【摘要】：航運(yùn)業(yè)是國(guó)民經(jīng)濟(jì)的基礎(chǔ)性產(chǎn)業(yè),是關(guān)系國(guó)家安全和國(guó)民經(jīng)濟(jì)命脈的重要行業(yè)。改革開(kāi)放以來(lái),我國(guó)航運(yùn)業(yè)迅速發(fā)展。作為交通運(yùn)輸行業(yè)的重要組成部分,航運(yùn)業(yè)在節(jié)約能源、降低碳排放量方面有著巨大的潛力和發(fā)展空間。同時(shí),發(fā)展低碳綠色的航運(yùn)業(yè)也是低碳綠色交通運(yùn)輸業(yè)的必經(jīng)之路。 目前我國(guó)航運(yùn)產(chǎn)業(yè)并未建立一套完整的低碳綠色發(fā)展評(píng)價(jià)體系,如何全面、客觀、科學(xué)地評(píng)價(jià)我國(guó)航運(yùn)業(yè)低碳綠色發(fā)展的具體成效,是一個(gè)亟需解決的問(wèn)題。本文根據(jù)我國(guó)航運(yùn)業(yè)發(fā)展的客觀情況,構(gòu)建一套完善的低碳綠色航運(yùn)業(yè)評(píng)價(jià)指標(biāo)體系,并提出航運(yùn)業(yè)節(jié)能減排的相關(guān)建議和措施,進(jìn)而為我國(guó)航運(yùn)業(yè)低碳綠色發(fā)展提供理論支持和實(shí)踐指導(dǎo)。 本文在對(duì)國(guó)內(nèi)外航運(yùn)業(yè)節(jié)能減排的發(fā)展現(xiàn)狀考察分析的基礎(chǔ)上,對(duì)航運(yùn)業(yè)低碳綠色發(fā)展與生態(tài)環(huán)境影響進(jìn)行了分析,并對(duì)航運(yùn)業(yè)低碳綠色發(fā)展內(nèi)在機(jī)理進(jìn)行了具體研究,按照我國(guó)節(jié)能減排的指導(dǎo)思想和要求,構(gòu)建了基于AHP層次分析法和模糊綜合評(píng)價(jià)法的我國(guó)航運(yùn)業(yè)低碳綠色發(fā)展評(píng)價(jià)指標(biāo)體系,并以某航線船舶為例,利用“驅(qū)動(dòng)力-壓力-狀態(tài)-影響-響應(yīng)”(DPSIR)模型進(jìn)行了實(shí)證研究,通過(guò)實(shí)證分析,為相關(guān)的對(duì)策研究提供實(shí)踐依據(jù),提出了具有科學(xué)性、創(chuàng)新性、可操作性的航運(yùn)業(yè)綠色發(fā)展對(duì)策,為未來(lái)我國(guó)航運(yùn)業(yè)的低碳綠色化發(fā)展指明方向。
[Abstract]:Shipping industry is a basic industry of national economy and an important industry related to national security and national economic lifeblood. Since the reform and opening up, China's shipping industry has developed rapidly. As an important part of transportation industry, shipping industry has great potential and development space in saving energy and reducing carbon emissions. At the same time, the development of low-carbon green shipping industry is also the only way to low-carbon green transportation. At present, China's shipping industry has not established a complete evaluation system of low-carbon green development. How to comprehensively, objectively and scientifically evaluate the concrete results of low-carbon green development of China's shipping industry is a problem that needs to be solved. According to the objective situation of the development of China's shipping industry, this paper constructs a set of perfect evaluation index system of low-carbon green shipping industry, and puts forward relevant suggestions and measures for energy saving and emission reduction of shipping industry. Furthermore, it provides theoretical support and practical guidance for the development of low carbon green shipping industry in China. Based on the investigation and analysis of the development of energy saving and emission reduction in shipping industry at home and abroad, this paper analyzes the low carbon green development and ecological environment impact of shipping industry, and makes a concrete study on the inherent mechanism of low carbon green development in shipping industry. According to the guiding ideology and requirements of energy saving and emission reduction in China, the evaluation index system of low-carbon green development of China's shipping industry based on AHP analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method is constructed, and a shipping route is taken as an example. This paper makes an empirical study by using the "drive-pressure-status-effect-response" model. Through the empirical analysis, it provides the practical basis for the relevant countermeasure research, and puts forward that it is scientific and innovative. The operational countermeasures of green development of shipping industry point out the direction of low-carbon green development of China's shipping industry in the future.
