【摘要】：隨著現(xiàn)代民航飛機(jī)制造技術(shù)突飛猛進(jìn)的發(fā)展,現(xiàn)代民航飛機(jī)幾乎集所有的高科技于一身,飛機(jī)自身性能及運(yùn)行環(huán)境的軟、硬件的安全性、可靠性日趨完善,民航運(yùn)輸安全系數(shù)越來越高,相對于其他交通工具而言,民航運(yùn)輸不僅快捷、舒適、高效,也是最安全的。但與此同時(shí),在世界范圍內(nèi),由于飛行機(jī)組人為因素導(dǎo)致的嚴(yán)重差錯(cuò)、事故征候甚至重大飛行事故卻時(shí)有發(fā)生,給旅客生命財(cái)產(chǎn)安全造成了巨大的損失。 東航是中國民航三大航空運(yùn)輸集團(tuán)之一,近年來在安全、服務(wù)和效益上取得了令人矚目的成績,目前,正在努力實(shí)現(xiàn)轉(zhuǎn)型發(fā)展,朝著打造“中國服務(wù)最好、管理最精細(xì)、樞紐網(wǎng)絡(luò)型、具有全球競爭力的航空公司”的目標(biāo)邁進(jìn)。東航提出“安全是根”的口號,表明安全是東航永恒的主題和永續(xù)健康科學(xué)發(fā)展的生命線。東航要順利實(shí)現(xiàn)既定的戰(zhàn)略目標(biāo),為經(jīng)濟(jì)社會發(fā)展做出更大的貢獻(xiàn),就要通過加強(qiáng)包括人為因素在內(nèi)的飛行安全管理,為持續(xù)飛行安全打下扎實(shí)的基礎(chǔ)。 飛行機(jī)組是保證飛行安全最重要、最關(guān)鍵的環(huán)節(jié),據(jù)國際航空運(yùn)輸協(xié)會(IATA)的統(tǒng)計(jì),有80%的民航飛行事故是由于飛行機(jī)組人為因素造成的。本文通過對飛行機(jī)組人為因素形成的主、客體諸要件分析,從高空環(huán)境、飛行職業(yè)的特殊性,獨(dú)有的心理、壓力、應(yīng)激、疲勞對飛行機(jī)組如何導(dǎo)致差錯(cuò)的影響,情緒、心理、態(tài)度和工作環(huán)境對形成人為差錯(cuò)在認(rèn)知上、判斷上失誤的影響,以及紀(jì)律作風(fēng)和文化因素對形成人為失誤的潛移默化的影響等方面,對影響飛行機(jī)組的人為因素進(jìn)行了全面深入的分析和研究。 基于對飛行機(jī)組人為因素形成的諸要件分析,本論文對東航飛行機(jī)組人為原因?qū)е虏铄e(cuò)的風(fēng)險(xiǎn)管理進(jìn)行了設(shè)想,對飛行機(jī)組不安全事件主要問題類型進(jìn)行了分類,并對人為原因造成的東航幾種易發(fā)的不安全事件進(jìn)行了略析。在此基礎(chǔ)上,通過剖析兩起國外重大民航事故前后緣由,對人為原因?qū)е嘛w行事故作了實(shí)證研究。最后,從東航飛行訓(xùn)練現(xiàn)狀、機(jī)組資源管理中的問題、機(jī)組疲勞風(fēng)險(xiǎn)管理的缺乏、機(jī)組人工排班中的問題、飛行人員心理健康維護(hù)問題以及安全文化和道德作風(fēng)建設(shè)等方面,提出了有針對性的東航飛行機(jī)組人為因素飛行安全風(fēng)險(xiǎn)應(yīng)對舉措。本論文的研究對東航提高機(jī)組飛行安全品質(zhì),提高飛行安全管理水平,實(shí)現(xiàn)東航持續(xù)安全,具有一定的理論意義和實(shí)踐意義。
[Abstract]:With the rapid development of modern civil aviation aircraft manufacturing technology, modern civil aviation aircraft almost all the high-tech in one, the performance of the aircraft and the operating environment of the software, hardware and security, reliability is becoming more and more perfect.Compared with other means of transportation, civil aviation transportation is not only fast, comfortable, efficient, but also the safest.But at the same time, in the world, due to the serious errors caused by the flight crew human factors, the accident symptoms and even major flight accidents occur from time to time, causing huge losses to the safety of passengers' lives and property.China Eastern Airlines is one of the three major air transport groups of China Civil Aviation. In recent years, it has made remarkable achievements in safety, service and efficiency. At present, it is working hard to realize the transformation and development, towards creating "China has the best service and the most sophisticated management."Hub network, with global competitiveness of airlines "goal stride forward."China Eastern Airlines put forward the slogan "Safety is the root", which shows that safety is the eternal theme of China Eastern Airlines and the lifeline of sustainable and healthy scientific development.In order to realize the established strategic goal smoothly and make greater contribution to the economic and social development, China Eastern Airlines must strengthen the flight safety management, including human factors, and lay a solid foundation for the continuous flight safety.Flight crew is the most important and key link to ensure flight safety. According to the statistics of International Air Transport Association (IATAA), 80% of civil aviation accidents are caused by human factors of flight crew.Based on the analysis of the elements of the subject and the object formed by the human factors of the flight crew, from the high altitude environment, the particularity of the flying occupation, the unique psychological, pressure, stress and fatigue, the influence of the flight crew on how to lead to the error, the emotion, the psychology,The influence of attitude and work environment on the formation of human error in cognition and judgment, as well as the influence of disciplinary style and cultural factors on the formation of human error,The human factors affecting the flight crew were thoroughly analyzed and studied.Based on the analysis of the elements of the formation of the human factors of the flight crew, this paper conceives the risk management of the errors caused by the man-made causes of the flight crew of China Eastern Airlines, and classifies the main problem types of the unsafe incidents of the flight crew.And some vulnerable unsafe incidents of China Eastern Airlines caused by human causes are briefly analyzed.On this basis, through analyzing the causes of two major foreign civil aviation accidents, this paper makes an empirical study on the man-made causes of flight accidents.Finally, from the status quo of flight training in China Eastern Airlines, the problems in crew resource management, the lack of crew fatigue risk management, the problems in crew manual scheduling, the maintenance of flight personnel's mental health, and the construction of safety culture and moral style, etc.The measures to deal with the flight safety risk of the flight crew of China Eastern Airlines are put forward.The research in this paper has certain theoretical and practical significance for China Eastern Airlines to improve flight safety quality, improve flight safety management level and realize China Eastern Airlines' continuous safety.
