【摘要】：為實(shí)現(xiàn)區(qū)域協(xié)調(diào)發(fā)展,國家開始實(shí)施西部大開發(fā)戰(zhàn)略,重慶作為長江中上游和西南地區(qū)的經(jīng)濟(jì)重鎮(zhèn),重慶港是重慶市經(jīng)濟(jì)社會發(fā)展的重要戰(zhàn)略資源,在改善發(fā)展環(huán)境、優(yōu)化經(jīng)濟(jì)布局、承接產(chǎn)業(yè)轉(zhuǎn)移、加強(qiáng)與國際國內(nèi)市場聯(lián)系等方面發(fā)揮了重要作用。通過“十五”和“十一五”十年的發(fā)展,水路運(yùn)輸緊張狀況得到總體緩解。“十二五”以及未來十年是重慶市全面建成小康社會的關(guān)鍵時期,也是充分發(fā)揮國家針對重慶系列政策、深化改革開放、加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的攻堅(jiān)時期。面臨著新形勢、新要求重慶港水運(yùn)經(jīng)營主體結(jié)構(gòu)又突顯了新問題和新矛盾,應(yīng)適時調(diào)整水運(yùn)經(jīng)營主體結(jié)構(gòu)戰(zhàn)略部署,引導(dǎo)市場健康、有序的持續(xù)發(fā)展。本文旨在通過對重慶水運(yùn)經(jīng)營主體進(jìn)行調(diào)研分析,調(diào)查我國沿海和國外發(fā)達(dá)國家水運(yùn)經(jīng)營主體結(jié)構(gòu)分析,針對重慶水運(yùn)經(jīng)營主體存在的問題和矛盾,提出合理的調(diào)整方案。 本研究的主要結(jié)論為： ①針對重慶港口企業(yè)普遍存在的物流水平落后、經(jīng)營苦難和融資模式單一的問題,提出完善港口綜合運(yùn)輸體系建設(shè)、改革港口建設(shè)的政府投資模式、鼓勵和引導(dǎo)民間資本投資和經(jīng)營港口碼頭、加強(qiáng)港口企業(yè)的供應(yīng)鏈管理、規(guī)范港口經(jīng)營秩序和整合港口資源、合理控制港口的建設(shè)進(jìn)度和規(guī)模等調(diào)整方案可引導(dǎo)港口企業(yè)良性發(fā)展。②針對重慶航運(yùn)企業(yè)經(jīng)營單一、信息不暢和船舶動力結(jié)構(gòu)不合理等問題,提出的航運(yùn)企業(yè)經(jīng)營主體調(diào)整方案,可以引導(dǎo)航運(yùn)企業(yè)向集約化方向發(fā)展,實(shí)施市場多元化戰(zhàn)略,推進(jìn)航運(yùn)企業(yè)信息化,優(yōu)化運(yùn)輸船舶運(yùn)力結(jié)構(gòu)。③提出的維持高附加值運(yùn)輸企業(yè)及船舶準(zhǔn)入門檻、提高干散貨運(yùn)輸企業(yè)及船舶準(zhǔn)入門檻和建立市場預(yù)警機(jī)制的調(diào)整方案,可有效的引導(dǎo)市場良性競爭。④鑒于重慶水運(yùn)市場運(yùn)力處于過剩狀態(tài),市場競爭激烈,提出的總運(yùn)力調(diào)整、運(yùn)力結(jié)構(gòu)調(diào)整和提升標(biāo)準(zhǔn)化率措施,有利于市場的健康發(fā)展。⑤提出了駁船船隊(duì)運(yùn)輸、干支直達(dá)和江海直達(dá)運(yùn)輸、水陸甩掛運(yùn)輸、“水轉(zhuǎn)水”運(yùn)輸和無水港等新型運(yùn)輸方式。
[Abstract]:In order to realize the coordinated development of the region, the state has begun to implement the strategy of developing the western region. Chongqing, as an important economic town in the upper and middle reaches of the Yangtze River and the southwest of the Yangtze River, is an important strategic resource for Chongqing's economic and social development and is improving its development environment. Optimize the economic layout, undertake industrial transfer, and strengthen the international and domestic market links have played an important role. Through the development of the tenth five-year plan and the eleventh five-year plan, the tense situation of waterway transportation has been alleviated on the whole. The 12th Five-Year Plan and the next ten years are the key periods for Chongqing to build a well-off society in an all-round way. It is also a critical period for the state to give full play to the series of policies of Chongqing, deepen the reform and opening up, and speed up the transformation of economic development mode. Facing the new situation, the new requirement of the main body structure of Chongqing port waterway operation highlights the new problems and new contradictions. It is necessary to adjust the strategic arrangement of the main body structure of the waterway transport operation in time to guide the healthy and orderly sustainable development of the market. The purpose of this paper is to investigate and analyze the structure of the main body of water transport management in Chongqing coastal and developed countries through investigation and analysis, and to put forward a reasonable adjustment scheme in view of the problems and contradictions existing in the main body of water transport management in Chongqing. The main conclusions of this study are as follows: 1. Aiming at the problems of backward logistics level, poor management and single financing mode in Chongqing port enterprises, this paper proposes to perfect the construction of comprehensive port transportation system and to reform the government investment mode of port construction. To encourage and guide private capital to invest in and operate port terminals, to strengthen the supply chain management of port enterprises, to standardize the order of port operations and to integrate port resources, Reasonable control of the progress and scale of port construction and other adjustment schemes can lead port enterprises to develop benign .2 in view of the problems of single operation of Chongqing shipping enterprises, poor information and unreasonable dynamic structure of ships, etc. The adjustment scheme proposed by shipping enterprises can guide shipping enterprises to develop in the direction of intensification, implement the strategy of market diversification, and promote the informatization of shipping enterprises. The adjustment scheme proposed by optimizing the shipping capacity structure .3 to maintain the entry threshold of high value-added transport enterprises and ships, to raise the entry threshold of dry bulk cargo transport enterprises and ships and to establish a market early warning mechanism, 4. In view of the excess capacity of Chongqing waterway market and the fierce market competition, the measures of total capacity adjustment, capacity structure adjustment and standardization rate can be put forward. In favor of the healthy development of the market, some new modes of transportation, such as barge fleet transportation, dry branch direct transportation, river and sea direct transportation, land and water transportation, water to water transport and waterless port, are put forward.
