海島型地區(qū)高速鐵路對(duì)原有客運(yùn)格局影響研究

【摘要】:高速鐵路作為一種新型交通方式,其開(kāi)通運(yùn)營(yíng),將對(duì)原有的客運(yùn)交通格局帶來(lái)重大影響。一方面,高速鐵路融入原有交通格局,能夠增強(qiáng)整個(gè)交通系統(tǒng)的運(yùn)輸供給能力,可以大大緩解長(zhǎng)期以來(lái)我國(guó)運(yùn)能緊張的局面,能為旅客提供高質(zhì)量的運(yùn)輸服務(wù)。另一方面,高速鐵路對(duì)原有的公路、民航等客運(yùn)方式帶來(lái)了競(jìng)爭(zhēng)壓力,在一定范圍內(nèi),高鐵將與原有客運(yùn)交通方式爭(zhēng)奪市場(chǎng),有利于各種運(yùn)輸資源的優(yōu)化配置和綜合交通運(yùn)輸系統(tǒng)的形成和完善。 為了更清晰的驗(yàn)證高速鐵路進(jìn)入某一區(qū)域?qū)υ锌瓦\(yùn)交通格局的影響,本文將研究的主要范圍限定在海島型地區(qū)。通過(guò)對(duì)基于運(yùn)輸需求與技術(shù)支撐雙因素的交通運(yùn)輸方式演進(jìn)機(jī)理的分析,構(gòu)建了高速鐵路對(duì)原有客運(yùn)交通格局影響的優(yōu)化模型,并通過(guò)日本東海道新干線、中國(guó)臺(tái)灣高速鐵路、中國(guó)海南高速鐵路的案例分析,對(duì)該模型進(jìn)行了驗(yàn)證。 本文認(rèn)為,高速鐵路的開(kāi)通,對(duì)不同運(yùn)輸市場(chǎng)有不同的影響。(1)高鐵進(jìn)入未飽和的運(yùn)輸市場(chǎng),將與各種交通方式協(xié)同發(fā)展,提升整個(gè)交通系統(tǒng)的供給能力,如果仍不能滿足運(yùn)輸需求,在技術(shù)條件具備時(shí),將有新型交通方式繼續(xù)進(jìn)入。(2)高鐵進(jìn)入飽和的運(yùn)輸市場(chǎng),將加劇市場(chǎng)競(jìng)爭(zhēng),各種交通方式通過(guò)尋找優(yōu)勢(shì)市場(chǎng)范圍,實(shí)現(xiàn)協(xié)同發(fā)展;或者,導(dǎo)致某些交通方式退出市場(chǎng)。但是應(yīng)該看到,無(wú)論高速鐵路的進(jìn)入,是加強(qiáng)了與原有交通方式的協(xié)作,還是加劇了彼此之間的競(jìng)爭(zhēng),都有益于交通格局的優(yōu)化。本文認(rèn)為對(duì)于高速鐵路的進(jìn)入,原有的客運(yùn)交通方式應(yīng)正確看待彼此的優(yōu)勢(shì)和劣勢(shì),在市場(chǎng)重疊的領(lǐng)域,應(yīng)通過(guò)提升服務(wù)質(zhì)量、降低成本等方式吸引旅客,避免導(dǎo)致運(yùn)輸資源浪費(fèi)的惡性競(jìng)爭(zhēng);對(duì)于各自具有優(yōu)勢(shì)的市場(chǎng)領(lǐng)域,應(yīng)加強(qiáng)各種交通方式的銜接與合作,發(fā)揮綜合運(yùn)輸體系的整體效應(yīng)。
[Abstract]:As a new type of traffic mode, the opening and operation of high-speed railway will have a great impact on the original passenger traffic pattern.On the one hand, the integration of high-speed railway into the original traffic pattern can enhance the transport supply capacity of the entire transportation system, can greatly alleviate the long term shortage of transport capacity in China, and can provide high-quality transport services for passengers.On the other hand, high-speed railways have brought competitive pressure to the existing modes of passenger transport, such as highways and civil aviation. Within a certain range, high-speed rail will compete with the original modes of passenger transport to compete for the market.It is conducive to the optimal allocation of various transportation resources and the formation and improvement of the integrated transportation system.In order to more clearly verify the impact of high-speed railway entering a certain area on the original passenger traffic pattern, the main scope of this study is confined to the island area.Based on the analysis of the evolution mechanism of transportation mode based on the dual factors of transportation demand and technical support, this paper constructs an optimized model of the influence of high-speed railway on the original passenger traffic pattern, and through Japan's Dongkaido Shinkansen Railway, the high-speed railway of Taiwan, China.The model is verified by a case study of Hainan High Speed Railway in China.This paper holds that the opening of high-speed railway will have different effects on different transport markets. (1) High speed rail entering the unsaturated transport market will develop in coordination with various modes of transportation and enhance the supply capacity of the entire transportation system.If the transport demand is still not met, when the technical conditions are available, there will be a new type of transportation mode that will continue to enter the saturated transport market.) High-speed rail will enter the saturated transport market, which will intensify market competition.Achieve coordinated development; or, cause some modes of transportation to withdraw from the market.However, it should be seen that the entry of high-speed railway, whether it strengthens the cooperation with the original mode of transportation or intensifies the competition between each other, is beneficial to the optimization of the traffic pattern.This paper holds that the original mode of passenger transport should correctly look at each other's advantages and disadvantages for the entry of high-speed railway. In the areas where the market overlaps, we should attract passengers by improving the quality of service and reducing costs, and so on.In order to avoid the vicious competition which leads to the waste of transportation resources, we should strengthen the connection and cooperation of various modes of transportation in the market areas where they have their own advantages, so as to give play to the overall effect of the integrated transportation system.
