【摘要】:為了適應(yīng)對(duì)外開放和不斷增多的經(jīng)貿(mào)往來(lái)與國(guó)際經(jīng)濟(jì)合作等眾多形勢(shì)變化,穩(wěn)步推進(jìn)外貿(mào)平穩(wěn)、健康、可持續(xù)的發(fā)展,我國(guó)參考國(guó)際自由貿(mào)易區(qū)、自由港等的成功經(jīng)驗(yàn)設(shè)立了保稅港區(qū),具有“海關(guān)領(lǐng)土”的特性。我國(guó)保稅港區(qū)自2005年設(shè)立至今,全國(guó)共有保稅港區(qū)14家,經(jīng)過多年的建設(shè)發(fā)展,我國(guó)保稅港區(qū)在推動(dòng)國(guó)家對(duì)外開放水平,促進(jìn)國(guó)際貿(mào)易、引進(jìn)外資和先進(jìn)技術(shù)、推動(dòng)港口業(yè)與母城經(jīng)濟(jì)的發(fā)展等其他層面都發(fā)揮了巨大的作用。 本文的選題是站在天津港東疆保稅港區(qū)的建設(shè)、功能開發(fā)的大背景下,是與天津港東疆保稅港區(qū)發(fā)展的現(xiàn)狀和問題相結(jié)合的,具有較強(qiáng)的時(shí)代性和實(shí)踐意義。隨著經(jīng)濟(jì)全球化、區(qū)域經(jīng)濟(jì)一體化以及國(guó)家經(jīng)濟(jì)發(fā)展戰(zhàn)略的調(diào)整,作為改革最前沿的天津?yàn)I海新區(qū)東疆保稅港區(qū)和綜合配套改革實(shí)驗(yàn)區(qū),如何成為開放型經(jīng)濟(jì)的新增長(zhǎng)點(diǎn)和國(guó)際運(yùn)行規(guī)則的最佳對(duì)接點(diǎn),建立綜合配套改革試點(diǎn)區(qū)域特征的自由貿(mào)易港區(qū),確實(shí)是我們迫切需要研究和解決的問題,當(dāng)前具有重要的研究?jī)r(jià)值。因此,有必要把它作為一個(gè)熱點(diǎn)問題來(lái)研究。 保稅港區(qū)是天津建設(shè)自由貿(mào)易港區(qū)的重要組成部分,本文的重點(diǎn)就是在論述自由貿(mào)易港區(qū)基礎(chǔ)上,比較保稅港區(qū)與自由貿(mào)易港區(qū)不同方面的差異,分析東疆保稅港區(qū)具備分階段建設(shè)成為自由貿(mào)易港區(qū)的基礎(chǔ)條件,結(jié)合自由貿(mào)易港區(qū)與綜合配套改革試點(diǎn)區(qū)域的特性,進(jìn)而提出發(fā)展東疆自由貿(mào)易港區(qū)需要在政策、監(jiān)管體制、經(jīng)濟(jì)管理體制和功能方面開展綜合配套改革的戰(zhàn)略選擇。 本文采取的是一種在邏輯上逐步深入的論述方式。文章的基本脈絡(luò)是:首先介紹保稅港區(qū)與自由貿(mào)易港區(qū)的概念與功能,比較分析保稅港區(qū)與自由貿(mào)易港區(qū)的共性與差異性;其次,以香港、新加坡、鹿特丹為例介紹國(guó)際主要自由貿(mào)易港區(qū)發(fā)展?fàn)顩r,并借鑒成功自由貿(mào)易港區(qū)先進(jìn)經(jīng)驗(yàn);再次,重點(diǎn)分析天津東疆保稅港區(qū)轉(zhuǎn)型為自由貿(mào)易港區(qū)的可行性,結(jié)合六個(gè)有利于的必要性與六個(gè)港區(qū)優(yōu)勢(shì)條件分析,同時(shí)著重介紹東疆保稅港區(qū)的建設(shè)背景與港區(qū)概況;進(jìn)而提出發(fā)展自由貿(mào)易港區(qū)的五大建議舉措和實(shí)施步驟。
[Abstract]:In order to adapt to the numerous changes in the situation, such as opening to the outside world and increasing economic and trade exchanges and international economic cooperation, and to steadily promote the steady, healthy and sustainable development of foreign trade, China refers to the International Free Trade area. The successful experience of free ports and other established bonded port area, with the characteristics of "customs territory". Since the establishment of our bonded port area in 2005, there have been 14 bonded port areas in China. After years of construction and development, China's bonded port areas are promoting the level of opening up of the country, promoting international trade, and introducing foreign capital and advanced technology. Promote the port industry and the development of the city economy and other levels have played a huge role. This thesis is based on the background of the construction and function development of Tianjin Port's East bonded Port area. It is combined with the present situation and problems of the development of Tianjin Port's East Xinjiang bonded Port area, which has strong epoch and practical significance. With economic globalization, regional economic integration and the adjustment of the national economic development strategy, Tianjin Binhai New area, as the forefront of the reform, is the Dongjiang bonded port area and the comprehensive supporting reform experimental area. How to become the new growth point of the open economy and the best docking point of the international operation rules, and how to establish the free trade port area with the characteristics of the pilot region of comprehensive supporting reform are the problems that we urgently need to study and solve. At present, it has important research value. Therefore, it is necessary to study it as a hot issue. Bonded port area is an important part of the construction of free trade port area in Tianjin. The emphasis of this paper is to compare the differences between bonded port area and free trade port area on the basis of discussing free trade port area. Based on the analysis of the basic conditions for the construction of the free trade port into a free trade port area in stages, and the characteristics of the free trade port area and the pilot area of comprehensive supporting reform, the paper points out that the development of the free trade port area in the east Xinjiang needs the policy and supervision system. Economic management system and function to carry out comprehensive reform of the strategic choice. This article adopts a kind of logic step by step thorough discussion way. The basic context of this paper is as follows: firstly, the concept and function of bonded port and free trade port are introduced, and the similarities and differences between bonded port and free trade port are compared and analyzed. Rotterdam is an example to introduce the development of major international free trade ports, and learn from the advanced experience of successful free trade ports. Thirdly, the feasibility of transforming Tianjin Dongjiang bonded port into a free trade port is analyzed. Based on the analysis of the necessity of the six favorable conditions and the advantages of the six port areas, the paper emphatically introduces the construction background and the general situation of the port area in Dongjiang bonded port area, and then puts forward five suggestions and implementing steps for the development of the free trade port area.
