基于PCA-DEA模型的高速公路運(yùn)營績(jī)效評(píng)價(jià)研究

【摘要】:隨著我國高速公路的迅猛發(fā)展,高速公路運(yùn)營管理也越來越受到重視,同時(shí)對(duì)于高速公路運(yùn)營管理的水平也提出了更高的要求。如何能夠系統(tǒng)且有效的管理這龐大的公路網(wǎng),盤活高速公路資產(chǎn)并保持良好的狀態(tài),提高其運(yùn)營績(jī)效,確保其保值增值是當(dāng)前高速公路運(yùn)營企業(yè)面臨的最主要的任務(wù)。在此背景下,文章對(duì)高速公路運(yùn)營管理的績(jī)效評(píng)價(jià)進(jìn)行了研究探討。 文章首先界定了運(yùn)營管理、高速公路運(yùn)營管理和高速公路運(yùn)營績(jī)效評(píng)價(jià)的涵義,分析了高速公路運(yùn)營管理各部分的主要內(nèi)容,包括收費(fèi)管理、路政管理、養(yǎng)護(hù)管理、監(jiān)控管理和服務(wù)區(qū)管理五個(gè)方面;在此基礎(chǔ)上,文章分析了高速公路運(yùn)營績(jī)效評(píng)價(jià)的主要內(nèi)容,并據(jù)此結(jié)合平衡計(jì)分卡從財(cái)務(wù)層面、顧客層面、內(nèi)部流程層面和學(xué)習(xí)成長(zhǎng)層面思考,分輸入和輸出兩方面建立了高速公路運(yùn)營績(jī)效的指標(biāo)體系;然后,文章在分析比較了主成分分析法和數(shù)據(jù)包絡(luò)分析法的原理和優(yōu)點(diǎn)之后,建立PCA-DEA模型,并結(jié)合具體工程案例進(jìn)行了實(shí)證分析;最后文章從提高高速公路運(yùn)營企業(yè)運(yùn)營管理水平和保障高速公路績(jī)效的有效運(yùn)行兩方面提出了提高高速公路運(yùn)營績(jī)效水平的對(duì)策。 本研究是在總結(jié)國內(nèi)外專家學(xué)者對(duì)于高速公路運(yùn)營績(jī)效評(píng)價(jià)的理論基礎(chǔ)上,,用PCA-DEA模型對(duì)高速公路運(yùn)營績(jī)效評(píng)價(jià)的一次有益嘗試,經(jīng)案例證明,該方法能夠?qū)Ω咚俟愤\(yùn)營績(jī)效進(jìn)行有效地評(píng)價(jià),并且能對(duì)高速公路運(yùn)營管理中存在的不足進(jìn)行識(shí)別,為高速公路運(yùn)營企業(yè)優(yōu)化決策提供參考。同時(shí),文章對(duì)于豐富高速公路運(yùn)營績(jī)效評(píng)價(jià)理論也具有一定的意義。
[Abstract]:With the rapid development of China's highway, highway operation management has attracted more and more attention, at the same time for the expressway operation management level also put forward higher requirements. How can the effective management system and the huge highway network, highway and revitalize the assets in good condition, improve the operational performance, to ensure that its value is the main task of the current highway operation enterprises. Under this background, this paper researches on the performance evaluation of highway operation management.
The article first defines the operation management, operation and management of Expressway and expressway operation performance evaluation connotation, analyzes the main contents of each part of the highway operation and management, including management fees, management, maintenance management, management and monitoring management and service area of five aspects; on this basis, this paper analyzes the main contents of the highway operation performance evaluation based on the balanced scorecard, and from the financial perspective, customer perspective, internal process perspective and learning and growth perspective, establish the index system of expressway operation performance is divided into two aspects of input and output; and then, the article compares the analysis of principal component analysis and data envelopment analysis principle and advantages of the method after the establishment of PCA-DEA model and, combined with specific engineering case analysis; finally, from improving the management level of highway operation enterprise and insurance The effective operation of the performance of the barrier highway two aspects put forward the countermeasures to improve the performance level of the expressway operation.
This study is summarized in the domestic and foreign experts and scholars theoretical basis for evaluation for highway operation performance, is a useful attempt for the highway operation performance evaluation with PCA-DEA model, the case proves that this method can effectively evaluate the highway operation performance, and can identify the shortcomings of expressway operation management, provide a reference for highway operation enterprises to optimize the decision-making. At the same time, the article also has a certain significance to enrich the theory of performance evaluation of expressway.
