)展歷程,以及可行性研究在項(xiàng)目投資中的作用和意義進(jìn)行了簡要介紹；其次,對具體的研究對象——云龍大道(A段)項(xiàng)目的概況、項(xiàng)目所在區(qū)域的社會(huì)經(jīng)濟(jì)發(fā)展現(xiàn)狀、交通運(yùn)輸發(fā)展規(guī)劃進(jìn)行說明,對交通量進(jìn)行了預(yù)測,對項(xiàng)目建設(shè)內(nèi)容設(shè)計(jì)提出了初步意見,對項(xiàng)目的實(shí)施進(jìn)度和組織管理進(jìn)行了安排,對資金使用計(jì)劃和籌措方式進(jìn)行了論證,分析了項(xiàng)目產(chǎn)生的國民經(jīng)濟(jì)效益和存在的風(fēng)險(xiǎn),并客觀評價(jià)了項(xiàng)目建設(shè)對環(huán)境的影響；最后,綜合各方面的分析結(jié)果,項(xiàng)目建設(shè)意義重要、社會(huì)經(jīng)濟(jì)效益顯著、資金有保障、建設(shè)方案合理,項(xiàng)目建設(shè)具備可行性。 本文對項(xiàng)目的建設(shè)必要性,技術(shù)可行性,實(shí)施可能性,經(jīng)濟(jì)合理性,社會(huì)有利性等方面作出了全面系統(tǒng)的綜合研究,研究內(nèi)容對云龍大道(A段)項(xiàng)目實(shí)施具有指導(dǎo)作用,對其他道路項(xiàng)目的建設(shè)也具有一定的參考價(jià)值。
[Abstract]:Feasibility study is a scientific method for the comprehensive technical and economic analysis and demonstration of the proposed project before the investment decision, in order to try to make a feasible or unfeasible evaluation of it. It is an important part of the preliminary work of the project construction. Provide scientific basis for project investment decision, fund raising, design and construction. Road projects generally have the characteristics of important construction significance, large investment, feasibility study is particularly important for the successful construction of the project. The project is an important intercity trunk road linking the southeast of Changsha and the northern region of Zhuzhou. It has important strategic significance to promote the economic integration of Changsha, Zhuzhou and Xiangtan urban agglomeration, and will play an important role in expanding the development space of Zhuzhou city The function of promoting Zhuzhou city grade. The main contents of this paper are as follows: Firstly, the paper briefly introduces the emergence of feasibility study and its development at home and abroad, as well as the role and significance of feasibility study in project investment. The present situation of the social and economic development of the area where the project is located, the description of the transportation development plan, the forecast of traffic volume, the preliminary opinions on the design of the project construction content, the progress of the implementation of the project and the organization and management of the project are arranged. This paper demonstrates the plan of fund use and the way of raising funds, analyzes the national economic benefits and risks of the project, and objectively evaluates the impact of the project construction on the environment. Finally, it synthesizes the analysis results of all aspects. The construction of the project is significant, the social and economic benefits are remarkable, the fund is guaranteed, the construction plan is reasonable, and the project construction is feasible. This paper makes a comprehensive and systematic study on the necessity, technical feasibility, implementation possibility, economic rationality and social advantage of the project. The research content has a guiding role in the implementation of the project. Also has certain reference value to the other road project construction.
