【摘要】:城市交通問題之核心是如何建立和維持供需平衡,供需平衡的實(shí)質(zhì)是資源優(yōu)化配置,而市場在資源配置中應(yīng)發(fā)揮決定性作用;趯(duì)中國大城市交通發(fā)展的客觀總結(jié),提出市場化是城市交通可持續(xù)發(fā)展的必由之路,并分析城市交通市場化的理論依據(jù)、必要性及可行性,提出城市交通市場化發(fā)展的戰(zhàn)略目標(biāo)和任務(wù),以及在基礎(chǔ)設(shè)施建設(shè)、公共交通服務(wù)、停車建設(shè)運(yùn)營、交通需求管理、交通技術(shù)創(chuàng)新等重點(diǎn)領(lǐng)域推進(jìn)市場化的實(shí)施路徑。
[Abstract]:The core of urban traffic problem is how to establish and maintain the balance of supply and demand. The essence of the balance of supply and demand is the optimal allocation of resources, and the market should play a decisive role in the allocation of resources. This paper points out that marketization is the only way for the sustainable development of urban transportation, and analyzes the theoretical basis, necessity and feasibility of the marketization of urban traffic, and puts forward the strategic objectives and tasks of the market-oriented development of urban transportation, as well as the construction of infrastructure. Public transport services, parking construction and operation, traffic demand management, traffic technology innovation and other key areas to promote the implementation of market-oriented path.
