蒙西地區(qū)發(fā)展高速鐵路的探析與研究

【摘要】:鐵路最早問世于十九世紀(jì)初的英國,是人類歷史上第一項(xiàng)公共交通工具。在二十世紀(jì)汽車出現(xiàn)前,這中間鐵路一直是陸上交通運(yùn)輸?shù)闹饕α俊T谖覈?鐵路不僅是重要的交通運(yùn)輸工具,而且是國民經(jīng)濟(jì)的中堅(jiān)力量,同時(shí)也是重要的基礎(chǔ)設(shè)施,對(duì)經(jīng)濟(jì)發(fā)展和人民生活有著非常重要的作用。改革開放后,我國的鐵路建設(shè)取得了非常大的成績(jī),為國民經(jīng)濟(jì)的發(fā)展做出了重要貢獻(xiàn),但是鐵路購票緊張的現(xiàn)象仍然存在,節(jié)假日購票緊張的問題時(shí)有發(fā)生,尤其是每年的春運(yùn)期間這種現(xiàn)象更加嚴(yán)重。因此,修建高速鐵路,加快高鐵建設(shè)步伐,已經(jīng)變得勢(shì)在必行。在我國,隨著高鐵建設(shè)的不斷發(fā)展,“四縱四橫”的鐵路快客通道已經(jīng)形城,六大城際快客系統(tǒng)也已實(shí)現(xiàn),到2020年,我國鐵路將再次基礎(chǔ)上形成新的鐵路網(wǎng)絡(luò)效應(yīng),這將較大地影響目前的交通格局。地處我國北部邊疆的內(nèi)蒙古自治區(qū),在行政區(qū)域規(guī)劃上是我國的少數(shù)民族自治區(qū),在資源環(huán)境方面又是我國的煤炭、稀土等能源的集中地。而以“呼包鄂”三市為核心與引擎,輻射帶動(dòng)阿拉善、烏蘭察布、巴彥淖爾和烏海四盟市形成的內(nèi)蒙古“西部經(jīng)濟(jì)區(qū)”,無論是在資源、經(jīng)濟(jì)總量,還是在人均生產(chǎn)總值方面,都扮演著內(nèi)蒙地區(qū)的重要角色。但是交通運(yùn)輸?shù)牟粫惩?尤其是鐵路網(wǎng)絡(luò)滯后于全國鐵路網(wǎng)絡(luò)的現(xiàn)狀,嚴(yán)重制約了蒙西地區(qū)經(jīng)濟(jì)的發(fā)展。無疑,在蒙西地區(qū)修建高鐵,對(duì)于加快人才交流、促進(jìn)物資流通、降低物流成本等都將起到積極的作用。本文在梳理鐵路發(fā)展歷史和我國高鐵現(xiàn)狀的前提下,重點(diǎn)從蒙西地區(qū)地理、環(huán)境、人口、資源、經(jīng)濟(jì)發(fā)展?fàn)顩r等幾個(gè)方面研究蒙西地區(qū)高鐵建設(shè)的必要性和可行性,進(jìn)而通過比較分析、定性定量、層次分析、抽樣分析、歸納演繹等多種研究方法進(jìn)行探析與研究,總結(jié)蒙西地區(qū)高鐵初步建成后為該地區(qū)經(jīng)濟(jì)發(fā)展、人民生活水平等方面帶來的影響和變化,進(jìn)而展望蒙西地區(qū)高鐵網(wǎng)絡(luò)進(jìn)入成熟期后,對(duì)于蒙西地區(qū)自身、以及內(nèi)蒙古全區(qū),乃至全國的經(jīng)濟(jì)發(fā)展都會(huì)有非常重要的意義。
[Abstract]:It was the first public transport vehicle in the history of mankind in the early 19th century. Before the automobile appeared in the 20th century, the railway was the main force of land transportation. Railway is not only an important means of transportation, but also a backbone of the national economy, and also an important infrastructure, which plays a very important role in economic development and people's livelihood. China's railway construction has made great achievements and made important contributions to the development of the national economy. However, the phenomenon of railway ticket shortage still exists. Especially during the Spring Festival transportation every year, this phenomenon is even more serious. Therefore, it is imperative to build high-speed railway and speed up the construction of high-speed railway. In our country, With the continuous development of high-speed rail construction, the "four vertical and four horizontal" railway passenger passageways have formed a city, and the six major inter-city fast passenger systems have been realized. By 2020, China's railways will once again form a new railway network effect on the basis. This will greatly affect the current traffic pattern. The Inner Mongolia Autonomous region, which is located on the northern border of China, is the autonomous region of the ethnic minorities in our country in terms of administrative planning, and it is also the coal of our country in terms of resources and environment. The concentration of rare earths and other energy sources. And with the three cities of "Hubao and E" as the core and engine, radiation has led to the formation of Inner Mongolia's "Western Economic Zone" by the four cities of Alashan, Ulaanchab, Bayannur and Wuhai, whether in terms of resources or total economic volume. Still, in terms of per capita GDP, they all play an important role in Inner Mongolia. But the lack of smooth transportation, especially the fact that the railway network lags behind the national railway network, has seriously restricted the economic development of the western region of Mengxi. The construction of high-speed railway in Mengxi area will play a positive role in speeding up the exchange of talents, promoting the circulation of materials and reducing the cost of logistics. Under the premise of combing the history of railway development and the present situation of high-speed rail in China, this paper will focus on the geography of the region of Mengxi. This paper studies the necessity and feasibility of high-speed rail construction in Mengxi region from the aspects of environment, population, resources and economic development, and then through comparative analysis, qualitative and quantitative analysis, hierarchical analysis, sampling analysis, Induction, deduction, and other research methods are analyzed and studied to sum up the impact and changes brought about by the initial completion of high-speed rail in the region for the economic development and the living standards of the people in the region. Further, it is of great significance for the economic development of the region, Inner Mongolia and even the whole country, after the high-speed rail network in Mengxi region enters the mature period.
