【摘要】:我國航空運輸發(fā)展迅速,機隊規(guī)模不斷壯大,運輸網(wǎng)絡(luò)不斷擴大,而國內(nèi)外的資源有限,在競爭日趨激烈的環(huán)境下,如何充分整合現(xiàn)有資源,保證飛機運行安全與正常,打造自身核心競爭力,是擺在航空公司面前首要的任務(wù)。 中國民航賦予飛行簽派員和機長共同的航班簽派放行決策權(quán)。飛行簽派中心也是航空公司日常運行的管理和控制中心,是運行信息的集散樞紐。因此,如何有效的整合和處理現(xiàn)有的資源,對于飛行簽派放行決策顯得尤為重要。 本文首先對于現(xiàn)行的飛行簽派放行系統(tǒng)進行了分析,并指出現(xiàn)行的簽派放行程序、飛行簽派員的資格評審、以及班組管理等方面存在的不足之處。根據(jù)行業(yè)要求和組織賦予職能建立了新簽派放行的流程,并建立了層次構(gòu)架,即從“機場信息、航線信息、飛機信息和機組信息”四個方面入手,建立了相應(yīng)的子指標體系,將機場信息分為起飛機場信息、目的地機場信息和備降機場的信息;將航線信息分為航線最低安全高度、航線天氣和航線航行通告信息;將飛機信息分為飛機故障情況和機齡信息;將機組信息分為機長信息、副駕駛信息和機組搭配信息,并對子體系進行了逐級細化。 依托飛行簽派放行決策模型,采用層次分析及模糊決策支持理論,借助數(shù)值分析軟件計算出指標權(quán)重及隸屬度,以實際航班運行案例檢驗?zāi)P?最終完成航班的放行決策風(fēng)險評估,確定出航班放行決策的風(fēng)險值。通過風(fēng)險值的呈現(xiàn),達到輔助了飛行簽派員決策的目的,同時還建立了飛行簽派員資格的等級制度,并將簽派員的資格等級與該航班的安全系數(shù)相關(guān)聯(lián),從而更好地保障飛行安全。 近年來民用航空業(yè)呈現(xiàn)高速發(fā)展的態(tài)勢,同時也暴露出安全管理和系統(tǒng)建設(shè)方面存在的不足,要解決這些問題,必須提高安全管理認識,必須將工作重點從傳統(tǒng)的經(jīng)驗或者程序管理轉(zhuǎn)向系統(tǒng)管理。本文將現(xiàn)行的步驟化的簽派放行模式改為模塊化的方式,將飛行簽派放行作為一個系統(tǒng)來考慮,將現(xiàn)行的簽派放行定性化的決策評估結(jié)果改為定量化的簽派放行評估結(jié)果,這是本文的創(chuàng)新點之一。依據(jù)定量化的放行評估結(jié)果,就可將不同風(fēng)險等級的航班交給相應(yīng)資質(zhì)的飛行簽派員來放行或者監(jiān)控。該項成果可以為飛行簽派系統(tǒng)建設(shè)提供理論支持,為飛行簽派放行軟件的開發(fā)提供模型參考。
[Abstract]:With the rapid development of air transportation in China, the scale of aircraft fleet is expanding, the transportation network is expanding, and the resources at home and abroad are limited, how to fully integrate existing resources and ensure the safe and normal operation of aircraft in the increasingly competitive environment, Build oneself core competition ability, is put in front of the first task of airline company. CAAC gives the flight dispatcher and the captain the joint flight signing and release decision power. The flight dispatch center is also the management and control center of the airline's daily operation, and it is the hub of distribution of operation information. Therefore, how to effectively integrate and deal with the existing resources, is particularly important for the flight dispatch release decision. This paper first analyzes the current flight sign-off and release system, and points out the shortcomings of the current signing and releasing procedure, the qualification evaluation of the flight dispatcher, and the team management and so on. According to the requirements of the industry and the functions given by the organization, the process of newly signed release has been established, and the hierarchical framework has been established, that is, starting from four aspects, namely, "airport information, airline information, aircraft information and crew information", the corresponding sub-index system has been established. The airport information is divided into take-off airport information, destination airport information and standby airport information, and route information is divided into route minimum safe altitude, route weather and route navigation information. The information of the aircraft is divided into fault and age information of the aircraft, and the information of the crew is divided into the information of the captain, the information of the co-pilot and the information of the combination of the crew, and the sub-system is refined step by step. Based on the decision model of flight dispatch and release, using the theory of hierarchical analysis and fuzzy decision support, the index weight and membership degree are calculated with the help of numerical analysis software, and the model of actual flight operation case is tested. Finally, the risk assessment of flight release decision is completed, and the risk value of flight release decision is determined. Through the presentation of the risk value, the purpose of the decision of flight dispatcher is reached. At the same time, the rank system of flight dispatcher qualification is established, and the qualification level of the signer is associated with the safety factor of the flight. In order to better ensure flight safety. In recent years, the civil aviation industry has shown a rapid development trend, but also exposed the shortcomings of safety management and system construction. In order to solve these problems, we must improve the understanding of safety management. The emphasis must be shifted from traditional experience or program management to system management. In this paper, we change the existing signing release mode into modularization mode, consider the flight sign-off release as a system, and change the present decision evaluation results of signature release qualitative into the quantitative sign release evaluation results. This is one of the innovations of this paper. According to the results of quantitative release evaluation, the flight with different risk levels can be released or monitored by qualified flight dispatchers. The results can provide theoretical support for the construction of flight sign-off system and model reference for the development of flight sign-off release software.
