【摘要】：當(dāng)前我國港口正面臨著轉(zhuǎn)型的關(guān)鍵時(shí)期,這一時(shí)期,國內(nèi)各大港口紛紛提出建設(shè)生態(tài)港口的理念。遼寧省港口群的建設(shè)也需要朝著低碳綠色的方向發(fā)展下去,這不僅是為了提升整個(gè)遼寧地區(qū)的經(jīng)濟(jì)發(fā)展和港口競爭力,更是可持續(xù)發(fā)展的必然要求。生態(tài)理念已經(jīng)深入到我國港口建設(shè)的方方面面,要充分利用港口的資源,提高資源使用率,減少港口發(fā)展對(duì)地區(qū)生態(tài)環(huán)境的負(fù)面影響,促進(jìn)港口與周邊生態(tài)環(huán)境和諧相處,將港口建設(shè)成為綠色低碳、環(huán)境優(yōu)美、達(dá)標(biāo)排放的生態(tài)港口,這是我國港口建設(shè)的方向和目標(biāo)。 本文首先從國內(nèi)外發(fā)展成熟的一些理論開始,為生態(tài)港口的建設(shè)提供理論基礎(chǔ)。介紹了生態(tài)港口的概念和定義,以及生態(tài)港口群的深刻內(nèi)涵,進(jìn)而著重從生態(tài)學(xué)原理、生態(tài)經(jīng)濟(jì)學(xué)原理、可持續(xù)發(fā)展原理三個(gè)方面介紹生態(tài)港口的理論基礎(chǔ),為生態(tài)港口的建設(shè)提供最強(qiáng)大的理論支撐。 其次,本文介紹了國內(nèi)外先進(jìn)港口、港口群在生態(tài)建設(shè)方面的努力,總結(jié)先進(jìn)港口的寶貴經(jīng)驗(yàn),為遼寧省的生態(tài)港口群建設(shè)提供寶貴的經(jīng)驗(yàn)。 最后,論文著重介紹了DPSIR評(píng)價(jià)體系,建立了一套完整的生態(tài)港口群評(píng)價(jià)體系,并且根據(jù)有關(guān)數(shù)據(jù),對(duì)遼寧省的港口群在生態(tài)建設(shè)方面的情況做出了評(píng)價(jià),得出了內(nèi)在波動(dòng)的特點(diǎn)。并且有針對(duì)性的根據(jù)評(píng)價(jià)體系提出相應(yīng)的建議。
[Abstract]:At present, the port of our country is facing the key period of transformation. During this period, the main ports of our country have put forward the idea of constructing ecological port one after another. The construction of port group in Liaoning Province also needs to develop in the direction of low carbon green, which is not only to promote the economic development and port competitiveness of the whole Liaoning region, but also the inevitable requirement of sustainable development. The ecological concept has penetrated into all aspects of port construction in our country. It is necessary to make full use of the port resources, improve the utilization rate of resources, reduce the negative impact of port development on the ecological environment of the region, and promote the harmonious coexistence between the port and the surrounding ecological environment. It is the direction and goal of port construction in our country to turn port into an ecological port with green low carbon, beautiful environment and standard discharge. This paper begins with some mature theories at home and abroad to provide a theoretical basis for the construction of ecological ports. This paper introduces the concept and definition of ecological port, as well as the profound connotation of ecological port group, and then introduces the theoretical basis of ecological port from three aspects: ecological principle, ecological economics principle and sustainable development principle. Provide the most powerful theoretical support for the construction of ecological port. Secondly, this paper introduces the domestic and foreign advanced ports and port groups in ecological construction efforts, summarizes the valuable experience of advanced ports, and provides valuable experience for the construction of ecological port groups in Liaoning Province. Finally, the paper introduces the DPSIR evaluation system, establishes a complete evaluation system of ecological port group, and evaluates the ecological construction of port group in Liaoning Province according to the relevant data. The characteristics of internal fluctuation are obtained. And has the pertinence according to the appraisal system to put forward the corresponding proposal.
