高速公路PPP項(xiàng)目收益相關(guān)者的收益分配研究

【摘要】:在我國(guó)PPP融資模式以其投資主體多元化、消除費(fèi)用超支、項(xiàng)目參與者間優(yōu)勢(shì)互補(bǔ)組成戰(zhàn)略聯(lián)盟和合理分配風(fēng)險(xiǎn)的優(yōu)勢(shì)解決了公共基礎(chǔ)設(shè)施在建設(shè)、運(yùn)營(yíng)和維護(hù)過(guò)程中的高費(fèi)用、長(zhǎng)周期、高風(fēng)險(xiǎn)、難管理的問(wèn)題。一些地方政府積極把PPP融資模式應(yīng)用于高速公路項(xiàng)目,轉(zhuǎn)換政府職能并大大減輕的政府的財(cái)政負(fù)擔(dān)。以往的文獻(xiàn)多是分析一種收益分配模型并展開(kāi)研究而缺乏將不同的收益分配模型對(duì)比優(yōu)劣,本文首先通過(guò)近幾年國(guó)內(nèi)外PPP模式的研究、發(fā)展趨勢(shì)提出高速公路項(xiàng)目有關(guān)的收益相關(guān)者理論,將項(xiàng)目參與者分為政府和私人投資者兩類收益相關(guān)集團(tuán),并根據(jù)收益相關(guān)者的收益訴求作為PPP模式下高速公路項(xiàng)目收益相關(guān)者收益分配的主要依據(jù),然后在論證可行性的基礎(chǔ)上構(gòu)建我國(guó)現(xiàn)有的主要收益分配模型Nash談判模型和Shapley收益分配模型,引入收益分配影響因子,利用ANP (網(wǎng)絡(luò)分析法)確定收益分配影響因子的權(quán)重來(lái)修正完善收益分配方案,ANP法具有多樣性,能夠描述復(fù)雜的系統(tǒng)結(jié)構(gòu),使其更好的應(yīng)用于高速公路項(xiàng)目的實(shí)際操作過(guò)程中。最后借助實(shí)際案例——M高速公路PPP項(xiàng)目得到的未修正收益分配方案和修正后的收益分配方案,比較Nash談判模型和Shapley收益分配模型的優(yōu)劣,驗(yàn)證結(jié)果表明修正后的Shapley收益分配模型更能體現(xiàn)收益相關(guān)者分配的公平性和激勵(lì)項(xiàng)目的效率性,對(duì)未來(lái)高速公路項(xiàng)目的應(yīng)用和推廣都具有一定的參考價(jià)值。
[Abstract]:In our country, the PPP financing model has solved the high cost in the process of construction, operation and maintenance of public infrastructure because of its diversification of investment subjects, elimination of cost overruns, strategic alliance between project participants and rational allocation of risks.Long-term, high-risk, difficult-to-manage problems.Some local governments actively apply the PPP financing model to highway projects to transform government functions and greatly reduce the financial burden of the government.Most of the previous literature is to analyze a kind of income distribution model and carry out research, but the lack of different income distribution model to compare the advantages and disadvantages, this paper first through the domestic and foreign PPP model research in recent years.The trend of development puts forward the theory of income related to expressway project, which divides the project participants into two groups: government and private investors.And according to the income demands of the income stakeholders as the main basis for the income distribution of the highway project revenue stakeholders under the PPP mode,Then, on the basis of demonstrating the feasibility, we construct the main income distribution model Nash negotiation model and Shapley income distribution model, and introduce the influence factor of income distribution.ANP (Network Analysis method) is used to determine the weight of the influence factor of income distribution to modify and perfect the income distribution scheme. It can describe the complex system structure and make it better used in the actual operation process of expressway project.Finally, with the help of practical cases, the uncorrected income distribution scheme and the revised income distribution scheme obtained from the M Expressway PPP project, the advantages and disadvantages of the Nash negotiation model and the Shapley revenue distribution model are compared.The results show that the modified Shapley income allocation model can better reflect the fairness of income distribution and the efficiency of incentive projects. It has some reference value for the application and promotion of expressway projects in the future.
