我國公路運(yùn)輸業(yè)低碳綠色發(fā)展研究

【摘要】:“十二五”時(shí)期是加快發(fā)展現(xiàn)代交通運(yùn)輸業(yè)的關(guān)鍵時(shí)期,我國交通運(yùn)輸?shù)吞季G色發(fā)展面臨著新形勢,交通運(yùn)輸行業(yè)是能源消耗大戶,公路運(yùn)輸業(yè)在現(xiàn)代交通綜合運(yùn)輸體系中穩(wěn)居基礎(chǔ)地位,隨著經(jīng)濟(jì)的增長和運(yùn)輸量的增加,公路運(yùn)輸業(yè)給環(huán)境、資源等帶來的壓力也不容忽視,如交通事故、溫室氣體排放、能源過耗、環(huán)境噪聲污染等,嚴(yán)重影響了社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展和我國人們的生活質(zhì)量,因此,發(fā)展低碳綠色的公路運(yùn)輸業(yè)是低碳綠色交通運(yùn)輸業(yè)的必經(jīng)之路。 為了研究上述問題,本文首先分析了我國公路運(yùn)輸業(yè)低碳綠色發(fā)展的情況,找出與其關(guān)系密切的指標(biāo),采用DPSIR模型建立公路運(yùn)輸業(yè)低碳綠色發(fā)展評(píng)價(jià)指標(biāo)體系,在此指標(biāo)體系的基礎(chǔ)上采用AHP-模糊綜合評(píng)價(jià)法以天津市公路運(yùn)輸業(yè)為背景進(jìn)行實(shí)證分析,進(jìn)而反映出我國公路運(yùn)輸業(yè)在低碳綠色經(jīng)濟(jì)理念下的發(fā)展?fàn)顩r,并提出相應(yīng)的對(duì)策。本文重點(diǎn)研究內(nèi)容如下: 首先,研究了公路運(yùn)輸業(yè)低碳綠色發(fā)展的內(nèi)在機(jī)理,從其發(fā)展現(xiàn)狀和內(nèi)外部環(huán)境入手,分析了目前我國公路運(yùn)輸業(yè)低碳綠色發(fā)展中存在的問題。 其次,將DPSIR模型與低碳綠色相關(guān)理論及公路運(yùn)輸業(yè)的發(fā)展綜合起來,建立公路運(yùn)輸業(yè)低碳綠色發(fā)展評(píng)價(jià)指標(biāo)體系,運(yùn)用AHP層次分析法確定評(píng)價(jià)指標(biāo)體系中各個(gè)指標(biāo)的權(quán)重。 再次,以天津市公路運(yùn)輸業(yè)為研究背景,選用層次分析法和模糊綜合評(píng)價(jià)法進(jìn)行評(píng)價(jià)。 最后,在實(shí)證基礎(chǔ)上對(duì)我國公路運(yùn)輸業(yè)的低碳綠色發(fā)展進(jìn)行了總結(jié),從宏觀、中觀、微觀層面分別為我國公路運(yùn)輸業(yè)在低碳綠色經(jīng)濟(jì)理念下的發(fā)展提出了相應(yīng)建議,并指出論文進(jìn)一步的研究方向。
[Abstract]:The 12th Five-Year Plan period is the key period for speeding up the development of modern transportation industry. The low-carbon green development of China's transportation industry is facing a new situation. The transportation industry is a major consumer of energy consumption.The road transportation industry occupies the basic position steadily in the modern transportation comprehensive transportation system. With the economic growth and the increase of the transportation volume, the pressure brought by the highway transportation industry to the environment and resources can not be ignored, such as traffic accidents, greenhouse gas emissions, etc.Excessive energy consumption and environmental noise pollution have seriously affected the sustainable development of social economy and the quality of life of people in China. Therefore, the development of low-carbon green road transportation is the only way to develop low-carbon green transportation.In order to study the above problems, this paper firstly analyzes the situation of low carbon green development of highway transportation industry in China, finds out the indexes closely related to it, and establishes the evaluation index system of low carbon green development of highway transportation industry by using DPSIR model.On the basis of this index system, the AHP- fuzzy comprehensive evaluation method is adopted to analyze the road transportation industry in Tianjin, which reflects the development situation of our country's highway transportation industry under the concept of low carbon green economy, and puts forward the corresponding countermeasures.The main contents of this paper are as follows:Firstly, the internal mechanism of low carbon green development of highway transportation industry is studied, and the problems existing in the low carbon green development of highway transportation industry in our country are analyzed from its present development status and internal and external environment.Secondly, the DPSIR model is integrated with the theory of low carbon green and the development of highway transportation industry. The evaluation index system of low carbon green development of highway transportation industry is established, and the weight of each index in the evaluation index system is determined by AHP analytic hierarchy process.Thirdly, taking Tianjin highway transportation industry as the research background, AHP and fuzzy comprehensive evaluation method are used to evaluate.Finally, on the basis of empirical analysis, the paper summarizes the low-carbon green development of China's road transport industry, and puts forward corresponding suggestions for the development of China's road transport industry under the concept of low-carbon green economy from the macro, meso and micro levels.And pointed out the further research direction of the paper.
