海島型地區(qū)高速鐵路對原有客運格局影響研究

【摘要】:高速鐵路作為一種新型交通方式,其開通運營,將對原有的客運交通格局帶來重大影響。一方面,高速鐵路融入原有交通格局,能夠增強整個交通系統(tǒng)的運輸供給能力,可以大大緩解長期以來我國運能緊張的局面,能為旅客提供高質量的運輸服務。另一方面,高速鐵路對原有的公路、民航等客運方式帶來了競爭壓力,在一定范圍內,高鐵將與原有客運交通方式爭奪市場,有利于各種運輸資源的優(yōu)化配置和綜合交通運輸系統(tǒng)的形成和完善。 為了更清晰的驗證高速鐵路進入某一區(qū)域對原有客運交通格局的影響,本文將研究的主要范圍限定在海島型地區(qū)。通過對基于運輸需求與技術支撐雙因素的交通運輸方式演進機理的分析,構建了高速鐵路對原有客運交通格局影響的優(yōu)化模型,并通過日本東海道新干線、中國臺灣高速鐵路、中國海南高速鐵路的案例分析,對該模型進行了驗證。 本文認為,高速鐵路的開通,對不同運輸市場有不同的影響。(1)高鐵進入未飽和的運輸市場,將與各種交通方式協(xié)同發(fā)展,提升整個交通系統(tǒng)的供給能力,如果仍不能滿足運輸需求,在技術條件具備時,將有新型交通方式繼續(xù)進入。(2)高鐵進入飽和的運輸市場,將加劇市場競爭,各種交通方式通過尋找優(yōu)勢市場范圍,實現(xiàn)協(xié)同發(fā)展;或者,導致某些交通方式退出市場。但是應該看到,無論高速鐵路的進入,是加強了與原有交通方式的協(xié)作,還是加劇了彼此之間的競爭,都有益于交通格局的優(yōu)化。本文認為對于高速鐵路的進入,原有的客運交通方式應正確看待彼此的優(yōu)勢和劣勢,在市場重疊的領域,應通過提升服務質量、降低成本等方式吸引旅客,避免導致運輸資源浪費的惡性競爭;對于各自具有優(yōu)勢的市場領域,應加強各種交通方式的銜接與合作,發(fā)揮綜合運輸體系的整體效應。
[Abstract]:As a new type of traffic mode, the opening and operation of high-speed railway will have a great impact on the original passenger traffic pattern.On the one hand, the integration of high-speed railway into the original traffic pattern can enhance the transport supply capacity of the entire transportation system, can greatly alleviate the long term shortage of transport capacity in China, and can provide high-quality transport services for passengers.On the other hand, high-speed railways have brought competitive pressure to the existing modes of passenger transport, such as highways and civil aviation. Within a certain range, high-speed rail will compete with the original modes of passenger transport to compete for the market.It is conducive to the optimal allocation of various transportation resources and the formation and improvement of the integrated transportation system.In order to more clearly verify the impact of high-speed railway entering a certain area on the original passenger traffic pattern, the main scope of this study is confined to the island area.Based on the analysis of the evolution mechanism of transportation mode based on the dual factors of transportation demand and technical support, this paper constructs an optimized model of the influence of high-speed railway on the original passenger traffic pattern, and through Japan's Dongkaido Shinkansen Railway, the high-speed railway of Taiwan, China.The model is verified by a case study of Hainan High Speed Railway in China.This paper holds that the opening of high-speed railway will have different effects on different transport markets. (1) High speed rail entering the unsaturated transport market will develop in coordination with various modes of transportation and enhance the supply capacity of the entire transportation system.If the transport demand is still not met, when the technical conditions are available, there will be a new type of transportation mode that will continue to enter the saturated transport market.) High-speed rail will enter the saturated transport market, which will intensify market competition.Achieve coordinated development; or, cause some modes of transportation to withdraw from the market.However, it should be seen that the entry of high-speed railway, whether it strengthens the cooperation with the original mode of transportation or intensifies the competition between each other, is beneficial to the optimization of the traffic pattern.This paper holds that the original mode of passenger transport should correctly look at each other's advantages and disadvantages for the entry of high-speed railway. In the areas where the market overlaps, we should attract passengers by improving the quality of service and reducing costs, and so on.In order to avoid the vicious competition which leads to the waste of transportation resources, we should strengthen the connection and cooperation of various modes of transportation in the market areas where they have their own advantages, so as to give play to the overall effect of the integrated transportation system.
