【摘要】：目前,國(guó)內(nèi)外就城市軌道交通項(xiàng)目經(jīng)濟(jì)效益方面的研究較多,但對(duì)其綜合效益進(jìn)行分析和評(píng)價(jià)的卻較為少見(jiàn)。為了使全社會(huì)充分了解城市軌道交通給城市交通發(fā)展帶來(lái)的綜合效益,從而增加全社會(huì)對(duì)城市軌道交通項(xiàng)目重要性的認(rèn)識(shí),加速城市軌道交通項(xiàng)目的建設(shè),文章從城市軌道交通的經(jīng)濟(jì)效益、交通效益、社會(huì)效益和環(huán)境效益著手,對(duì)城市軌道交通的綜合效益進(jìn)行了分析與評(píng)價(jià)。 城市軌道交通項(xiàng)目作為一項(xiàng)投資巨大的城市基礎(chǔ)設(shè)施建設(shè),除了具有經(jīng)濟(jì)效益與交通效益外,還具有極大的社會(huì)效益和環(huán)境效益。建設(shè)好交通,管理好交通,不僅能帶來(lái)良好的經(jīng)濟(jì)效益,更主要的是在此基礎(chǔ)上還會(huì)產(chǎn)生良好的交.通效益、社會(huì)效益和環(huán)境效益。文章將這四種效益有機(jī)的結(jié)合起來(lái),進(jìn)行了綜合研究,即通過(guò)系統(tǒng)的經(jīng)濟(jì)效益來(lái)體現(xiàn)其運(yùn)營(yíng)效果,通過(guò)系統(tǒng)的交通效益來(lái)反映城市軌道交通系統(tǒng)對(duì)原有交通狀況的改善,通過(guò)系統(tǒng)的社會(huì)效益來(lái)說(shuō)明系統(tǒng)對(duì)社會(huì)和城市發(fā)展的影響,通過(guò)系統(tǒng)的環(huán)境效益來(lái)體現(xiàn)系統(tǒng)在改善城市居民生活環(huán)境方面做出的貢獻(xiàn)。 文章首先詳細(xì)分析了城市軌道交通項(xiàng)目的建設(shè)給社會(huì)帶來(lái)的綜合效益以及表現(xiàn)形式；其次闡述了評(píng)價(jià)指標(biāo)應(yīng)該具備的功能,并構(gòu)建了城市軌道交通項(xiàng)目綜合效益的評(píng)價(jià)指標(biāo)體系,在評(píng)價(jià)值的確定中,對(duì)定性指標(biāo)用模糊數(shù)學(xué)方法進(jìn)行了分析量化,對(duì)定量指標(biāo)采用二元對(duì)比排序法進(jìn)行了優(yōu)劣度比較；在上述分析基礎(chǔ)之上,文章構(gòu)建了基于粗糙集理論和層次分析法的組合權(quán)重計(jì)算模型,并引入模糊數(shù)學(xué)中的正負(fù)海明距離建立了多方案綜合比選模型；最后,選取某市軌道交通x號(hào)線進(jìn)行了多方案比選分析,對(duì)綜合評(píng)價(jià)模型進(jìn)行了實(shí)際應(yīng)用。
[Abstract]:At present, there are many researches on the economic benefits of urban rail transit projects at home and abroad, but it is rare to analyze and evaluate the comprehensive benefits of urban rail transit projects.In order to make the whole society fully understand the comprehensive benefits that urban rail transit brings to the development of urban transportation, and thus increase the whole society's understanding of the importance of urban rail transit projects, accelerate the construction of urban rail transit projects,This paper analyzes and evaluates the comprehensive benefits of urban rail transit from the aspects of economic benefit, traffic benefit, social benefit and environmental benefit.Urban rail transit project as a huge investment in urban infrastructure construction, in addition to economic and transportation benefits, but also has a great social and environmental benefits.Good traffic construction and traffic management can not only bring good economic benefits, but also produce good communication on this basis.General benefit, social benefit and environmental benefit.This paper combines the four kinds of benefits organically and makes a comprehensive research, that is, through the economic benefit of the system to reflect its operation effect, and to reflect the improvement of the original traffic condition of the urban rail transit system through the traffic benefit of the system.Through the social benefits of the system to explain the impact of the system on social and urban development, through the system of environmental benefits to reflect the system in improving the living environment of urban residents to make contributions.At first, the paper analyzes the comprehensive benefit and expression form of the construction of urban rail transit project in detail, and then expounds the function that the evaluation index should have.The evaluation index system of the comprehensive benefit of urban rail transit project is constructed. In the determination of evaluation value, the qualitative index is analyzed and quantified by fuzzy mathematics method, and the advantages and disadvantages of the quantitative index are compared by using the binary contrast ranking method.On the basis of the above analysis, the combined weight calculation model based on rough set theory and analytic hierarchy process is constructed, and the multi-scheme comprehensive comparison model is established by introducing the positive and negative hamming distance in fuzzy mathematics.This paper selects X line of a certain city rail transit to carry on the multi-scheme comparison analysis, and carries on the practical application to the comprehensive evaluation model.
