【摘要】:危險(xiǎn)品培訓(xùn)是危險(xiǎn)品安全運(yùn)輸?shù)闹匾WC。確保危險(xiǎn)品培訓(xùn)具有良好的培訓(xùn)效果,也是在為危險(xiǎn)品安全運(yùn)輸做準(zhǔn)備,把握好危險(xiǎn)品運(yùn)輸?shù)牡谝魂P(guān)。根據(jù)《危險(xiǎn)品安全航空運(yùn)輸技術(shù)細(xì)則》的規(guī)定,需要進(jìn)行危險(xiǎn)品培訓(xùn)的人員一共有十二類人員,每年需要培訓(xùn)的危險(xiǎn)品從業(yè)人員的人數(shù)都在增加。航空公司和機(jī)場(chǎng)的危險(xiǎn)品培訓(xùn)工作一般是通過(guò)內(nèi)部培訓(xùn)或交由外部培訓(xùn)機(jī)構(gòu)來(lái)進(jìn)行的,這樣公司或機(jī)構(gòu)每年在危險(xiǎn)品培訓(xùn)上的花費(fèi)都較大。在花費(fèi)了大量的人力和物力后,如何評(píng)判危險(xiǎn)品培訓(xùn)是否有效是個(gè)難題。大多企業(yè)只是通過(guò)簡(jiǎn)單的問(wèn)卷調(diào)查和知識(shí)考核來(lái)檢驗(yàn)危險(xiǎn)品培訓(xùn)是否有效,這種較低層次的評(píng)估沒(méi)有辦法充分說(shuō)明評(píng)估的有效性。因此建立一個(gè)系統(tǒng)科學(xué)的危險(xiǎn)品培訓(xùn)效果評(píng)估體系是很有必要的。本文從理論與實(shí)踐相結(jié)合的角度出發(fā),通過(guò)對(duì)危險(xiǎn)品培訓(xùn)過(guò)程的觀察以及與危險(xiǎn)品專家的交流,分別對(duì)托運(yùn)人、安檢和地面處理人員、機(jī)組人員三類人員的培訓(xùn)內(nèi)容進(jìn)行優(yōu)化,以期達(dá)到提高危險(xiǎn)品培訓(xùn)有效性的目的。并以柯氏四級(jí)評(píng)估模型為基礎(chǔ),建立了危險(xiǎn)品培訓(xùn)效果評(píng)估體系,按照危險(xiǎn)品培訓(xùn)效果評(píng)估體系的指標(biāo)選取原則和步驟,通過(guò)文獻(xiàn)分析法、觀察法和專家咨詢等方法確立了各級(jí)指標(biāo),并對(duì)各指標(biāo)的涵義進(jìn)行了闡釋,運(yùn)用層次分析法對(duì)各級(jí)指標(biāo)進(jìn)行權(quán)重分配,然后通過(guò)模糊綜合評(píng)估法來(lái)進(jìn)行綜合評(píng)估。最后,確定了各級(jí)指標(biāo)的評(píng)估方法。并通過(guò)實(shí)證分析來(lái)證實(shí)該體系的實(shí)用性和可行性。本文對(duì)危險(xiǎn)品培訓(xùn)效果評(píng)估體系的建立做了嘗試性的探索,希望能通過(guò)該體系促進(jìn)危險(xiǎn)品培訓(xùn)的發(fā)展,使危險(xiǎn)品培訓(xùn)能最大程度上的發(fā)揮其效用。
[Abstract]:Dangerous goods training is an important guarantee for the safe transportation of dangerous goods. Grasp the first pass for the transport of dangerous goods. According to the Technical rules for the safe Transport of dangerous goods by Air, there are a total of 12 categories of personnel who need to be trained in dangerous goods. The number of dangerous goods practitioners in need of training is increasing every year. Dangerous goods training for airlines and airports is generally carried out through internal training or by external training institutions. In this way, companies or institutions spend a lot of money on dangerous goods training every year. After spending a lot of manpower and material resources, How to judge the effectiveness of dangerous goods training is a difficult problem. Most enterprises only use simple questionnaires and knowledge assessment to test whether dangerous goods training is effective or not. Therefore, it is necessary to establish a systematic and scientific evaluation system for the effectiveness of dangerous goods training. By observing the dangerous goods training process and communicating with dangerous goods experts, the training contents of the shippers, security inspection and ground handling personnel and crew members are respectively optimized. In order to improve the effectiveness of dangerous goods training, a dangerous goods training effect evaluation system was established based on the evaluation model of four grades of dangerous goods, and the principles and steps were selected according to the index of dangerous goods training effect evaluation system. Through the methods of literature analysis, observation and expert consultation, the index at all levels is established, and the meaning of each index is explained, and the weight distribution of the index at all levels is carried out by using the analytic hierarchy process (AHP). Then the fuzzy comprehensive evaluation method is used to carry out the comprehensive evaluation. Finally, The evaluation methods of indicators at all levels are determined, and the practicability and feasibility of the system are verified by empirical analysis. This paper makes a tentative exploration on the establishment of the evaluation system for the training effect of dangerous goods. Hope to promote the development of dangerous goods training through this system, so that dangerous goods training can maximize its effectiveness.
