【摘要】：近年來,由于自然災(zāi)害、生產(chǎn)安全事故、群體事件等頻繁發(fā)生,人民生命財產(chǎn)遭受巨大損失,也使我省道路運輸業(yè)健康發(fā)展受到嚴重影響。道路運輸作為綜合運輸體系的重要組成部分以及在我省占主導(dǎo)地位的運輸方式,受突發(fā)事件影響程度和波及范圍越來越大。道路運輸應(yīng)急管理平臺是我省應(yīng)急體系的重要組成部分,同時道路運輸覆蓋范圍廣、通達程度深、時效性強、機動靈活等特點決定了在處理自然災(zāi)害、事故災(zāi)難、社會公共事件、重點物資運輸?shù)韧话l(fā)事件中發(fā)揮著基礎(chǔ)性和不可替代的重要作用,做好道路運輸應(yīng)急管理平臺是道路運輸行業(yè)管理工作的重中之重。近幾年我省道路運輸行業(yè)積極參與了2008年抗擊雨雪冰凍災(zāi)害、“5.12”抗震救災(zāi)、甘南藏區(qū)維穩(wěn)、奧運保障、雨雪冰凍自然災(zāi)害、玉樹地震、舟曲特大泥石流等重大應(yīng)急保障工作。結(jié)合甘肅省道路運輸應(yīng)急管應(yīng)急管理平臺現(xiàn)狀,我省道路運輸管理機構(gòu)在道路運輸應(yīng)急應(yīng)急管理平臺方面進行了許多有益的探索和嘗試,同時也積累了寶貴的實戰(zhàn)經(jīng)驗。在歷次突發(fā)事件道路運輸應(yīng)急保障實踐過程中,道路運輸行業(yè)應(yīng)急管理平臺面對突發(fā)公共事件應(yīng)急處置能力得到了不斷提高,但是也暴露出了一系列亟待解決的問題,如存在數(shù)據(jù)采集與互通、信息接報與發(fā)布、基礎(chǔ)支撐與保障隊伍建設(shè)、補償與災(zāi)后處置等方面還不夠完善。 優(yōu)化道路運輸應(yīng)急管理平臺,適應(yīng)市場化要求,找準病因,拿出優(yōu)化方案設(shè)計及實施對策,這對于我省道路運輸應(yīng)急管理工作有著深遠的歷史意義和重要的現(xiàn)實意義。圍繞道路運輸應(yīng)急管理研究,分析我省道路運輸應(yīng)急管理平臺體系及其功能。根據(jù)我省道路運輸應(yīng)急管理平臺現(xiàn)狀,從道路運輸應(yīng)急保障的復(fù)雜程度和保障難度實際出發(fā),提出道路運輸行業(yè)應(yīng)急管理平臺的思路、原則與目標及管理平臺架構(gòu)。針對在現(xiàn)實我省道路運輸應(yīng)急管理平臺工作中出現(xiàn)的急需解決的幾個關(guān)鍵問題,進行歸納與整合,提出合理化措施和建議,進一步優(yōu)化我省道路運輸應(yīng)急管理平臺,增強實踐操作性,將突發(fā)事件所造成的損失降至最低,提高道路運輸行業(yè)應(yīng)對突發(fā)事件的能力。
[Abstract]:In recent years, due to natural disasters, production safety accidents, group events and other frequent occurrence, people's lives and property suffered huge losses, but also caused a serious impact on the healthy development of the road transport industry in our province. As an important part of the integrated transportation system and the dominant mode of transportation in our province, road transportation is more and more affected by sudden events. The road transportation emergency management platform is an important part of the emergency system in our province. At the same time, the characteristics of road transportation, such as wide coverage, deep access, strong timeliness, flexibility and so on, determine the characteristics of dealing with natural disasters and accidents. Social public events, key material transportation and other emergencies play a fundamental and irreplaceable important role, road transport emergency management platform is the most important task of road transport industry management. In recent years, the road transportation industry in our province has actively participated in the fight against snow and rain freezing disasters in 2008, "5.12" earthquake relief, Gannan Tibetan region to maintain stability, Olympic security, rain and snow frozen natural disasters, Yushu earthquake, Zhouqu large debris flow and other major emergency support work. Combined with the present situation of emergency management platform of road transportation emergency management in Gansu Province, the road transportation management organization of our province has carried on many beneficial explorations and attempts in the aspect of road transportation emergency management platform, at the same time has accumulated valuable actual combat experience. In the practice of road transportation emergency support in the past emergencies, the emergency management platform of road transport industry has been continuously improving its ability to deal with emergencies in the face of public emergencies, but it has also exposed a series of problems that need to be solved urgently. Such as data collection and communication, information receiving and issuing, basic support and support team construction, compensation and post-disaster disposal are not perfect. Optimizing the road transportation emergency management platform, adapting to the market demand, finding out the cause of the disease, and putting out the optimized scheme design and the implementation countermeasure, this has the profound historical significance and the important realistic significance for our province road transportation emergency management work. Based on the research of road transportation emergency management, this paper analyzes the system and function of road transportation emergency management platform in our province. According to the present situation of road transportation emergency management platform in our province, this paper puts forward the train of thought, principles and objectives of the emergency management platform of road transportation industry and the structure of the management platform from the point of view of the complexity and difficulty of road transportation emergency support. In view of several key problems that need to be solved urgently in the work of road transportation emergency management platform in our province, this paper sums up and integrates, puts forward reasonable measures and suggestions, and further optimizes the emergency management platform of road transportation in our province. Enhance the practical operation, reduce the losses caused by emergencies to the minimum, and improve the ability of road transportation industry to deal with emergencies.
