京津冀交通建設(shè)利益相關(guān)者風(fēng)險態(tài)度及風(fēng)險分擔(dān)模式研究

【摘要】:自京津冀一體化提出“要優(yōu)先發(fā)展區(qū)域交通建設(shè)”以來,三地一直共同致力于建設(shè)“軌道上的京津冀”。京津冀交通建設(shè)項(xiàng)目涉及到京、津、冀三個省區(qū),這些省區(qū)之間制度和政策安排上的不協(xié)調(diào)往往會導(dǎo)致該區(qū)域交通項(xiàng)目在可行性研究、融資、規(guī)劃、建設(shè)、運(yùn)營等階段出現(xiàn)諸多不確定性,導(dǎo)致所面臨的風(fēng)險十分復(fù)雜。這些風(fēng)險往往貫穿于項(xiàng)目的整個壽命周期,而且會涉及到眾多的利益相關(guān)者,例如各地政府部門、投資人、業(yè)主、金融機(jī)構(gòu)、設(shè)計、施工、監(jiān)理、保險、環(huán)保及當(dāng)?shù)鼐用。這些利益相關(guān)者既是風(fēng)險損失的承擔(dān)者和風(fēng)險收益的獲得者,也是項(xiàng)目風(fēng)險管理活動的決策者,在項(xiàng)目各個階段發(fā)生的風(fēng)險必然與利益相關(guān)者相關(guān)聯(lián),而項(xiàng)目各利益相關(guān)者對待風(fēng)險的不同態(tài)度和他們之間的利益關(guān)系,使得風(fēng)險處置和管理變得更加復(fù)雜困難。鑒于京津冀交通項(xiàng)目涉及眾多利益相關(guān)者,建設(shè)過程中面臨的風(fēng)險因素復(fù)雜繁多,因此,有效的風(fēng)險因素識別和合理的風(fēng)險分擔(dān)模式至關(guān)重要。本文首先對京津冀交通項(xiàng)目建設(shè)階段的主要利益相關(guān)者進(jìn)行識別和分析,調(diào)查他們在項(xiàng)目建設(shè)階段的風(fēng)險態(tài)度。然后通過構(gòu)建施工階段風(fēng)險因素識別框架,從利益相關(guān)者風(fēng)險態(tài)度的視角出發(fā)對京津冀交通建設(shè)階段的風(fēng)險因素進(jìn)行識別,采用調(diào)查問卷的形式對風(fēng)險發(fā)生的可能性及嚴(yán)重性程度開展調(diào)查數(shù)據(jù)分析,運(yùn)用風(fēng)險重要性指數(shù)劃分風(fēng)險等級,確定影響項(xiàng)目的關(guān)鍵風(fēng)險因素,進(jìn)一步生成具有針對性的風(fēng)險因素清單。最后基于各利益相關(guān)者對于關(guān)鍵風(fēng)險因素的態(tài)度,結(jié)合風(fēng)險分擔(dān)原則構(gòu)建京津冀交通建設(shè)各利益相關(guān)者的風(fēng)險分擔(dān)模式。本文從利益相關(guān)者風(fēng)險態(tài)度的視角出發(fā)對風(fēng)險因素進(jìn)行識別,提高了風(fēng)險識別的準(zhǔn)確性,也更具有針對性,而基于此構(gòu)建的風(fēng)險分擔(dān)模式更有利于各利益相關(guān)者明確自身責(zé)任。本研究提出的風(fēng)險分擔(dān)模式及對策建議,可以為京津冀交通項(xiàng)目建設(shè)各利益相關(guān)者,特別是政府和企業(yè)之間的合理分擔(dān)風(fēng)險提供理論基礎(chǔ)和實(shí)踐應(yīng)用指南,為京津冀交通建設(shè)施工階段的風(fēng)險管理工作提供支持。
[Abstract]:Since Beijing-Tianjin-Hebei integration put forward "priority to develop regional traffic construction", the three places have been working together to build "Beijing-Tianjin-Hebei on track".Beijing-Tianjin-Hebei transportation construction projects involve three provinces and regions, namely, Beijing, Tianjin, and Hebei. The incoordination of systems and policy arrangements between these provinces and autonomous regions often leads to the feasibility study, financing, planning, and construction of regional transport projects.Operation and other stages appear many uncertainties, resulting in the risk is very complex.These risks often span the life cycle of the project and involve a wide range of stakeholders, such as local government departments, investors, owners, financial institutions, design, construction, supervision, insurance, environmental protection, and local residents.These stakeholders are both the stakeholders of risk loss and the winners of risk gains, and also the decision makers of project risk management activities. The risks that occur at all stages of the project are necessarily associated with stakeholders.The different attitudes of project stakeholders towards risk and their interest relationship make risk management more complex and difficult.Because the Beijing-Tianjin-Hebei transportation project involves many stakeholders and the risk factors in the construction process are complex and numerous, it is very important to identify effective risk factors and reasonable risk sharing model.In this paper, the main stakeholders in the construction phase of the Beijing-Tianjin-Hebei transportation project are identified and analyzed, and their risk attitude in the construction phase is investigated.Then through the construction stage risk factor identification frame, from the stakeholder risk attitude angle of view, carries on the identification to the Beijing-Tianjin-Hebei transportation construction stage risk factor.The questionnaire is used to analyze the probability and severity of the risk, and the risk importance index is used to classify the risk and determine the key risk factors that affect the project.Further generate a targeted list of risk factors.Finally, based on the attitude of the stakeholders to the key risk factors, combined with the principle of risk sharing, this paper constructs the risk sharing model of the stakeholders in the traffic construction of Beijing, Tianjin and Hebei.In this paper, the risk factors are identified from the perspective of stakeholders' risk attitude, which improves the accuracy of risk identification and is more targeted, and the risk-sharing model based on this is more helpful for the stakeholders to clarify their own responsibilities.The risk sharing model and countermeasures proposed in this study can provide the theoretical basis and practical application guide for the reasonable risk sharing among the stakeholders in the construction of Beijing-Tianjin-Hebei transportation projects, especially between the government and the enterprises.To provide support for the risk management in the construction phase of Beijing, Tianjin and Hebei.
