【摘要】：廉政風(fēng)險(xiǎn)防控是廉政建設(shè)工作的重要環(huán)節(jié)。在當(dāng)今反腐倡廉的新形勢(shì)下,如何利用廉政風(fēng)險(xiǎn)防控管理理論來(lái)規(guī)范港口建設(shè)費(fèi)的征收,是海事管理機(jī)構(gòu)所迫切需要解決的問(wèn)題。本文采用調(diào)查研究、案例研究、比較分析等多種方法,依據(jù)相關(guān)廉政風(fēng)險(xiǎn)防控的相關(guān)理論,分析借鑒了香港以及內(nèi)地部分行業(yè)規(guī)費(fèi)征收的廉政風(fēng)險(xiǎn)防控機(jī)制建設(shè)的積極經(jīng)驗(yàn),得出了建設(shè)海事港口建設(shè)費(fèi)廉政風(fēng)險(xiǎn)防控機(jī)制建設(shè)的若干啟示。論文進(jìn)一步深入分析了港口建設(shè)費(fèi)的征管現(xiàn)狀、成效與不足,并重點(diǎn)針對(duì)港口建設(shè)費(fèi)征管中六個(gè)核心環(huán)節(jié)(制度建設(shè)環(huán)節(jié)、機(jī)構(gòu)人員管理環(huán)節(jié)、征收管理環(huán)節(jié)、信息化管理環(huán)節(jié)、特殊貨物征收環(huán)節(jié)和代征單位管理環(huán)節(jié))中容易引發(fā)的廉政風(fēng)險(xiǎn)作了較為詳細(xì)的識(shí)別,以此提出了構(gòu)建港口建設(shè)費(fèi)征管廉政風(fēng)險(xiǎn)防控機(jī)制的總體框架,并就六個(gè)核心環(huán)節(jié)分別提出了相對(duì)應(yīng)的廉政風(fēng)險(xiǎn)防控對(duì)策。
[Abstract]:Clean government risk prevention and control is an important link in the construction of clean government.Under the new situation of fighting corruption and advocating clean government, how to use the theory of clean government risk prevention and control to standardize the collection of port construction fee is an urgent problem that the maritime administration needs to solve.In this paper, by means of investigation, case study, comparative analysis and other methods, according to the relevant theory of clean government risk prevention and control, this paper analyzes and draws lessons from the positive experience in the construction of clean government risk prevention and control mechanism in Hong Kong and some industries in the mainland.Some revelations on the construction of risk prevention and control mechanism for the construction of maritime port construction fee and clean government are obtained.The paper further analyzes the status quo, effectiveness and deficiency of port construction fee collection and management, and focuses on the six key links (system construction, institutional personnel management, collection and management) in port construction fee collection and management, and focuses on the six key links of port construction fee collection and management (system construction, institutional personnel management, collection and management).In the information management link, the special goods collection link and the representative collection unit management link) the incorruptible risk which is easy to cause is identified in detail, and the overall frame of the mechanism of constructing the port construction fee collection and management clean government risk prevention and control mechanism is put forward.At the same time, the corresponding countermeasures of clean government risk prevention and control are put forward for the six key links.
