共青城市道路交通智能化建設(shè)研究

【摘要】:在改革開(kāi)放不斷深入的大背景下,我國(guó)城市化進(jìn)程也在不斷加快。知識(shí)分子和農(nóng)村勞動(dòng)力從上世紀(jì)80年代開(kāi)始大量涌入城市,城市人口數(shù)量迅猛增加,與此同時(shí),城市道路交通與迅猛增加的城市人口出行需求之間的矛盾日漸突出。他們出行所需的車(chē)輛擁堵問(wèn)題一直以來(lái)困惑著各級(jí)管理者,探索有效的破解交通擁堵的難題被頂層設(shè)計(jì)者所重視。隨著創(chuàng)新、轉(zhuǎn)型滲透各個(gè)領(lǐng)域,道路交通業(yè)也開(kāi)始輸入了一些革命性的理念,在國(guó)家的頂層設(shè)計(jì)中,一些專(zhuān)家提出了比如建設(shè)智慧城市、海綿城市的新理念,并在一些城市試點(diǎn),取得了一定的成效。在這些新理念里面,新科技運(yùn)用在城市道路交通管理方面,給管理者帶來(lái)了諸多的便捷,比如非現(xiàn)場(chǎng)處罰系統(tǒng)的建設(shè),人們?cè)谥笓]中心就可以對(duì)城市道路交通實(shí)時(shí)現(xiàn)狀了如指掌,從一線管理解放很多警力出來(lái),交通管理得到很大的優(yōu)化。根本而言,城市交通管理的信息化智能化系統(tǒng)實(shí)際上屬于智慧城市建設(shè)中的重要組成部分-“智能交通”,其依靠先進(jìn)的交通流量檢測(cè)技術(shù)、智能交通信號(hào)控制技術(shù)、交通誘導(dǎo)技術(shù)、超高清遠(yuǎn)距離道路監(jiān)控技術(shù)、智能停車(chē)技術(shù)以及非現(xiàn)場(chǎng)處罰系統(tǒng)等人工智能系統(tǒng),最終在后臺(tái)依托云存儲(chǔ)技術(shù)形成大數(shù)據(jù),通過(guò)對(duì)大數(shù)據(jù)的分析,從中得出一條實(shí)際可行的方法,對(duì)城市道路交通展開(kāi)一體化的管理,從而緩解城市交通壓力,為居民創(chuàng)造更為便捷的交通環(huán)境。就江西省共青城市來(lái)說(shuō),它是一座縣級(jí)市,自2016年下半年把它劃入贛江新區(qū)的一部分后,發(fā)展迅猛,先后9所大學(xué)落戶(hù)該市,人口激增,道路交通的壓力也隨之增加。幾萬(wàn)學(xué)生的涌入,意味著他們的家庭也隨之而來(lái),他們出行的機(jī)動(dòng)車(chē)流量給現(xiàn)有的道路交通帶來(lái)了巨大壓力,交通管理部門(mén)面臨著新的挑戰(zhàn)。在沒(méi)有足夠的管理人員的情況下,共青城市的領(lǐng)導(dǎo)者急需尋求一條充分有效地優(yōu)化交通環(huán)境的方法來(lái)改善這種矛盾。他們開(kāi)始著手向智能化方向發(fā)展,并開(kāi)始逐步對(duì)城市的主要道路進(jìn)行智能化改造。然而,一般在縣級(jí)城市做智能化交通系統(tǒng)建設(shè)是相當(dāng)困難的,普遍存在“四大癥結(jié)”,即:政策癥結(jié)、資本癥結(jié)、技術(shù)癥結(jié)以及意識(shí)癥結(jié)。共青城智能化交通系統(tǒng)的建設(shè)同樣也不例外。一些高端技術(shù)人才都流向了經(jīng)濟(jì)發(fā)達(dá)的北上廣地區(qū),從而造成縣級(jí)城市面臨著來(lái)自技術(shù)、管理、信息安全等多方面的人才短板,加上頂層的陽(yáng)光雨露到了縣級(jí)城市都已經(jīng)變得少之又少,特別是資金的短缺,一直困惑著縣級(jí)城市的領(lǐng)導(dǎo)班子。在這樣的情況下,共青城市要想推動(dòng)智能化交通系統(tǒng)的建設(shè),就必須重視并解決這些問(wèn)題,在實(shí)踐中尋找合適的應(yīng)對(duì)措施,切實(shí)維護(hù)交通運(yùn)輸系統(tǒng)的穩(wěn)定運(yùn)轉(zhuǎn),減少交通事故的發(fā)生;诖,本文將以江西省共青城市的道路交通作為研究對(duì)象,采取定性分析與定量分析相結(jié)合的研究方法,從城市道路交通管理的現(xiàn)狀入手,總結(jié)出共青城市道路交通管理中存在的主要問(wèn)題,并從政府管理、經(jīng)濟(jì)調(diào)控等視角深入剖析造成這些問(wèn)題的根本原因。并充分結(jié)合共青城市的發(fā)展實(shí)況,提出針對(duì)性的優(yōu)化建議,為共青城市道路的智能化交通建設(shè)與應(yīng)用提供實(shí)踐參考,推動(dòng)共青城市道路交通管理水平的持續(xù)提高。同時(shí),也為我國(guó)其他地區(qū)的道路智能化交通建設(shè)提供借鑒。
[Abstract]:In the context of the deepening of reform and opening up, the process of urbanization in China has also been accelerating. Intellectuals and rural labor began to pour into cities in a large number of cities since the 80s of last century. The number of urban population has increased rapidly. At the same time, the contradiction between urban road traffic and the rapid increase of urban people's travel demand has become increasingly prominent. The problem of traffic congestion required has been puzzled by managers at all levels. The problem of exploring effective traffic congestion has been paid attention to by the top layer designers. With innovation, the transformation and infiltration of various fields, the road traffic industry has also begun to enter some revolutionary ideas. In the top level design of the country, some experts put forward such ideas as construction intelligence. In these new ideas, the new technology is used in urban road traffic management, which brings a lot of convenience to the managers, such as the construction of the non field punishment system, and people in the command center can make the real time of urban road traffic. In fact, the information intelligent system of urban traffic management is in fact an important part of the construction of Intelligent City, "intelligent