內(nèi)河航運(yùn)企業(yè)能源資源消耗統(tǒng)計(jì)體系研究

【摘要】:節(jié)能減排是我國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展的一項(xiàng)長(zhǎng)期戰(zhàn)略方針,也是當(dāng)前一項(xiàng)極為緊迫的任務(wù)。交通運(yùn)輸行業(yè)是我國(guó)能源消耗的大戶,內(nèi)河航運(yùn)是交通運(yùn)輸?shù)幕A(chǔ)性行業(yè),亦是重點(diǎn)終端用能單位,而當(dāng)前內(nèi)河航運(yùn)企業(yè)能耗統(tǒng)計(jì)體系還十分不完善,節(jié)能監(jiān)控工作的開(kāi)展顯得非常薄弱,建立一套適合我國(guó)內(nèi)河航運(yùn)企業(yè)的能耗統(tǒng)計(jì)體系意義重大。 本文通過(guò)開(kāi)展調(diào)查研究和資料分析,全面梳理國(guó)內(nèi)外能源資源消耗統(tǒng)計(jì)理論,深入剖析影響內(nèi)河航運(yùn)企業(yè)能源資源消耗的因素,包括結(jié)構(gòu)性問(wèn)題、技術(shù)性問(wèn)題和管理性問(wèn)題三大方面;同時(shí),從現(xiàn)有的航運(yùn)節(jié)能相關(guān)的統(tǒng)計(jì)標(biāo)準(zhǔn)出發(fā),分析內(nèi)河航運(yùn)企業(yè)能耗統(tǒng)計(jì)體系建設(shè)的現(xiàn)狀及存在的問(wèn)題,如能耗統(tǒng)計(jì)數(shù)據(jù)質(zhì)量不高、能耗統(tǒng)計(jì)力量薄弱、能耗統(tǒng)計(jì)制度不健全等問(wèn)題,其中能耗統(tǒng)計(jì)制度中統(tǒng)計(jì)指標(biāo)的不完善、統(tǒng)計(jì)實(shí)施的不規(guī)范以及統(tǒng)計(jì)數(shù)據(jù)真實(shí)性缺乏監(jiān)控是現(xiàn)有統(tǒng)計(jì)體系中存在的較大且亟待解決的問(wèn)題。本文以現(xiàn)有的統(tǒng)計(jì)標(biāo)準(zhǔn)為基礎(chǔ),以充分的調(diào)查研究為線路,明確內(nèi)河航運(yùn)企業(yè)能源資源消耗統(tǒng)計(jì)的目標(biāo)、范圍和對(duì)象,從科學(xué)性、全局性、統(tǒng)一性、可比性等原則出發(fā)構(gòu)建出能耗統(tǒng)計(jì)指標(biāo)體系,體系包含船舶能耗指標(biāo)、航運(yùn)企業(yè)能耗指標(biāo)和節(jié)能監(jiān)控指標(biāo)三大方面;在上述基礎(chǔ)上,結(jié)合航運(yùn)企業(yè)自身特征,研究能耗統(tǒng)計(jì)的調(diào)查方法以及分析方法,選擇統(tǒng)計(jì)報(bào)表制度作為航運(yùn)企業(yè)能耗統(tǒng)計(jì)的調(diào)查方法,并結(jié)合統(tǒng)計(jì)指標(biāo)構(gòu)造一套較為完善的統(tǒng)計(jì)調(diào)查表,本文設(shè)計(jì)了四張調(diào)查表:運(yùn)輸船舶能源消耗調(diào)查表、內(nèi)河航運(yùn)企業(yè)能源消耗調(diào)查表、內(nèi)河航運(yùn)企業(yè)能源消耗匯總表和船舶節(jié)能計(jì)量表;建立統(tǒng)計(jì)實(shí)施方案,設(shè)置五級(jí)統(tǒng)計(jì)組織并安排各級(jí)組織的責(zé)任,保證統(tǒng)計(jì)實(shí)施的落實(shí)。由此完成了內(nèi)河航運(yùn)企業(yè)能源資源消耗統(tǒng)計(jì)體系的構(gòu)建。 最后,根據(jù)上述構(gòu)建的統(tǒng)計(jì)體系,結(jié)合現(xiàn)有內(nèi)河航運(yùn)企業(yè)營(yíng)運(yùn)特點(diǎn)以及改善時(shí)效性、降低復(fù)雜性等需求,設(shè)計(jì)了一套內(nèi)河航運(yùn)企業(yè)能耗統(tǒng)計(jì)信息化方案,方案?jìng)?cè)重于系統(tǒng)需求分析、總體架構(gòu)、系統(tǒng)功能設(shè)計(jì)和功能模塊詳細(xì)設(shè)計(jì),為能耗統(tǒng)計(jì)的實(shí)施提供參考。
[Abstract]:Energy saving and emission reduction is a long-term strategic policy for the national economy and social development of our country, and it is also an urgent task at present.The transportation industry is a big consumer of energy consumption in our country. Inland river shipping is the basic industry of transportation and also a key terminal energy unit. However, the current energy consumption statistics system of inland water shipping enterprises is still very imperfect.The development of energy conservation monitoring work is very weak, it is of great significance to establish a set of energy consumption statistics system suitable for inland water shipping enterprises in China.Through investigation and data analysis, this paper comprehensively combs the statistical theory of energy resource consumption at home and abroad, and deeply analyzes the factors affecting the energy resource consumption of inland shipping enterprises, including structural problems.At the same time, based on the existing statistical standards of shipping energy saving, the paper analyzes the current situation and existing problems of energy consumption statistics system construction in inland water shipping enterprises, such as the low quality of energy consumption statistics data,The statistical power of energy consumption is weak, the statistical system of energy consumption is not perfect, and the statistical index in the system of energy consumption statistics is not perfect.The nonstandard implementation of statistics and the lack of monitoring of the authenticity of statistical data are the big and urgent problems in the current statistical system.On the basis of the existing statistical standards and with the full investigation and research as the route, this paper clarifies the goal, scope and object of energy resource consumption statistics of inland water shipping enterprises from the aspects of scientific, global and unified.Based on the principle of comparability, a statistical index system of energy consumption is constructed, which includes ship energy consumption index, shipping enterprise energy consumption index and energy saving monitoring index.This paper studies the investigation methods and analysis methods of energy consumption statistics, selects the statistical report system as the survey method of energy consumption statistics of shipping enterprises, and constructs a set of relatively perfect statistical questionnaire combining with statistical indicators.This paper designs four questionnaires: energy consumption questionnaire for transport ships, energy consumption questionnaire for inland water shipping enterprises, summary table for energy consumption of inland water shipping enterprises and ship energy saving meter;Set up five-level statistical organizations and arrange the responsibilities of organizations at all levels to ensure the implementation of statistics.Thus completed the inland river shipping enterprise energy resources consumption statistical system construction.Finally, according to the above statistical system, combined with the operational characteristics of the existing inland water shipping enterprises and the needs of improving timeliness and reducing complexity, a set of energy consumption statistics information scheme for inland water shipping enterprises is designed.The scheme focuses on system requirement analysis, overall architecture, system function design and functional module design, which provides a reference for the implementation of energy consumption statistics.
