【摘要】：一直以來,游艇產(chǎn)業(yè)被稱為“漂浮在黃金水道上的巨大商機(jī)”,它具有產(chǎn)業(yè)鏈長,技術(shù)密集型和勞動(dòng)密集型相結(jié)合,對(duì)相關(guān)產(chǎn)業(yè)的帶動(dòng)能力大等特點(diǎn),各地政府都把發(fā)展游艇產(chǎn)業(yè)作為調(diào)整經(jīng)濟(jì)結(jié)構(gòu),鼓勵(lì)和促使產(chǎn)業(yè)結(jié)構(gòu)升級(jí)轉(zhuǎn)型的重要方向。站在政府和管理者的角度,深入研究我省游艇產(chǎn)業(yè)特性和管理需求,總結(jié)產(chǎn)業(yè)管理及安全管理經(jīng)驗(yàn),在借鑒發(fā)達(dá)國家做法的基礎(chǔ)上,進(jìn)一步調(diào)整對(duì)游艇的安全管理思路和做法,探索出一條適合浙江特點(diǎn)的游艇業(yè)發(fā)展之路,對(duì)全省乃至全國游艇業(yè)的健康發(fā)展都具有很好的指導(dǎo)意義。 本文從游艇產(chǎn)業(yè)鏈的各個(gè)構(gòu)成環(huán)節(jié)入手,通過對(duì)國內(nèi)外游艇產(chǎn)業(yè)發(fā)展現(xiàn)狀與浙江省游艇產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行了比較分析得出浙江省游艇產(chǎn)業(yè)的重要性和必要性,根據(jù)沿海七省游艇業(yè)的競爭力比較分析引出浙江省發(fā)展游艇產(chǎn)業(yè)政府在管理和服務(wù)存在短板。隨后對(duì)面臨的問題進(jìn)行分析提出要解決好這些問題,促進(jìn)整個(gè)產(chǎn)業(yè)的健康有序發(fā)展,政府在管理和服務(wù)所應(yīng)提供的具體內(nèi)容以及目前政府存在哪些管理上的不到位和服務(wù)上的缺失,最后針對(duì)這些不到位和缺失提出了相應(yīng)的對(duì)策。 通過本文的研究,可以得出以下結(jié)論:浙江具備發(fā)展游艇經(jīng)濟(jì)所必須的基本條件,應(yīng)抓住機(jī)遇大力發(fā)展游艇業(yè)以促進(jìn)國民經(jīng)濟(jì)的發(fā)展和經(jīng)濟(jì)結(jié)構(gòu)的轉(zhuǎn)型;政府應(yīng)做好安全監(jiān)管和提高服務(wù)水平,以保障浙江游艇產(chǎn)業(yè)的健康發(fā)展。
[Abstract]:The yacht industry has long been known as "a huge business opportunity floating on a golden waterway." it has the characteristics of long industrial chain, combination of technology-intensive and labor-intensive, and large driving power to related industries. Local governments regard the development of yacht industry as an important direction to adjust the economic structure, encourage and promote the upgrading and transformation of industrial structure. From the point of view of government and manager, this paper deeply studies the characteristics and management demand of yacht industry in our province, summarizes the experience of industry management and safety management, and further adjusts the thinking and practice of yacht safety management on the basis of drawing lessons from the practices of developed countries. It is of great significance for the healthy development of the yacht industry in Zhejiang Province and even in the whole country to explore a suitable way for the development of the yacht industry in Zhejiang Province. In this paper, the importance and necessity of yacht industry in Zhejiang Province are analyzed by comparing the current situation of yacht industry development at home and abroad with that of Zhejiang yacht industry chain. According to the comparative analysis of the competitiveness of the yacht industry in the seven coastal provinces, this paper draws a conclusion that there are shortcomings in the management and service of the government in the development of yacht industry in Zhejiang Province. Subsequently, through the analysis of the problems faced, it was suggested that these problems should be solved well to promote the healthy and orderly development of the entire industry. The concrete contents that the government should provide in the management and service, and what management is not in place and the lack of the service in the government at present, finally put forward the corresponding countermeasure in the light of these imperfections and deficiencies. Through the study of this paper, we can draw the following conclusions: Zhejiang has the basic conditions necessary for the development of yacht economy, we should seize the opportunity to vigorously develop yacht industry in order to promote the development of the national economy and the transformation of economic structure; The government should do a good job of safety supervision and improve the service level in order to ensure the healthy development of Zhejiang yacht industry.
