廣州地鐵總公司發(fā)展戰(zhàn)略研究

【摘要】:隨著中國經(jīng)濟(jì)的發(fā)展,城市化進(jìn)程逐步加快,城市人口急劇增長,大量流動人口涌進(jìn)城市,人員出行和物資交流頻繁,使得城市的交通局勢日趨嚴(yán)峻。當(dāng)前,全國大中城市普遍存在著道路擁擠、車輛堵塞、交通秩序混亂的現(xiàn)象,如何解決城市交通問題已成為全社會關(guān)注的焦點。經(jīng)過經(jīng)驗證明,城市軌道交通具有安全、準(zhǔn)點、舒適、便捷等特點,發(fā)展城市軌道交通能大大緩解城市的交通壓力。因此,近年來,我國紛紛上馬地鐵建設(shè)工程,全國掀起一股“地鐵建設(shè)熱潮”。 然而,軌道交通的建設(shè)投資巨大,一般來說,地鐵每公里造價約為5億元,一條軌道交通線路上馬動輒幾十億元,甚至上百億元。同時,由于城市軌道交通具有明顯的社會公益性,致使在運營票務(wù)方面的盈利能力存在局限性。因此,城市軌道交通企業(yè)的可持續(xù)發(fā)展成為了一個有待研究的課題。 廣州地鐵總公司負(fù)責(zé)廣州地鐵項目的建設(shè)和運營,具體負(fù)責(zé)地鐵各條線路的規(guī)劃、設(shè)計、拆遷、建設(shè)、運營和附屬資源開發(fā),政府直接以行政管理的方式管理從建設(shè)到運營的各個環(huán)節(jié),通過市發(fā)改委、建委、交委等相關(guān)職能部門,參與地鐵建設(shè)和運營的管理。作為中國國內(nèi)城市軌道交通的先行者之一,通過19年建設(shè)和運營的發(fā)展,廣州地鐵至今已形成8條線路236公里的軌道交通線網(wǎng)。如何創(chuàng)新思維、開拓思路,在現(xiàn)時地鐵興建熱潮的環(huán)境下確定公司未來發(fā)展的方向,尋求合適的發(fā)展機(jī)會,做大做強(qiáng),是擺在廣州地鐵總公司面前一個亟待解決的問題。 廣州地鐵實行建設(shè)、運營一體化的經(jīng)營模式,其最大的特點就在于可形成對資源的一種相對壟斷,能夠在統(tǒng)籌規(guī)劃的基礎(chǔ)上實現(xiàn)資源的有機(jī)整合,獲取最大的邊際效益。本文旨在運用科學(xué)的分析方法,以廣州地鐵總公司為研究主體,通過分析廣州地鐵總公司的內(nèi)部資源能力和外部環(huán)境,從實現(xiàn)企業(yè)具備自我造血的能力和可持續(xù)發(fā)展的角度入手,研究確定廣州地鐵總公司的發(fā)展戰(zhàn)略選擇,,并得出與廣州地鐵總公司所屬資源和環(huán)境機(jī)會相匹配的戰(zhàn)略實施和保障等研究成果。
[Abstract]:With the development of Chinese economy, the process of urbanization is speeding up step by step, the urban population is increasing rapidly, a large number of floating population is flocking into the city, and people travel and exchanging materials frequently, which makes the traffic situation of the city become more and more serious. At present, The phenomenon of road congestion, traffic jam and traffic disorder exists in large and medium-sized cities in China. How to solve urban traffic problems has become the focus of attention of the whole society. Through experience, it has been proved that urban rail transit is safe, punctual and comfortable. The development of urban rail transit can greatly relieve the traffic pressure of the city. Therefore, in recent years, China has embarked on subway construction projects, the whole country set off a "subway construction upsurge". However, the investment in the construction of rail transit is huge. In general, the construction cost of the subway is about 500 million yuan per kilometer, and the construction of a rail transit line can easily cost several billion yuan, or even 10 billion yuan. At the same time, Due to the obvious social welfare of urban rail transit, the profitability of ticket management is limited. Therefore, the sustainable development of urban rail transit enterprises has become a subject to be studied. The Guangzhou Metro Corporation is in charge of the construction and operation of the Guangzhou subway project, and is specifically responsible for the planning, design, demolition, construction, operation and development of subsidiary resources of each subway line. The government directly manages all links from construction to operation through the municipal development and reform commission, the construction commission, the traffic commission and other relevant functional departments, Take part in the management of subway construction and operation. As one of the pioneers of urban rail transit in China, through the development of construction and operation for 19 years, Guangzhou Metro has formed a 236km rail transit network of 8 lines. It is an urgent problem for Guangzhou Metro Corporation to find out the direction of its future development, to seek suitable development opportunities and to make it bigger and stronger under the current upsurge of subway construction. The most important characteristic of the integrated operation mode of Guangzhou metro is that it can form a relative monopoly on resources and realize the organic integration of resources on the basis of overall planning. The purpose of this paper is to use the scientific analysis method, taking Guangzhou Metro Corporation as the main body of study, through the analysis of the internal resource capacity and external environment of Guangzhou Metro Corporation. From the angle of realizing the ability of self-hematopoiesis and sustainable development of the enterprise, this paper studies and determines the development strategy choice of Guangzhou Metro Corporation. The research results of strategic implementation and protection matching with the resources and environmental opportunities of Guangzhou Metro Corporation are obtained.
