【摘要】：我國高速公路的快速發(fā)展和建設(shè)資金相對短缺的矛盾，使得繼續(xù)利用車輛通行費(fèi)制度發(fā)展高速公路建設(shè)事業(yè)成為必要。車輛通行費(fèi)制度下存在收費(fèi)經(jīng)營和政府還貸兩種不同的管理模式，利用何種模式發(fā)展高速公路更為有利，是本文關(guān)注的主要問題。本文以XY項(xiàng)目為案例，對經(jīng)營管理模式選擇及可行性進(jìn)行了專門研究。 現(xiàn)行體制下，經(jīng)營模式可進(jìn)一步劃分為地方政府公路融資平臺(tái)公司投資建設(shè)與運(yùn)營管理高速公路的模式以及市場化企業(yè)投資建設(shè)與運(yùn)營管理高速公路的模式（即BOT模式）。政府還貸模式是中央政府有關(guān)收費(fèi)公路發(fā)展的主要政策導(dǎo)向。政府還貸模式有其明顯的特點(diǎn)和局限性。有必要認(rèn)真分析三種不同模式的特點(diǎn)與局限性，，為特定項(xiàng)目投資決策中的可行性分析提供依據(jù)。 研究表明，哪一種模式都不具有先天的優(yōu)勢。對此，有必要結(jié)合不同經(jīng)營管理模式的特點(diǎn)和特定項(xiàng)目的具體情況對經(jīng)營管理模式選擇作出抉擇。
[Abstract]:The contradiction between the rapid development of expressway in China and the shortage of construction funds makes it necessary to continue to use the vehicle toll system to develop the construction of expressway.There are two different management modes of toll management and government loan repayment under the system of vehicle tolls. It is the main problem that this article pays attention to which mode is more advantageous to develop expressway.Taking XY project as a case, this paper makes a special study on the choice and feasibility of management mode.Under the current system, the operating mode can be further divided into the local government highway financing platform company investment construction and operation management highway mode and the market-oriented enterprise investment construction and operation management highway model (namely BOT mode).The pattern of government loan repayment is the main policy direction of the central government on the development of toll roads.The government repayment model has its obvious characteristics and limitations.It is necessary to analyze the characteristics and limitations of the three different models in order to provide the basis for the feasibility analysis in the investment decision of specific projects.Studies have shown that neither model has innate advantages.Therefore, it is necessary to make a choice on the choice of operation and management mode according to the characteristics of different management models and the specific conditions of specific projects.
