中國西南邊境公路建設狀況及意義研究

【摘要】:我國邊境地區(qū)歷來都是捍衛(wèi)國家主權完整的前沿陣地,是維護國家安全的第一道防線,更是融政治、軍事為一體的重要門戶。搞好邊疆地區(qū)的發(fā)展,關系到邊防鞏固和民族團結,關系到對外開放基本國策的全面貫徹,關系到邊境地區(qū)的穩(wěn)定和發(fā)展。 由于歷史原因,邊境少數民族地區(qū)大都比較偏遠,交通發(fā)展滯后,使得邊疆地區(qū)豐富的資源沒能轉化成競爭優(yōu)勢,嚴重阻礙了邊境地區(qū)社會經濟的發(fā)展,使邊境少數民族地區(qū)處于貧困狀況。而如今以經濟為基礎的綜合國力的競爭逐漸成為國家競爭的核心,經濟安全的戰(zhàn)略地位日益凸顯,沒有經濟安全就沒有國家安全。西南邊疆地區(qū)已經從軍事前哨轉變成了改革開放的前沿,軍事對抗因素逐漸減弱,非傳統(tǒng)安全隱患日益嚴峻,而邊境地區(qū)的貧困狀況則是一個國家最大的不安全隱患,廣大民族地區(qū)若長期處于貧困狀況,思想意識上必然會滋長消極的因素,勢必會導致社會局勢的不穩(wěn)定,不利于民族的團結。此外,交通發(fā)展狀況與國防建設也有著密切的聯(lián)系,影響著國家安全戰(zhàn)略的制定和實施。 要解決邊境地區(qū)的貧困現象,發(fā)展邊境地區(qū)的經濟,鞏固國防建設,維護邊疆穩(wěn)定,前提條件就是要發(fā)展交通事業(yè)。其中公路交通是最有利的保障,廣西和云南兩省在建設邊境公路方面走在了全國的前列,因此研究西南邊境公路的建設狀況,對維護我國邊疆穩(wěn)定,提升邊疆建設水平有著極其重要的現實和理論意義。 本文采用了文獻資料分析和實地調研相結合的研究方法,全文共分五章,第一章緒論,主要介紹了選題緣由及意義、相關的研究動態(tài)、研究的主要方法。 第二章介紹了我國西南邊境的行政區(qū)劃,社會經濟、自然地理狀況,以及邊境地區(qū)民族的分布情況。并概述了西南邊境兩省廣西和云南的邊境公路建設的狀況,介紹了從解放前的邊境公路建設到新中國成立后至今的邊境地區(qū)公路的建設的大體脈絡以及兩省通往邊境的主要公路干線和通往國外的主要公路干線。 第三章從新安全觀出發(fā),分析了中國西南邊境的周邊安全態(tài)勢和所面臨的日益嚴峻的非傳統(tǒng)安全隱患。 第四章和第五章從地緣政治和地緣經濟這兩個方面分析了邊境地區(qū)公路建設對邊境地區(qū)軍事戰(zhàn)備、現代邊防建設、跨界民族發(fā)展和能源安全、邊境貿易、邊境口岸建設、邊境旅游等方面的影響及重要作用。 第五章是筆者對廣西邊境的“中越沿邊公路”(水口關段)的調研,通過對當地邊防部隊駐軍的生活條件、邊防巡邏、跨界民族經濟、邊民生活條件、出行和生產方式、以及邊境貿易和口岸建設,邊境旅游發(fā)展等的調研來論證邊境公路建設對邊境地區(qū)經濟的發(fā)展和社會的穩(wěn)定所起到的重要作用及其意義。
[Abstract]:The border area of our country has always been the frontier position to safeguard the national sovereignty integrity, the first line of defense to safeguard the national security, and the important portal of integrating politics and military affairs.To do a good job in the development of frontier areas is related to the consolidation of frontier defense and national unity, to the comprehensive implementation of the basic national policy of opening up to the outside world, and to the stability and development of border areas.Due to historical reasons, most of the border ethnic minority areas are relatively remote and the traffic development is lagging behind. The rich resources in the border areas have not been transformed into competitive advantages, which have seriously hindered the social and economic development of the border areas.Put the border minority areas in poverty.Nowadays, the competition of comprehensive national strength based on economy has gradually become the core of national competition. The strategic position of economic security is increasingly prominent, and there is no national security without economic security.The southwest frontier area has changed from a military outpost to a frontier of reform and opening up. The factors of military confrontation have gradually weakened, non-traditional security risks have become increasingly serious, and the poverty situation in the border areas is the biggest insecurity hidden danger in a country.If the vast minority areas are in the state of poverty for a long time, the negative factors will inevitably grow in ideology, which will inevitably lead to the instability of the social situation and be unfavorable to the unity of the nation.In addition, traffic development is closely related to national defense construction, which affects the formulation and implementation of national security strategy.In order to solve the poverty phenomenon in the border areas, develop the economy, consolidate the national defense construction, and maintain the stability of the border areas, the prerequisite is to develop the transportation industry.Among them, highway traffic is the most favorable guarantee. Guangxi and Yunnan provinces have been in the forefront of the whole country in the construction of border roads. Therefore, studying the construction situation of southwestern border roads will help maintain the stability of our border areas.It is of great realistic and theoretical significance to improve the level of frontier construction.This paper adopts the research method of the combination of literature analysis and field investigation. The full text is divided into five chapters. The first chapter introduces the reason and significance of the topic, the related research trends, and the main research methods.The second chapter introduces the administrative division, social economy, natural geography, and the distribution of ethnic groups in the border areas.And summarized the situation of border highway construction between Guangxi and Yunnan in the two southwest border provinces,This paper introduces the general context of the border highway construction from the pre-liberation to the present after the founding of New China, as well as the main highway trunk lines leading to the border between the two provinces and the main highway trunk lines to the foreign countries.The third chapter analyzes the security situation around the southwestern border of China and the increasingly serious unconventional security hidden danger from the view of new security.The fourth and fifth chapters analyze the military war readiness, modern border construction, cross-border national development and energy security, border trade, border port construction in border areas from the two aspects of geopolitics and geo-economy.Border tourism and other aspects of the impact and important role.The fifth chapter is the author's investigation of the "China-Vietnam Border Highway" (Shuikouguan section) along the Guangxi border, through the living conditions of the garrison stationed by the local frontier defense troops, the frontier patrol, the cross-border national economy, the living conditions of the border people, the travel and production methods,As well as border trade and port construction, border tourism development and other research to demonstrate the border road construction on the economic development of border areas and social stability played an important role and significance.
