【摘要】：云南位于我國(guó)西南部,由于地理位置,自然條件和歷史、經(jīng)濟(jì)等多方面因素,使得公路運(yùn)輸在云南運(yùn)輸結(jié)構(gòu)上占有特殊的位置。隨著國(guó)家對(duì)西部交通基礎(chǔ)設(shè)施投入的不斷增加,云南的道路客運(yùn)行業(yè)進(jìn)入了快速發(fā)展的時(shí)期。然而伴隨公路建設(shè)和客運(yùn)行業(yè)蓬勃發(fā)展的卻是日益嚴(yán)峻的道路客運(yùn)安全問(wèn)題,雖然在過(guò)去的幾年里,云南省積極開(kāi)展了全方位的安全管理和監(jiān)管,也取得了不錯(cuò)的成效,極大的杜絕了重特大交通事故的發(fā)生,但就全省的一般交通事故平均水平來(lái)說(shuō),還處于一個(gè)較高的位置。 本文首先論述了道路旅客運(yùn)輸之于云南的重要性,表明了道路旅客運(yùn)輸安全的重要性；然后從客運(yùn)企業(yè)的角度分析了現(xiàn)有安全業(yè)務(wù)流程和管理模式在執(zhí)行時(shí)的不足和弊端,探討了云南省客運(yùn)企業(yè)進(jìn)行安全管理流程再造的意義和必要性,提出了客運(yùn)企業(yè)安全管理流程再造的總體要求和設(shè)計(jì)目標(biāo)；接著,結(jié)合云南省交通運(yùn)輸廳頒發(fā)的《云南省班車(chē)客運(yùn)經(jīng)營(yíng)安全檢查工作實(shí)施意見(jiàn)》和配套的“云南省道路客運(yùn)安全管理實(shí)時(shí)監(jiān)管系統(tǒng)”從客運(yùn)安全業(yè)務(wù)流程再造、完善安全管理組織機(jī)構(gòu)、建立以行為安全為基礎(chǔ)的管理流程三個(gè)方面研究了客運(yùn)企業(yè)安全管理流程再造的方案。最后對(duì)比了實(shí)施客運(yùn)安全管理流程再造的保障措施和難點(diǎn)。
[Abstract]:Yunnan is located in the southwest of China, due to the geographical location, natural conditions and history, many factors such as economic, the highway transportation occupies a special position in Yunnan transportation structure. With the increase of the national investment in transport infrastructure in the west, the road passenger transport industry in Yunnan has entered a period of rapid development. However, along with the highway construction with the vigorous development of passenger transport industry is increasing road transport safety problems, although in the past few years, Yunnan province actively carry out the full range of safety management and supervision, have achieved good results, greatly eliminate the occurrence of serious traffic accidents, but the general average traffic accidents also, in a higher position.
This paper first discusses the importance of road passenger transportation in Yunnan, shows the importance of road passenger transportation safety; and then analyzes the shortcomings and disadvantages of the existing business processes and security management in the implementation of the passenger from the enterprise perspective, discusses the necessity and significance of safety management process reengineering of passenger transport enterprises in Yunnan Province, put forward the general requirements of passenger transportation enterprise safety management process reengineering and design objectives; then, according to the Yunnan Provincial Department of transportation issued by the Yunnan province passenger train operation safety "inspection work implementation opinions and supporting" Yunnan province road passenger transport safety real-time monitoring and management system from the safety of the business process Reengineering of passenger transport, improve the safety management organization, set up three aspects of behavior safety management based on safety management process reengineering. Comparison of the passenger transport enterprise Implement the guarantee measures and difficulties of the process reengineering of passenger transport safety management.
