【摘要】：伴隨知識(shí)經(jīng)濟(jì)時(shí)代的到來(lái)與世界貿(mào)易自由化，，世界發(fā)達(dá)國(guó)家的港口已經(jīng)逐步從第三代港口向第四代港口演變，信息化建設(shè)也逐步在完善，港口的功能在延伸與擴(kuò)大，港口企業(yè)作為國(guó)民經(jīng)濟(jì)的重要組成部分，面臨的環(huán)境正在不斷改變，其生存與發(fā)展?fàn)顩r直接影響著一個(gè)國(guó)家和地區(qū)的經(jīng)濟(jì)發(fā)展，而港口工程項(xiàng)目屬于大投資、大風(fēng)險(xiǎn)項(xiàng)目，如何提高項(xiàng)目績(jī)效考核管理水平以取得最大的投資效益，是港口項(xiàng)目管理者急需解決的問(wèn)題。因此，怎樣進(jìn)行港口工程項(xiàng)目績(jī)效考評(píng)，以充分調(diào)動(dòng)項(xiàng)目管理者的積極性，使企業(yè)的約束激勵(lì)機(jī)制更完善，使投資產(chǎn)生最大的價(jià)值進(jìn)而帶到腹地經(jīng)濟(jì)的發(fā)展具有重要的意義。 本文首先介紹港口在國(guó)民經(jīng)濟(jì)生產(chǎn)中的重要性，對(duì)我國(guó)港口業(yè)的所遇到的挑戰(zhàn)和機(jī)遇及存在問(wèn)題進(jìn)行探討，對(duì)國(guó)內(nèi)外關(guān)于港口投資狀況及績(jī)效評(píng)價(jià)方法的研究進(jìn)行了綜合回顧，整理和總結(jié)了相關(guān)的理論知識(shí)和研究成果，并對(duì)本文將用到的行動(dòng)研究法及層次分析法的相關(guān)知識(shí)進(jìn)行了闡述。 其次，闡述神華黃驊港務(wù)公司的概況，對(duì)黃驊港口工程項(xiàng)目績(jī)效考評(píng)狀況進(jìn)行分析，并從企業(yè)內(nèi)外兩方面對(duì)其中存在的問(wèn)題進(jìn)行描述。綜述績(jī)效評(píng)價(jià)體系設(shè)計(jì)的原則和相關(guān)發(fā)展，通過(guò)對(duì)比，找出國(guó)內(nèi)港口績(jī)效考評(píng)體系的不足及形成原因，并得出國(guó)內(nèi)港口績(jī)效考評(píng)體系的發(fā)展趨勢(shì)及對(duì)現(xiàn)代管理提出的注意事項(xiàng)。 然后在結(jié)合理論研究和現(xiàn)場(chǎng)調(diào)查的基礎(chǔ)上，根據(jù)以往經(jīng)驗(yàn)及產(chǎn)出特點(diǎn)，設(shè)計(jì)評(píng)估指標(biāo)，用行動(dòng)研究法建立初始模型，并通過(guò)不斷解決問(wèn)題、反思的過(guò)程對(duì)模型進(jìn)行改進(jìn)。最后采用層次分析法確定模型中各指標(biāo)的權(quán)重，給神華黃驊港務(wù)公司的管理者公正、科學(xué)地評(píng)價(jià)績(jī)效奠定了基礎(chǔ)。最后結(jié)合國(guó)內(nèi)外的研究成果，針對(duì)神華黃驊港實(shí)際情況給出提高工程項(xiàng)目績(jī)效考評(píng)效率的建議。
[Abstract]:With the coming of the era of knowledge economy and the liberalization of world trade , the port of the developed countries has gradually evolved from the third generation port to the fourth generation port .

This paper first introduces the importance of port in the production of national economy , discusses the challenge and opportunity of port industry in our country and the existing problems , reviews and summarizes the research of port investment status and performance evaluation method at home and abroad , summarizes and summarizes the relevant theoretical knowledge and research results , and expounds the relevant knowledge of the action research method and the analytic hierarchy process .

Secondly , the paper expounds the general situation of Huanghua Port Service Company , analyzes the performance appraisal status of Huanghua Port Project , and describes the existing problems from both inside and outside the enterprise .

Then , on the basis of combining theory research and on - site investigation , according to the past experience and output characteristics , the evaluation index is designed , the initial model is established by the action research method , and the model is improved through the process of solving the problem and reflection . At last , using the analytic hierarchy process to determine the weight of each index in the model , the paper lays a foundation for the fair and scientific evaluation of the performance of the manager of the Shenghua Huanghua Port Company . Finally , based on the research results at home and abroad , the suggestion of improving the efficiency of the performance evaluation of the engineering project is given in the light of the actual situation of the Huanghua Port of Shenghua .
