【摘要】：為提高重大節(jié)假日期間收費(fèi)公路的通行能力和服務(wù)水平、降低市民出行成本，國(guó)務(wù)院出臺(tái)了重大節(jié)假日免收7座以下小型客車(chē)通行費(fèi)的政策。截止目前，該政策已經(jīng)在2012年國(guó)慶假期和2013年春節(jié)假期兩次實(shí)施，并引起國(guó)內(nèi)相關(guān)專(zhuān)家學(xué)者對(duì)于政策及實(shí)施效果的激烈討論。 本文采用文獻(xiàn)研究法，收集、查閱大量文獻(xiàn)，全面、正確的了解高速公路聯(lián)網(wǎng)收費(fèi)、重大節(jié)假日免收通行費(fèi)、行政干預(yù)等方面的國(guó)內(nèi)外研究現(xiàn)狀，了解政府行政干預(yù)對(duì)收費(fèi)公路市場(chǎng)的影響，歸納我國(guó)各地實(shí)施重大節(jié)假日免收小型客車(chē)通行費(fèi)的方案，總結(jié)各種方案的優(yōu)缺點(diǎn)，從而充實(shí)課題研究的基本知識(shí)、理順課題研究的基本思路；采用比較研究法，通過(guò)橫向比較分析各地針對(duì)重大節(jié)假日免收小型客車(chē)通行費(fèi)政策制定的實(shí)施方案，，分析其優(yōu)缺點(diǎn)；采用訪談法，針對(duì)政策的實(shí)施效果及實(shí)施建議設(shè)計(jì)訪談提綱，與專(zhuān)家學(xué)者、政府及企業(yè)、消費(fèi)者等群體進(jìn)行訪談，獲取各行業(yè)對(duì)該政策的認(rèn)識(shí)及看法。 本文以重大節(jié)假日免收小型客車(chē)通行費(fèi)政策及其實(shí)施為背景，著重對(duì)政策得到社會(huì)認(rèn)可、降低公眾節(jié)假日出行成本、積極推動(dòng)旅游業(yè)發(fā)展及其他方面的積極作用，以及高速公路擁堵、政策實(shí)施的公平性、旅游景區(qū)管理壓力增大、違背低碳出行等問(wèn)題進(jìn)行了分析、研究。最終，本文提出了一系列加強(qiáng)該政策實(shí)施的對(duì)策，比如各地根據(jù)實(shí)際情況調(diào)整實(shí)施方案、完善應(yīng)急處置預(yù)案、加強(qiáng)收費(fèi)系統(tǒng)實(shí)施、加強(qiáng)收費(fèi)站交通疏導(dǎo)、完善配套管理與服務(wù)措施等。
[Abstract]:In order to improve the traffic capacity and service level of toll roads during major holidays and reduce the cost of public travel, the State Council has issued a policy of waiving tolls on major holidays for minibuses under 7.Up to now, the policy has been implemented twice during the 2012 National Day holiday and the 2013 Spring Festival holiday, and has aroused heated discussions among domestic experts and scholars on the policy and its effect.This paper adopts the method of literature research, collects and consults a large number of documents, comprehensively and correctly understands the domestic and foreign research status in the aspects of highway network toll collection, major holidays exemption from toll collection, administrative intervention, and so on.To understand the influence of the government administrative intervention on the toll road market, to sum up the schemes of implementing major holiday tolls exemption for minibuses in various parts of China, and to sum up the advantages and disadvantages of various schemes, so as to enrich the basic knowledge of the research on the subject.Straighten out the basic train of thought of the subject research; adopt the comparative research method, through the horizontal comparative analysis of the implementation plan of the tolling policy for the major holidays and holidays, analyze its advantages and disadvantages; adopt the interview method,An interview outline is designed for the implementation effect and suggestion of the policy, and interviews with experts, scholars, government, enterprises, consumers and other groups are carried out to obtain the understanding and views of various industries on the policy.Based on the toll-free policy and its implementation on major holidays, this paper focuses on the social recognition of the policy, reducing the public holiday travel costs, and actively promoting the development of tourism and other positive roles.The problems of highway congestion, fairness of policy implementation, increased pressure of scenic spot management, and violation of low-carbon travel are analyzed and studied.Finally, this paper puts forward a series of countermeasures to strengthen the implementation of the policy, such as adjusting the implementation plan according to the actual situation, perfecting the emergency disposal plan, strengthening the implementation of the toll collection system, and strengthening the traffic diversion of the toll station.Perfect supporting management and service measures.
