基于GIS民航中小機(jī)場應(yīng)急救援研究

【摘要】:近年來,隨著我國經(jīng)濟(jì)的快速發(fā)展,我國的民航事業(yè)也進(jìn)入了一個(gè)嶄新的階段,2006年時(shí)我國民航的旅客吞吐量已經(jīng)是世界前五位,世界排名前十的航空公司我國占兩席。比較繁忙航空港和航線的密度已經(jīng)基本達(dá)到飽和。 伴隨著飛機(jī)數(shù)量和航線的猛增,作為航運(yùn)承載樞紐的機(jī)場,其運(yùn)行壓力也隨之增大。突出的表現(xiàn)就是機(jī)場突發(fā)事件頻發(fā)。僅僅在已過去的2014年上半年,可統(tǒng)計(jì)的民航不安全事件就有11起,這也創(chuàng)了歷史新高。民航局圍繞著《國家突發(fā)公共事件總體應(yīng)急預(yù)案》為綱領(lǐng),陸續(xù)出臺(tái)了一系列對機(jī)場應(yīng)急救援有指導(dǎo)意義的文件,民航局2009年頒布第208號(hào)民航局令《民用運(yùn)輸機(jī)場突發(fā)事件應(yīng)急救援管理規(guī)則》該文件作為民用運(yùn)輸機(jī)場突發(fā)事件應(yīng)急救援行動(dòng)的指導(dǎo)性文件。然而,我國在民用機(jī)場應(yīng)急救援方面的建設(shè)還遠(yuǎn)遠(yuǎn)不夠,與國外先進(jìn)水平還有很大差距,各方面還存在很多不完善。在應(yīng)對突發(fā)事件方面大型機(jī)場相對妥善。民航中小機(jī)場在處理突發(fā)事件方面存在許多問題。 首先,本文通過對過去十年民用機(jī)場不安全事件進(jìn)行統(tǒng)計(jì);我國的民航業(yè)雖然發(fā)展迅速在發(fā)展,但是隨之而來的不安全事故也愈發(fā)頻繁;研究誘發(fā)不安全事件的因素;得出事故癥候的萬時(shí)率和萬次率所呈現(xiàn)的規(guī)律性,有針對性的提出預(yù)防措施。 其次,本文簡要介紹了民航機(jī)場應(yīng)急救援體系,相關(guān)政策法規(guī),應(yīng)急救援預(yù)案編寫,應(yīng)急救援組織結(jié)構(gòu)等。闡述了對應(yīng)急救援過程的動(dòng)態(tài)評估的研究意義,分析了與應(yīng)急救援相關(guān)的各個(gè)因素。構(gòu)建了應(yīng)急救援過程的評價(jià)指標(biāo)體系,將定性評價(jià)轉(zhuǎn)化為定量評價(jià)。文章選取模糊綜合評價(jià)法為基礎(chǔ),構(gòu)建數(shù)學(xué)模型。對機(jī)場的應(yīng)急救援過程做定量評價(jià),從評價(jià)結(jié)果,可以清晰的發(fā)現(xiàn)機(jī)場方在應(yīng)急救援過程中的短板,提出改進(jìn)意見。 在上述理論的基礎(chǔ)上,本文對機(jī)場應(yīng)急救援系統(tǒng)做了系統(tǒng)可行性需求分析,系統(tǒng)功能需求分析。根據(jù)所做的需求分析劃分了機(jī)場應(yīng)急救援系統(tǒng)的功能模塊。對系統(tǒng)后臺(tái)數(shù)據(jù)庫做了設(shè)計(jì)。以SuperMap Objects為開發(fā)平臺(tái),運(yùn)用Oracle構(gòu)建了數(shù)據(jù)庫。完成了該系統(tǒng)的設(shè)計(jì)與開發(fā),并分析了系統(tǒng)的優(yōu)勢與不足。
[Abstract]:In recent years, with the rapid development of China's economy, China's civil aviation industry has entered a new stage. In 2006, the passenger throughput of China's civil aviation industry was already the top five in the world, and the top 10 airlines in the world occupied two seats. The density of busy airports and routes has basically reached saturation. With the rapid increase of the number of aircraft and routes, the airport, as a shipping hub, its operation pressure also increased. The outstanding performance is the frequent occurrence of airport emergencies. In the first half of 2014 alone, 11 incidents of civil aviation insecurity were recorded, a record high. The Civil Aviation Administration (CAA) has issued a series of documents that have guiding significance for airport emergency rescue around the "General Emergency Preparedness Plan for National Emergency Public events" as its program. The Civil Aviation Administration promulgated the Civil Aviation Administration order No. 208 in 2009. The document is used as the guidance document of the civil transportation airport emergency rescue action. However, the construction of civil airport emergency rescue in China is far from enough, there is still a big gap with the advanced level of foreign countries, and there are still many imperfections in all aspects. Large airports are relatively well equipped to deal with emergencies. There are many problems in dealing with emergencies in civil aviation small and medium airports. First of all, through the statistics of civil airport insecurity in the past ten years, although the civil aviation industry in our country is developing rapidly, the following unsafe accidents are becoming more and more frequent, and the factors that induce unsafe events are studied. The regularity of the ten-hour and ten-thousand times rate of the accident symptom is obtained, and the preventive measures are put forward. Secondly, this paper briefly introduces the civil aviation airport emergency rescue system, relevant policies and regulations, emergency rescue plan preparation, emergency rescue organization structure and so on. The research significance of dynamic evaluation of emergency rescue process is expounded, and the factors related to emergency rescue are analyzed. The evaluation index system of emergency rescue process is constructed, and the qualitative evaluation is transformed into quantitative evaluation. On the basis of fuzzy comprehensive evaluation method, the mathematical model is constructed in this paper. Quantitative evaluation of the airport emergency rescue process, from the evaluation results, can clearly find the airport side in the emergency rescue process of the short plate, and put forward some suggestions for improvement. On the basis of the above theory, the system feasibility needs analysis and system function requirement analysis of airport emergency rescue system are done in this paper. According to the requirement analysis, the function module of the airport emergency rescue system is divided. The background database of the system is designed. Taking SuperMap Objects as the development platform, the database is constructed by using Oracle. The design and development of the system are completed, and the advantages and disadvantages of the system are analyzed.
