廣西參與大湄公河次區(qū)域公路跨境便利運(yùn)輸合作研究

【摘要】:在亞洲開發(fā)銀行的倡議下,大湄公河沿岸六國(guó)于1992年共同發(fā)起了大湄公河次區(qū)域經(jīng)濟(jì)合作(GMS)機(jī)制,二十年來,大湄公河次區(qū)域合作在交通、能源、電信、環(huán)境、農(nóng)業(yè)、人力資源開發(fā)、旅游、貿(mào)易便利化與投資九大重點(diǎn)領(lǐng)域取得了豐碩成果。在交通領(lǐng)域,六國(guó)簽署了《大湄公河次區(qū)域便利貨物及人員跨境運(yùn)輸協(xié)定》(簡(jiǎn)稱《便運(yùn)協(xié)定》),該協(xié)定是專為便利客貨跨境運(yùn)輸設(shè)計(jì)的,各締約方渴望在大湄公河次區(qū)域國(guó)家經(jīng)濟(jì)轉(zhuǎn)軌的情況下為進(jìn)一步發(fā)展其貿(mào)易關(guān)系做出貢獻(xiàn),決心促進(jìn)公路運(yùn)輸合作。在《便運(yùn)協(xié)定》框架下,本文以大湄公河次區(qū)域六國(guó)間的公路跨境便利運(yùn)輸為研究對(duì)象。2005年4月,國(guó)家批準(zhǔn)廣西納入GMS合作機(jī)制,廣西積極參與GMS公路跨境便利運(yùn)輸合作,推進(jìn)《便運(yùn)協(xié)定》的落實(shí),在公路建設(shè)、口岸建設(shè)、跨境便利運(yùn)輸線路的開通、通關(guān)便利化等方面取得了階段性的進(jìn)展,但與GMS其他各國(guó)之間仍未實(shí)現(xiàn)《便運(yùn)協(xié)定》所期望的單一窗口檢查、一站式檢查、點(diǎn)對(duì)點(diǎn)直達(dá)運(yùn)輸?shù)饶繕?biāo),廣西參與大湄公河次區(qū)域公路跨境便利運(yùn)輸合作還存在諸多問題。本文通過對(duì)廣西參與大湄公河次區(qū)域公路跨境便利運(yùn)輸合作的現(xiàn)狀進(jìn)行總結(jié),在深入調(diào)研的基礎(chǔ)上,著重分析廣西參與大湄公河次區(qū)域公路跨境便利運(yùn)輸合作所面臨的問題。以國(guó)內(nèi)外跨境便利運(yùn)輸經(jīng)驗(yàn)為借鑒,從與GMS國(guó)家的協(xié)調(diào)、國(guó)內(nèi)各部門的協(xié)調(diào)、公路建設(shè)、口岸建設(shè)、通關(guān)便利化、行業(yè)協(xié)會(huì)、企業(yè)等角度提出了推動(dòng)廣西參與大湄公河次區(qū)域公路跨境便利運(yùn)輸合作的對(duì)策建議。
[Abstract]:At the initiative of the Asian Development Bank, the six countries along the Greater Mekong River jointly launched the Greater Mekong Subregion Economic Cooperation (GMS) mechanism in 1992. Over the past two decades, the Greater Mekong Subregion has cooperated in transport, energy, telecommunications, the environment and agriculture.Nine key areas of human resources development, tourism, trade facilitation and investment have yielded fruitful results.In the field of transport, the six countries have signed the Greater Mekong Subregion Agreement on facilitating the Cross-Border Transport of goods and Persons (the "Transit Agreement"), which is designed to facilitate cross-border transport of passengers and goods.The parties are eager to contribute to the further development of their trade relations in the context of the economic transition of the Greater Mekong Subregion countries and are determined to promote road transport cooperation.Under the framework of the Agreement on Transit Transport, this paper focuses on the cross-border transport facilitation of highways among the six countries in the Greater Mekong Subregion. In April 2005, the state approved Guangxi's entry into the GMS cooperation mechanism, and Guangxi actively participated in the cross-border transport facilitation cooperation of the GMS highway.The implementation of the "Transit Agreement" has made periodic progress in the areas of highway construction, port construction, opening of cross-border convenient transport lines, and facilitation of customs clearance.However, the single window inspection, one-stop inspection, point-to-point direct transportation and so on have not been realized between the other countries of GMS. There are still many problems in Guangxi's participation in the cross-border transport cooperation of the Greater Mekong Subregion.This paper summarizes the current situation of Guangxi's participation in the cross-border transport cooperation of the Greater Mekong Subregion, and on the basis of in-depth investigation, focuses on the analysis of the problems faced by Guangxi's participation in the cross-border transport cooperation of the Greater Mekong Subregion.From the coordination with GMS countries, coordination of domestic departments, highway construction, port construction, customs clearance facilitation, trade associations,From the angle of enterprises, this paper puts forward countermeasures and suggestions to promote Guangxi's participation in cross-border transport cooperation in Greater Mekong Subregion.