traffic", which relies on advanced traffic flow measurement technology, intelligent traffic signal control technology and traffic. Induction technology, ultra high definition remote road monitoring technology, intelligent parking technology and non field punishment system, such as artificial intelligence system, finally relying on the background of cloud storage technology to form large data, through the analysis of large data, from the analysis of a practical and feasible method, the urban road traffic integrated management, thus alleviating the city The city traffic pressure will create more convenient traffic environment for the residents. For the city of Jiangxi Province, it is a county-level city. Since the second half of 2016, it was put into a part of the New District of Ganjiang River. After the rapid development, 9 universities have settled in the city, the population is increasing, the pressure of road traffic is also increasing. As their families come along, the traffic flow of their vehicles has brought great pressure to the existing road traffic, and the traffic management department faces new challenges. In the absence of sufficient managers, the leaders of the Communist Youth cities are in urgent need of a way to improve the traffic environment fully and effectively to improve this contradiction. It begins to develop to the direction of intelligence, and begins to carry out the intelligent transformation of the main road of the city. However, it is quite difficult to build intelligent transportation system in county-level cities. There are four major crux, that is, the crux of policy, the crux of capital, the crux of skill and the crux of consciousness. The construction is also no exception. Some high-end technical personnel have been flowing into the economically developed North and wide areas, thus causing county-level cities to face the short board of talents from technology, management, information security and so on. With the sunshine and rain on the top level, the county-level cities have become less and less, especially the shortage of funds, which has been puzzled. In this case, in this case, if the Communist Youth City wants to promote the construction of intelligent transportation system, it is necessary to pay attention to and solve these problems, to find appropriate measures in practice, to maintain the stable operation of the transportation system and to reduce the occurrence of traffic accidents. Based on this, this paper will take the Communist Youth City of Jiangxi province. As the research object, the city road traffic is studied by combining qualitative analysis and quantitative analysis. Starting with the current situation of urban road traffic management, this paper summarizes the main problems in the road traffic management of the Communist green city, and analyzes the fundamental causes of these problems from the perspective of government management and economic regulation and control. Combined with the development of the city of the Communist Youth City, this paper puts forward the pertinent optimization suggestions to provide practical reference for the intelligent traffic construction and application of the road in the Communist green city, and promote the continuous improvement of the road traffic management level in the Communist green city. At the same time, it also provides reference for the road intelligent traffic construction in other areas of our country.
