【摘要】：隨著市場經(jīng)濟(jì)的發(fā)展,被譽(yù)為“第三利潤源”的物流業(yè)正成為各企業(yè)、各地區(qū)乃至國家新的經(jīng)濟(jì)增長點(diǎn)。近年以來,隨著鐵路局市場主體地位的確立,企業(yè)內(nèi)部物流體系的整合和現(xiàn)代物流體系的建立也就成了路局增收節(jié)支,提高經(jīng)濟(jì)效益的重要途徑,也成為路局物資系統(tǒng)生存和發(fā)展不得不面對的現(xiàn)實(shí)問題。 本文以昆明鐵路局物資系統(tǒng)作為研究對象,對近年來路局物資系統(tǒng)的發(fā)展情況及現(xiàn)狀進(jìn)行了認(rèn)真充分的調(diào)研和分析,包括：體制與管理現(xiàn)況,物資采購與配送流程,物資采購量統(tǒng)計、庫存現(xiàn)況與信息化建設(shè)等內(nèi)容。通過對系統(tǒng)運(yùn)作現(xiàn)狀及大量數(shù)據(jù)的梳理分析鮮明地指出了當(dāng)前存在的問題,并在此基礎(chǔ)上,結(jié)合現(xiàn)代物流業(yè)發(fā)展的社會經(jīng)濟(jì)大背景,鐵路局作為企業(yè)法人經(jīng)營地位將進(jìn)一步得到落實(shí)和強(qiáng)化這一新形勢的變化,研究分析了路局物資系統(tǒng)構(gòu)建現(xiàn)代物流體系的必要性和緊迫性。為實(shí)現(xiàn)路局物流體系在采購、倉儲、配送過程中發(fā)揮集成和協(xié)同作用,保證鐵路運(yùn)輸生產(chǎn)安全持續(xù)進(jìn)行的同時降低運(yùn)輸成本,運(yùn)用現(xiàn)代物流理論,對昆明鐵路局物資系統(tǒng)構(gòu)建現(xiàn)代物流體系的內(nèi)外部環(huán)境和可行性進(jìn)行了分析,提出了“集中資源、統(tǒng)一管理、流程重組”的改革思路以及采購組織改進(jìn)優(yōu)化、采購流程重組、倉儲體系構(gòu)建和倉儲方式轉(zhuǎn)變以及配送系統(tǒng)改進(jìn)的具體改革措施。 同時,針對昆明鐵路局物資系統(tǒng)實(shí)際情況,提出了構(gòu)建現(xiàn)代物流體系需要重點(diǎn)解決的幾個問題以及對應(yīng)的措施和建議,對其他路局物資系統(tǒng)的改革和發(fā)展也有一定的借鑒和參考作用。
[Abstract]:With the development of the market economy, the logistics industry, known as the "third source of profit", is becoming a new economic growth point for various enterprises, regions and even countries. In recent years, with the establishment of the main position of the Railway Bureau, the integration of the internal logistics system and the establishment of the modern logistics system have also become the way to increase the expenditure and increase the economic efficiency. An important way of interests, has become a real problem facing the survival and development of railway material system.
Taking the material system of Kunming Railway Bureau as the research object, this paper makes a serious and thorough investigation and Analysis on the development and status of the material system in the Road Bureau in recent years, including the current situation of system and management, material purchase and distribution process, material purchase quantity statistics, inventory status and information construction, etc. through the current situation of the system operation And the analysis of a large number of data clearly points out the existing problems, and on this basis, combined with the social and economic background of the development of modern logistics industry, the Railway Bureau, as an enterprise legal person, will further carry out and strengthen the change of the new situation, and analyzes the construction of the modern logistics system in the material system of the Road Bureau. It is necessary and urgent. In order to realize the integration and synergy of the logistics system in the process of procurement, storage and distribution, the railway transportation production safety continues to be carried out and the transportation cost is reduced, and the modern logistics theory is used to construct the internal and external environment and feasibility of the current generation logistics system of the Kunming Railway Bureau material system. The reform thought of "centralized resources, unified management, process reengineering" was put forward, and the improvement and optimization of purchasing organization, the reorganization of purchasing process, the construction of storage system and the transformation of storage mode and the concrete reform measures of the improvement of distribution system were put forward.
At the same time, in view of the actual situation of the material system of Kunming Railway Bureau, some problems and corresponding measures and suggestions are put forward to solve the construction of modern logistics system, which can also be used for reference and reference for the reform and development of the material system of other railway bureaus.
