【摘要】： 近年來(lái),隨著我國(guó)高速公路的快速發(fā)展,吉林省高速公路事業(yè)取得了長(zhǎng)足發(fā)展,呈現(xiàn)出持續(xù)、協(xié)調(diào)、快速發(fā)展的良好態(tài)勢(shì)。但對(duì)于高速公路的管理,吉林省和國(guó)內(nèi)其他省份一樣存在著許多復(fù)雜的矛盾和問(wèn)題,既有國(guó)內(nèi)各省普遍存在的管理通病,也有吉林省自身的特點(diǎn)和問(wèn)題。解決吉林省高速公路管理中存在的問(wèn)題,不僅可以加快吉林省高速公路管理科學(xué)化、規(guī)范化,克服現(xiàn)行管理中存在的弊端,而且可以為全國(guó)實(shí)現(xiàn)高速公路管理體制最終的統(tǒng)一提供有價(jià)值的參考。 本文立足于解決吉林省高速公路管理中面臨的問(wèn)題,利用理論聯(lián)系實(shí)際、借鑒與創(chuàng)新相結(jié)合,比較性研究與規(guī)律性研究相結(jié)合的方法,對(duì)吉林省高速公路管理現(xiàn)狀進(jìn)行總結(jié)和分析,指出當(dāng)前吉林省高速公路管理中存在的問(wèn)題和原因。最后在前面總結(jié)、分析、論述的基礎(chǔ)上,對(duì)原有的管理模式提出了改革的設(shè)想,提出了新的管理模式,即:第一,成立高速公路國(guó)有資產(chǎn)管理委員會(huì),明確產(chǎn)權(quán)主體和經(jīng)營(yíng)管理主體;第二,改革高速公路建設(shè)體制,高速公路建設(shè)職能劃歸省高管局,實(shí)行項(xiàng)目代建制;第三,調(diào)整機(jī)構(gòu)設(shè)置,改過(guò)去的線性化管理為區(qū)域化管理,減少管理層次,精簡(jiǎn)機(jī)構(gòu),增加管理幅度,提高管理的效率;第四,建立全省統(tǒng)一收費(fèi)帳戶,建立科學(xué)的拆分帳制度,實(shí)現(xiàn)對(duì)經(jīng)營(yíng)性企業(yè)的有力監(jiān)管;第五,推進(jìn)養(yǎng)護(hù)市場(chǎng)化改革,從內(nèi)部養(yǎng)護(hù)市場(chǎng)化模擬入手,逐步放開(kāi)高速公路養(yǎng)護(hù)市場(chǎng),實(shí)現(xiàn)良性競(jìng)爭(zhēng)和高效率;第六,將交警部門(mén)負(fù)責(zé)的交通安全職能劃歸高管局,與路政部門(mén)合并成立綜合執(zhí)法大隊(duì),統(tǒng)一負(fù)責(zé)高速公路的交通安全和路政執(zhí)法,精簡(jiǎn)人員,提高效率。通過(guò)一系列具體改革措施實(shí)施,有力地推動(dòng)地吉林省高速公路管理水平的提高。
[Abstract]:In recent years, with the rapid development of expressway in our country, Jilin Province highway cause has made great progress, showing a good situation of sustained, coordinated and rapid development. There are many complicated contradictions and problems in Jilin Province, like other provinces in China. There are common problems in the management of Jilin Province, but also the characteristics and problems of Jilin Province itself, so as to solve the problems existing in highway management in Jilin Province. It can not only speed up the scientific and standardized highway management in Jilin Province, but also provide a valuable reference for realizing the ultimate unification of highway management system in the whole country. Based on solving the problems in highway management in Jilin Province, this paper combines the theory with practice, the combination of reference and innovation, the combination of comparative research and regularity research. This paper summarizes and analyzes the present situation of highway management in Jilin Province, and points out the existing problems and reasons in highway management in Jilin Province. Finally, on the basis of the previous summary, analysis and discussion, This paper puts forward a tentative plan for the reform of the original management mode, and puts forward a new management model, that is, first, the establishment of the expressway state-owned assets management committee to clarify the main body of property rights and management, second, the reform of the highway construction system, The function of highway construction is assigned to the provincial executive bureau, implementing the project agent system; third, adjusting the organization setting, changing the past linearization management into the regionalization management, reducing the management level, streamlining the organization, increasing the management range and improving the management efficiency; Fourth, the establishment of a unified toll account in the province, the establishment of a scientific split account system, and the realization of effective supervision over the operating enterprises; fifthly, to promote the market-oriented reform of maintenance, starting with the marketing simulation of internal maintenance, Gradually liberalize the expressway maintenance market to achieve healthy competition and high efficiency; sixth, assign the traffic safety functions of the traffic police department to the executive management bureau, and merge with the highway and administrative departments to set up a comprehensive law enforcement brigade. It is unified in charge of highway traffic safety and highway administration law enforcement, streamlining personnel and improving efficiency. Through a series of concrete reform measures, it can promote the improvement of highway management level in Jilin Province.
