【摘要】：公共產(chǎn)品理論認(rèn)為,政府作為宏觀政策的制定者和公共行政管理者,應(yīng)滿足社會(huì)和市場(chǎng)對(duì)公共產(chǎn)品需求,但在目前國(guó)內(nèi)形勢(shì)下,由于公路資金階段性的巨大需求與財(cái)政資金投入不足的矛盾,當(dāng)下階段政府仍無法為公路建設(shè)提供完全無償?shù)慕ㄔO(shè),因此公路建設(shè)的資金仍有較大的缺口存在。本文通過了解政府提出交通建設(shè)實(shí)現(xiàn)新的跨越式發(fā)展的同時(shí),對(duì)其制定的新的宏觀政策和指引方向進(jìn)行分析,并根據(jù)廣西公路的發(fā)展目標(biāo),提出針對(duì)廣西公路融資問題的合理化建議。 首先,本文通過國(guó)內(nèi)外目前的各種研究及理論進(jìn)行闡述,強(qiáng)調(diào)政府負(fù)責(zé)提供向社會(huì)提供公共產(chǎn)品的責(zé)任,宏觀政策對(duì)融資的影響,以及研究的必要性和緊迫性。 其次,通過闡述公路項(xiàng)目的屬性及其特點(diǎn),以及通過國(guó)內(nèi)外目前的各種研究及理論進(jìn)行闡述,強(qiáng)調(diào)政府負(fù)責(zé)提供向社會(huì)提供公共產(chǎn)品的責(zé)任,宏觀政策對(duì)融資的影響,提出政府在建立完善相關(guān)政策和對(duì)策的重要性。 再次,本文透過廣西交通發(fā)展的歷程,結(jié)合廣西目前的實(shí)際情況,通過廣西交通現(xiàn)狀分析,以目前廣西公路融資面臨的現(xiàn)狀及實(shí)證探討廣西公路建設(shè)在現(xiàn)階段宏觀政策下融資面臨的主要問題及成因。 第四,以我國(guó)廣東、貴州公路建設(shè)融資政策和模式以及國(guó)外公路建設(shè)模式的實(shí)踐考察,借鑒國(guó)內(nèi)外具有參考價(jià)值的融資政策和模式的先進(jìn)經(jīng)驗(yàn),并研究其應(yīng)用。 最后,立足于廣西,以政府作為公路建設(shè)的導(dǎo)向,對(duì)國(guó)家宏觀政策的分析和廣西政府對(duì)于公路融資的理念、角色變化的分析,針對(duì)廣西政府如何制定廣西公路融資政策和策略提出合理化建議。
[Abstract]:That the theory of public goods, the government for macroeconomic policy makers and public administrators should meet the social and market demand for public goods, but in the current domestic situation, due to the contradiction between the huge demand and insufficient financial investment of highway funds stage, at this stage the government is still unable to provide completely free for highway construction therefore, the highway construction funds are still there is a big gap. By understanding the government put forward traffic construction to achieve a new leap forward development at the same time, to analyze the new policy and direction, and according to the development target of Guangxi highway, put forward some reasonable suggestions on the financing problems of Guangxi highway.
First of all, this paper expounds all kinds of research and theories at home and abroad, emphasizing that the government is responsible for providing the responsibility of providing public products to the society, the influence of macro policy on financing, and the necessity and urgency of research.
Secondly, through elaborating the attributes and characteristics of highway project, and through the domestic and foreign present research and theories, stressed that the government is responsible for providing public products provided by the responsibility to the social impact of macroeconomic policy on financing, the government proposed to establish and perfect the importance of relevant policies and measures.
Again, this paper through the course of the development of transportation in Guangxi, combined with the current actual situation of Guangxi, through the Guangxi traffic situation analysis to current situation and present empirical Guangxi highway financing facing major problems facing Guangxi highway construction financing in the current macro policy and the causes.
Fourth, taking the financing policy and mode of Guangdong Guizhou highway construction as well as the practice of foreign highway construction mode, we can learn from the advanced experience of financing policies and models with reference value at home and abroad, and study its application.
Finally, based on Guangxi, taking the government as the guidance of highway construction, analyzing the national macro policy and analyzing the role change of Guangxi government for highway financing, it puts forward reasonable suggestions for Guangxi government to formulate Guangxi highway financing policies and strategies.
