【摘要】：隨著市場環(huán)境的變化和外部競爭的加劇,企業(yè)對自身資金管理水平的要求不斷提高。司庫管理是當(dāng)前跨國集團公司普遍采用的資金集中管理模式,實現(xiàn)了集團金融資源的合理配置和有效管控,對于我國大型企業(yè)集團的發(fā)展具有重要的借鑒意義。鐵路企業(yè)成員單位分布地域廣且數(shù)量眾多,在快速發(fā)展的同時,現(xiàn)有的資金結(jié)算中心的資金管理模式的局限性也越發(fā)體現(xiàn)出來。本文通過實地調(diào)研了解鐵路企業(yè)資金管理現(xiàn)狀及特點,對現(xiàn)有的資金管理模式存在的問題進行分析,通過對比分析得出了鐵路企業(yè)引入司庫式資金管理體系的必要性。本文以A鐵路企業(yè)為例,從A鐵路企業(yè)的發(fā)展戰(zhàn)略出發(fā),對A鐵路企業(yè)現(xiàn)行的資金管理架構(gòu)進行了改造,優(yōu)化了業(yè)務(wù)流程、設(shè)計了管理制度,并將其嵌入了對應(yīng)的信息系統(tǒng),最終建立了A鐵路企業(yè)的司庫式資金管理體系。本文的結(jié)論及貢獻(xiàn)體現(xiàn)在:(1)提煉了國內(nèi)外大型集團公司司庫管理體系的建設(shè)經(jīng)驗;(2)從戰(zhàn)略目的、組織架構(gòu)、管理架構(gòu)、信息系統(tǒng)四個方面,提出了鐵路企業(yè)司庫式資金管理體系的構(gòu)建路徑和內(nèi)容;(3)從管理效益和經(jīng)濟效益兩個方面,分析了鐵路企業(yè)引入司庫式資金管理體系的先進性和優(yōu)越性。
[Abstract]:With the change of the market environment and the intensification of the external competition, the demand for the management level of their own funds has been improved continuously. The management of the treasurer is a centralized management mode adopted by the current multinational corporations, which has realized the rational allocation and effective control of the financial resources of the group, and is important to the development of the large enterprise groups in our country. The member units of the railway enterprises are widely distributed and have a large number of regions. At the same time, the limitation of the fund management mode of the existing capital clearing center is also more and more embodied. This article through the field investigation and research to understand the current situation and characteristics of the fund management of Railway enterprises, and points out the existing problems of the existing capital management mode. By comparing and analyzing the necessity of introducing the fund management system of the railway enterprise, this paper, taking the A railway enterprise as an example, reformed the current capital management structure of the A railway enterprise from the development strategy of the A railway enterprise, optimized the business process, designed the management system, and embedded it in the corresponding information system. Finally, the fund management system of the A railway enterprise is established. The conclusion and contribution of this article are embodied in: (1) refining the construction experience of the management system of the large group company's treasurer at home and abroad; (2) the construction path of the fund management system of the railway enterprise is put forward from the four aspects of the strategic purpose, the organization structure, the management framework and the information system. And content; (3) from the two aspects of management benefit and economic benefit, this paper analyzes the advanced nature and superiority of the railway enterprise's introduction of treasurer funds management system.
