【摘要】：道路運(yùn)輸不僅是交通運(yùn)輸系統(tǒng)的重要組成部分,而且也是國(guó)民經(jīng)濟(jì)發(fā)展的重要支柱。近年來(lái)新疆生產(chǎn)建設(shè)兵團(tuán)道路運(yùn)輸業(yè)發(fā)展迅速,對(duì)兵團(tuán)社會(huì)經(jīng)濟(jì)發(fā)展起到了推動(dòng)作用。但長(zhǎng)期以來(lái)由于兵團(tuán)具有“黨、政、軍、企”合一的特點(diǎn)和肩負(fù)屯墾戍邊的特殊歷史使命所決定的特殊要求,對(duì)道路運(yùn)輸業(yè)發(fā)展水平的認(rèn)識(shí)不夠全面,對(duì)于道路運(yùn)輸業(yè)的基礎(chǔ)資料和統(tǒng)計(jì)數(shù)據(jù)的收集與整理不夠完整,缺乏對(duì)于道路運(yùn)輸業(yè)發(fā)展水平綜合評(píng)價(jià)體系的研究。為了對(duì)兵團(tuán)道路運(yùn)輸業(yè)發(fā)展水平做出客觀、公正的評(píng)價(jià),指導(dǎo)今后兵團(tuán)道路運(yùn)輸業(yè)健康、持續(xù)、快速發(fā)展。因此,對(duì)于兵團(tuán)道路運(yùn)輸業(yè)發(fā)展水平綜合評(píng)價(jià)體系的研究具有現(xiàn)實(shí)意義。 本文以新疆生產(chǎn)建設(shè)兵團(tuán)道路運(yùn)輸業(yè)的發(fā)展水平為研究對(duì)象,在借鑒國(guó)內(nèi)外關(guān)于道路運(yùn)輸業(yè)發(fā)展水平評(píng)價(jià)研究成果的基礎(chǔ)上,結(jié)合兵團(tuán)道路運(yùn)輸業(yè)的發(fā)展特點(diǎn),對(duì)評(píng)價(jià)體系的構(gòu)建、指標(biāo)的篩選方法和指標(biāo)的權(quán)重確定進(jìn)行了研究。在深入分析兵團(tuán)道路運(yùn)輸業(yè)發(fā)展的社會(huì)經(jīng)濟(jì)影響機(jī)理以及實(shí)地調(diào)研的基礎(chǔ)上,最終建立了兵團(tuán)道路運(yùn)輸業(yè)發(fā)展水平綜合評(píng)價(jià)指標(biāo)體系。同時(shí),比較了各種綜合評(píng)價(jià)方法的優(yōu)缺點(diǎn)及適用范圍,建立了適用于兵團(tuán)道路運(yùn)輸業(yè)發(fā)展水平的物元綜合評(píng)價(jià)模型。最后,本文利用所建立的兵團(tuán)道路運(yùn)輸業(yè)發(fā)展水平物元綜合評(píng)價(jià)模型對(duì)兵團(tuán)道路運(yùn)輸業(yè)發(fā)展水平進(jìn)行了評(píng)價(jià),得到發(fā)展水平一般的結(jié)論。
[Abstract]:Road transportation is not only an important part of transportation system, but also an important pillar of national economic development.In recent years, the road transportation industry of Xinjiang production and Construction Corps has developed rapidly, which has promoted the social and economic development of the Corps.However, for a long time, due to the special requirements decided by the special historical mission of "the Party, the government, the military, and the enterprise" and the special historical mission of shouldering the task of opening up land and garrisoning the border, the development level of the road transportation industry has not been fully understood.The collection and arrangement of basic data and statistical data of road transportation is not complete, and the research on comprehensive evaluation system of road transportation development level is lacking.In order to make an objective and fair evaluation on the development level of road transportation industry in Bingtuan, guide the healthy, sustained and rapid development of road transportation industry in the future.Therefore, it is of practical significance to study the comprehensive evaluation system of the development level of road transportation industry in Bingtuan.This paper takes the development level of road transportation industry of Xinjiang production and Construction Corps as the research object, on the basis of drawing lessons from the domestic and foreign research results on the evaluation of the road transport industry development level, combined with the development characteristics of the road transportation industry of the Xinjiang production and Construction Corps.The construction of evaluation system, the method of index selection and the determination of index weight are studied.On the basis of deep analysis of the social and economic influence mechanism of the development of road transportation industry in Bingtuan and field investigation, the comprehensive evaluation index system of the development level of road transportation industry in Bingtuan is established.At the same time, the advantages and disadvantages of various comprehensive evaluation methods and their application scope are compared, and a matter-element comprehensive evaluation model suitable for the development level of road transportation industry in Bingtuan is established.Finally, the paper evaluates the development level of road transportation industry of Bingtuan by using the comprehensive evaluation model of the level of development of road transportation industry of Bingtuan, and obtains the general conclusion of the level of development of road transportation industry of Bingtuan.
