我國(guó)港口低碳綠色發(fā)展研究

【摘要】:2009年11月,溫家寶總理在國(guó)務(wù)院常務(wù)會(huì)議中提出到2020年,我國(guó)單位GDP的碳排放比2005年下降40%-45%,并明確指出要加快建設(shè)以低碳為特征的綠色交通運(yùn)輸體系。港口是交通運(yùn)輸體系的重要組成部分,同時(shí)也是碳排放大戶(hù),但是目前關(guān)于港口綠色發(fā)展的研究卻忽視了碳排放的影響,行業(yè)內(nèi)尚無(wú)一套完整的低碳綠色評(píng)價(jià)指標(biāo)體系,如何全面、客觀、科學(xué)的評(píng)價(jià)各個(gè)港口低碳綠色發(fā)展水平,是一個(gè)迫切需要解決的問(wèn)題。 本文首先總結(jié)國(guó)內(nèi)外港口低碳綠色發(fā)展現(xiàn)狀,在此基礎(chǔ)上對(duì)制約我國(guó)港口低碳綠色發(fā)展的因素進(jìn)行分析。深刻闡述港口發(fā)展與生態(tài)環(huán)境的相互影響,以此為鋪墊,總結(jié)二者之間的共生關(guān)系。之后運(yùn)用綠色經(jīng)濟(jì)學(xué)理論,深刻分析港口低碳綠色發(fā)展的內(nèi)在機(jī)理,為我國(guó)港口低碳綠色發(fā)展評(píng)價(jià)指標(biāo)體系的構(gòu)建提供理論依據(jù)。 綜合以上分析,依據(jù)我國(guó)政府低碳綠色發(fā)展的指導(dǎo)思想,遵循科學(xué)性、針對(duì)性、可行性的原則,本文將低碳理念融入到港口綠色發(fā)展中,構(gòu)建了我國(guó)港口低碳綠色發(fā)展評(píng)價(jià)指標(biāo)體系,其次綜合運(yùn)用網(wǎng)絡(luò)層次分析法和模糊綜合評(píng)價(jià)法,對(duì)港口低碳綠色發(fā)展評(píng)價(jià)指標(biāo)體系進(jìn)行評(píng)價(jià)。最后以大連港為例,進(jìn)行實(shí)證研究,論證了這套指標(biāo)體系和評(píng)價(jià)方法是科學(xué)合理,簡(jiǎn)單易行的,為上級(jí)主管單位和港口自身評(píng)價(jià)其低碳綠色發(fā)展水平提供了詳細(xì)的參考依據(jù)。通過(guò)實(shí)證分析找到我國(guó)港口低碳綠色發(fā)展的瓶頸,并且針對(duì)瓶頸提出適合我國(guó)國(guó)情的港口低碳綠色發(fā)展對(duì)策。
[Abstract]:In November 2009, Premier Wen Jiabao put forward in the executive meeting of the State Council that by 2020, the carbon emission per unit of GDP in China will be 40% -45% lower than that in 2005, and pointed out clearly that it is necessary to accelerate the construction of a green transportation system characterized by low carbon. Port is an important part of transportation system, but also a large carbon emission, but the current research on the green development of ports has ignored the impact of carbon emissions, the industry has not yet a complete low carbon green evaluation index system. How to comprehensively, objectively and scientifically evaluate the low carbon green development level of each port is an urgent problem to be solved. This paper firstly summarizes the present situation of low carbon green development in ports at home and abroad, and then analyzes the factors restricting the development of low carbon green ports in China. This paper expounds the interaction between port development and ecological environment, and sums up the symbiotic relationship between them. Then, by using the green economics theory, this paper deeply analyzes the inherent mechanism of the low carbon green development of the port, and provides the theoretical basis for the construction of the evaluation index system of the port low carbon green development in our country. Synthesizing the above analysis, according to the guiding ideology of our government's low-carbon green development, following the principles of science, pertinence and feasibility, this paper integrates the low-carbon concept into the port green development. The evaluation index system of low carbon green development of port in our country is constructed. Secondly, the evaluation index system of low carbon green development of port is evaluated by using network analytic hierarchy process and fuzzy comprehensive evaluation method. Finally, taking Dalian Port as an example, this paper demonstrates that the index system and evaluation method are scientific, reasonable, simple and easy to carry out, which provides a detailed reference basis for the higher authorities and the port itself to evaluate their low carbon green development level. Through empirical analysis, the bottleneck of low-carbon green development of ports in China is found, and the countermeasures for low-carbon green development of ports suitable for China's national conditions are put forward.
