【摘要】：客運出租車與市民群眾的出行息息相關(guān),是綜合交通運輸體系的重要組成部分。國外的出租車行業(yè)發(fā)展較早,經(jīng)過幾十年已經(jīng)非常成熟和完善。我國的出租車行業(yè)較之起步晚,發(fā)展歷史較短,各城市地情不同,管理制度不健全,地方政府在行業(yè)管理上面臨很多困難,沒有現(xiàn)成的模式套用,只能借鑒國內(nèi)外經(jīng)驗教訓(xùn),探索出適合自已地方情況的發(fā)展和管理體系。由于出租車行業(yè)的特殊性,廣州出租車行業(yè)在推動行業(yè)發(fā)展、優(yōu)化政府管理的過程中,既要承擔(dān)行業(yè)面臨歷史遺留問題,也要不斷適應(yīng)和解決發(fā)展過程中的新情況和新問題；政府對出租車行業(yè)管理工作的難點,既有“承包費不合理”、“經(jīng)營模式不科學(xué)”、“打的難”、“網(wǎng)絡(luò)約租車沖擊”等全國普遍存在的共性問題,也有經(jīng)營權(quán)永久使用等廣州市特有的個性問題。為此,如何完善廣州市出租車行業(yè)政府管理,提出解決問題的對策顯得尤為迫切和重要。本文運用文獻分析、實證分析的方法,通過政府日常管理中掌握的一手?jǐn)?shù)據(jù)資料,結(jié)合政府管理的基本理論,指出政府對出租車行業(yè)管制的必要性,并全面分析廣州市出租車行業(yè)現(xiàn)狀,剖析廣州出租車行業(yè)政府管理中存在的突出問題,抽絲剝繭、多方借鑒,為廣州市出租車行業(yè)政府管理提供科學(xué)、合理的對策措施。本文首先通過分析出租車行業(yè)的特殊屬性,指出政府對出租車行業(yè)管理的必要性,并且概括了政府對租車行業(yè)管理的理論基礎(chǔ)以及管理的主要內(nèi)容。其次,詳細介紹廣州市出租車行業(yè)和管理的現(xiàn)狀,揭示政府管理中存在的主要問題,分析問題的成因。還有,通過分析美國紐約、新加坡、北京、溫州對出租車行業(yè)管理的做法,從中汲取完善廣州出租車行業(yè)政府管理的啟示借鑒。最后,針對當(dāng)前廣州出租車行業(yè)政府管理問題,并從宏觀層面促進出租車行業(yè)良性發(fā)展的角度,提出進一步完善政府管理的對策措施。
[Abstract]:Passenger taxi is closely related to the travel of citizens and is an important part of comprehensive transportation system.Foreign taxi industry developed earlier, after decades has been very mature and perfect.The taxi industry of our country starts later, has a short history of development, different land conditions in different cities, imperfect management system, local governments face many difficulties in industry management, there is no ready-made model to apply it, and can only learn from the experience and lessons of domestic and foreign countries.To explore the development and management system suitable for their local conditions.Because of the particularity of the taxi industry, in the process of promoting the development of the taxi industry and optimizing the government management, Guangzhou taxi industry should not only undertake the problems left over from history, but also adapt to and solve the new situation and problems in the process of development.The difficulties of the government in the management of taxi industry include the common problems such as "unreasonable contract fee", "unscientific management mode", "hard to hit", "network rental impact" and so on.Also has the management right to use permanently and so on Guangzhou unique individuality question.Therefore, it is urgent and important to improve the management of Guangzhou taxi industry and put forward some countermeasures to solve the problem.By using the methods of literature analysis and empirical analysis, this paper points out the necessity of government regulation of taxi industry through primary data and basic theory of government management.It also analyzes the current situation of taxi industry in Guangzhou, analyzes the outstanding problems in the government management of Guangzhou taxi industry, draws the cocoon, and draws lessons from various aspects to provide scientific and reasonable countermeasures for the government management of the taxi industry in Guangzhou.By analyzing the special attributes of the taxi industry, this paper points out the necessity of the government's management of the taxi industry, and summarizes the theoretical basis and main contents of the government's management of the taxi rental industry.Secondly, the paper introduces the current situation of taxi industry and management in Guangzhou, reveals the main problems in government management, and analyzes the causes of the problems.In addition, through the analysis of New York, Singapore, Beijing, Wenzhou to the taxi industry management practices, from which to learn from the improvement of Guangzhou taxi industry government management inspiration.Finally, aiming at the current problems of the government management in Guangzhou taxi industry, and from the perspective of promoting the benign development of the taxi industry at the macro level, this paper puts forward some countermeasures to further improve the government management.
