【摘要】：近年來我國鐵路建設(shè)項(xiàng)目開始引入PPP模式。PPP融資模式參與方較多,風(fēng)險因素復(fù)雜,對項(xiàng)目進(jìn)行風(fēng)險評價和風(fēng)險合理分擔(dān)就顯得尤為重要。結(jié)合我國鐵路建設(shè)背景,在概述鐵路PPP項(xiàng)目及其優(yōu)勢的基礎(chǔ)上,考慮項(xiàng)目建設(shè)實(shí)際和風(fēng)險表現(xiàn)形式,將鐵路PPP項(xiàng)目的風(fēng)險劃分為政策法律風(fēng)險、經(jīng)濟(jì)風(fēng)險、建設(shè)風(fēng)險、運(yùn)營風(fēng)險和環(huán)境風(fēng)險5種類型,并建立風(fēng)險指標(biāo)評價體系,利用層次分析法評價鐵路PPP項(xiàng)目的各級風(fēng)險因素指標(biāo)。最后以山東臨朐—沂水鐵路工程PPP項(xiàng)目為案例進(jìn)行分析,進(jìn)行風(fēng)險承擔(dān)主體劃分并提出風(fēng)險控制措施,為我國鐵路PPP項(xiàng)目風(fēng)險分擔(dān)與控制提供參考。
[Abstract]:In recent years, China's railway construction projects began to introduce the PPP mode. PPP financing model involved many parties, and the risk factors are complex. It is particularly important to evaluate the risk and share the risk reasonably to the project. Combined with the background of railway construction in China, on the basis of summarizing the railway PPP project and its advantages, considering the project construction practice and risk expression form, the risk of railway PPP project is divided into policy and law risk, economic risk and construction risk. There are five types of operational risk and environmental risk, and the evaluation system of risk index is established, and the risk factor index of railway PPP project is evaluated by AHP. Finally, taking the PPP project of Linqu-Yishui railway project in Shandong province as a case study, the main body of risk bearing is divided and the risk control measures are put forward, which provides a reference for the risk sharing and control of railway PPP project in our country.
