【摘要】：公務(wù)員是國(guó)家職能的具體執(zhí)行者和實(shí)施者,是行政活動(dòng)的決策者、組織者、指揮者。公務(wù)員的道德素質(zhì)體現(xiàn)了一個(gè)國(guó)家主流道德水平的高低,引領(lǐng)著整個(gè)社會(huì)公民道德的進(jìn)步�！吨腥A人民共和國(guó)公務(wù)員法》第十二條規(guī)定,公務(wù)員應(yīng)當(dāng)“遵守紀(jì)律,恪守職業(yè)道德,模范遵守社會(huì)公德”,這從法律上規(guī)定了公務(wù)員遵守職業(yè)道德的義務(wù)。但隨著公務(wù)員制度在我國(guó)的實(shí)施和深入發(fā)展,在市場(chǎng)經(jīng)濟(jì)的大背景下,與之相關(guān)的一些問(wèn)題也逐步顯現(xiàn)。一個(gè)重要問(wèn)題是我國(guó)的公務(wù)員職業(yè)道德建設(shè)的滯后,帶來(lái)了不良的社會(huì)后果,成為阻礙我國(guó)行政目標(biāo)實(shí)現(xiàn)的一個(gè)重要因素,一定程序上影響了政府形象。中編辦于2010年批準(zhǔn)全國(guó)直屬海事管理機(jī)構(gòu)轉(zhuǎn)變?yōu)樾姓䴔C(jī)構(gòu),海事干部職工轉(zhuǎn)變?yōu)閲?guó)家公務(wù)員,2012年將全面實(shí)施,因此研究如何加強(qiáng)海事人員的職業(yè)道德建設(shè),推動(dòng)海事隊(duì)伍成為一支合格、優(yōu)秀的公務(wù)員隊(duì)伍,已成為一個(gè)非常迫切的問(wèn)題。 本文根據(jù)“提出問(wèn)題、分析問(wèn)題、解決問(wèn)題”的思路,將文章分為五個(gè)部分。第一部分介紹了論文的研究背景和研究意義,概括介紹了國(guó)內(nèi)外研究現(xiàn)狀,以及研究思路和研究方法。第二部分闡述了職業(yè)道德、制度的含義和作用,論述了海事人員加強(qiáng)職業(yè)道德制度建設(shè)的意義；第三部分分析了當(dāng)前海事人員職業(yè)道德規(guī)范與制度建設(shè)現(xiàn)狀及存在的問(wèn)題,并列舉了數(shù)據(jù)加以分析；進(jìn)一步分析了海事人員職業(yè)特點(diǎn),在此基礎(chǔ)上提出了海事人員職業(yè)道德的基本內(nèi)容。第四部分介紹分析了我國(guó)古代德治思想和懲戒制度,以及國(guó)外公務(wù)員職業(yè)道德制度建設(shè)的一些措施,對(duì)海事人員職業(yè)道德制度化建設(shè)有借鑒意義。第五部分在分析和借鑒的基礎(chǔ)上,提出了海事人員職業(yè)道德制度化建設(shè)的幾個(gè)措施。
[Abstract]:Civil servants are the concrete executors and implementers of state functions, and the decision makers, organizers and commanders of administrative activities.The moral quality of civil servants reflects the level of mainstream morality in a country and leads the moral progress of citizens in the whole society. Article 12 of the Civil servants Law of the people's Republic of China stipulates that civil servants shall "observe discipline and abide by professional ethics,""exemplary observance of social morality", which legally stipulates the duty of civil servants to abide by professional ethics.However, with the implementation and further development of the civil service system in China, under the background of market economy, some problems related to it also gradually appear.An important problem is that the construction of civil servants' professional ethics in our country lags behind, which brings bad social consequences, and becomes an important factor that hinders the realization of our country's administrative goal, which affects the image of the government in certain procedures.In 2010, China approved the transformation of the national maritime administrative agencies directly under them into administrative bodies, and maritime cadres and workers into state civil servants, which will be fully implemented in 2012. Therefore, it will study how to strengthen the professional ethics construction of maritime personnel.It has become a very urgent problem to push the maritime force to become a qualified and excellent civil servant.This article is divided into five parts according to the idea of "raising problems, analyzing problems and solving problems".The first part introduces the research background and significance of the paper, summarizes the current research situation at home and abroad, as well as the research ideas and research methods.The second part expounds the meaning and function of the professional ethics and system, discusses the significance of the maritime personnel to strengthen the construction of the professional ethics system, the third part analyzes the present situation and existing problems of the current maritime personnel professional ethics standard and system construction.The author also analyzes the professional characteristics of maritime personnel and puts forward the basic contents of the professional ethics of maritime personnel on the basis of the analysis of the data and the further analysis of the professional characteristics of maritime personnel.The fourth part introduces and analyzes the ancient moral rule thought and disciplinary system of our country, as well as some measures for the construction of the professional ethics system of foreign civil servants, which has reference significance for the construction of the professional ethics system of maritime personnel.On the basis of analysis and reference, the fifth part puts forward several measures to institutionalize the professional ethics of maritime personnel.
