【摘要】：推進(jìn)城鄉(xiāng)公交一體化主要有兩點(diǎn)原因：一方面,是城鄉(xiāng)公共服務(wù)均等化的需要。隨著社會(huì)主義新農(nóng)村建設(shè)和城市化的不斷推進(jìn),農(nóng)村大多數(shù)人群眾要求享受同等公交的待遇,這體現(xiàn)交通服務(wù)的公正性。另一方面,是公交優(yōu)先發(fā)展的需要。優(yōu)先發(fā)展公交是世界上許多國(guó)家或城市解決城市交通問(wèn)題、促進(jìn)城市可持續(xù)發(fā)展的最有效途徑之一。在城市化進(jìn)程不斷加快的條件下,城鄉(xiāng)公交一體化迫在眉睫。 本文首先從理論上對(duì)城鄉(xiāng)公交一體化進(jìn)行分析,研究其實(shí)施理論上的可行性；繼而從城鄉(xiāng)客運(yùn)發(fā)展的實(shí)際出發(fā),研究城鄉(xiāng)公交一體化發(fā)展的必要性。從理論和實(shí)踐兩個(gè)方面推斷出城鄉(xiāng)公交一體化發(fā)展趨勢(shì)。 無(wú)錫市自2007年推進(jìn)了市區(qū)的全面城鄉(xiāng)公交一體化,初步實(shí)現(xiàn)了票制、車輛、線路、場(chǎng)站和服務(wù)等方面的一體化,形成了無(wú)錫特色的發(fā)展模式,“無(wú)錫模式”也獲得許多城市政府的借鑒。 對(duì)于無(wú)錫城鄉(xiāng)公交一體化的發(fā)展,在現(xiàn)狀上也存在許多不足之處,主要體現(xiàn)在缺乏統(tǒng)一規(guī)劃、線路設(shè)置不科學(xué)、場(chǎng)站基礎(chǔ)設(shè)施不到位、財(cái)政保障機(jī)制不全面、道路通行優(yōu)先缺乏保障等方面,這些都是發(fā)展中需要著力解決的問(wèn)題。分析原因,主要有觀念認(rèn)識(shí)不到位、缺少科學(xué)規(guī)劃和有效的行業(yè)監(jiān)管等。 為了有效解決城鄉(xiāng)公交一體化推進(jìn)中面臨的問(wèn)題,促進(jìn)城鄉(xiāng)公交的科學(xué)發(fā)展,筆者搜集大量國(guó)內(nèi)外和部分城市該方面的做法和先進(jìn)經(jīng)驗(yàn),他山之石、可以攻玉,從中得到許多有益的啟發(fā)。 在全面剖析無(wú)錫市城鄉(xiāng)公交一體化推進(jìn)中的存在問(wèn)題基礎(chǔ)上,借鑒其他國(guó)家或城市發(fā)展經(jīng)驗(yàn),本文認(rèn)為完善城鄉(xiāng)公交一體化發(fā)展,需要采取一系列措施,包括進(jìn)行科學(xué)規(guī)劃、合理設(shè)置線網(wǎng)、加大財(cái)政投入、實(shí)施路權(quán)優(yōu)先、推進(jìn)信息化應(yīng)用、加強(qiáng)行業(yè)監(jiān)管等。這也將為國(guó)內(nèi)其他面臨同樣問(wèn)題的城市提供建議參考。
[Abstract]:There are two main reasons for promoting the integration of urban and rural public transport: on the one hand, it is the need of equalization of urban and rural public services.With the construction of new socialist countryside and the development of urbanization, the majority of people in rural areas demand the same public transport treatment, which reflects the fairness of transportation services.On the other hand, it is the need of bus priority development.Giving priority to public transport is one of the most effective ways for many countries or cities in the world to solve urban traffic problems and promote the sustainable development of cities.Under the condition of accelerating urbanization, the integration of urban and rural public transportation is imminent.This paper firstly analyzes the integration of urban and rural public transport theoretically, and studies the feasibility of its implementation, and then from the reality of the development of urban and rural passenger transport, studies the necessity of the development of urban and rural public transport integration.The development trend of urban and rural transit integration is deduced from two aspects: theory and practice.Since 2007, Wuxi has promoted the integration of urban and rural public transport, and has initially realized the integration of ticket system, vehicle, line, station and service, forming a unique development model in Wuxi.Wuxi Model has also been used for reference by many city governments.For the development of urban and rural transit integration in Wuxi, there are also many deficiencies in the present situation, mainly reflected in the lack of unified planning, the unscientific layout of the lines, the inadequate infrastructure of the field stations, and the incomplete financial guarantee mechanism.These are the problems that need to be solved in the course of development.The main reasons for this analysis are lack of understanding, lack of scientific planning and effective industry supervision and so on.In order to effectively solve the problems of urban and rural transit integration and promote the scientific development of urban and rural public transport, the author collected a large number of domestic and foreign and some cities in this area of practice and advanced experience, other mountain stone, can attack jade,Get a lot of useful inspiration from it.Based on the comprehensive analysis of the existing problems in the promotion of urban and rural transit integration in Wuxi and the experience of other countries or cities, this paper holds that a series of measures, including scientific planning, should be taken to perfect the development of urban and rural public transport integration.Set up the line network rationally, increase the financial input, implement the right of the road first, promote the application of information technology, strengthen the supervision of the industry, etc.This will also provide advice for other cities facing the same problems in the country.
