【摘要】：新疆英吉沙縣的道路旅客運輸發(fā)展和喀什地區(qū)大多數(shù)縣發(fā)展水平相當，基本可以代表喀什地區(qū)各縣道路旅客運輸?shù)陌l(fā)展水平。目前該縣道路旅客運輸發(fā)展水平較低，運營管理存在安全隱患，安全事故不斷發(fā)生，造成一定人員傷亡和經(jīng)濟損失，，運營模式也不合理，運營效率、經(jīng)營效益低。 本研究對改善該縣道路旅客運輸安全管理水平、轉(zhuǎn)變運營模式提高運營效率、提高道路旅客運輸整體服務(wù)能力具有重要意義。本論文首先分析了英吉沙縣道路旅客運輸發(fā)展現(xiàn)狀，對政策措施、經(jīng)營管理、運輸模式、安全生產(chǎn)、人員素質(zhì)、發(fā)展情況等多方面進行了全面分析和充分論證，找出了發(fā)展中存在的突出問題，然后結(jié)合英吉沙縣道路旅客運輸發(fā)展的實際情況，分析了影響英吉沙縣道路旅客運輸?shù)囊蛩�，并對旅客運輸供給能力、農(nóng)村客運特點、從業(yè)人員素質(zhì)等方面進行了相應(yīng)的分析，為英吉沙縣道路旅客運輸業(yè)的發(fā)展規(guī)劃提供了理論依據(jù)。最后結(jié)合上述分析的內(nèi)容制定了英吉沙縣旅客運輸發(fā)展規(guī)劃和農(nóng)村客運發(fā)展的政策與措施，并基于市場準入、市場退出、信譽考核、安全監(jiān)管和教育幾方面提出了相應(yīng)的對策與建議。
[Abstract]:The development of road passenger transport in Yingjisha County, Xinjiang, is comparable to that of most counties in Kashi region, and it can basically represent the development level of road passenger transport in various counties in Kashi region. At present, the development level of road passenger transport in this county is relatively low. There are hidden dangers in operation management, safety accidents occur constantly, resulting in certain casualties and economic losses, the operation mode is also unreasonable, operational efficiency, operating efficiency is low. This study can improve the safety management level of road passenger transportation, change the operation mode and improve the operation efficiency. It is of great significance to improve the overall service capacity of road passenger transport. Firstly, this paper analyzes the present situation of road passenger transport in Yingjisha County, including policy measures, management and management, transportation mode, safety production, personnel quality, etc. The development situation and other aspects have been comprehensively analyzed and fully demonstrated, and the outstanding problems in the development have been found out. Then, combined with the actual situation of the development of road passenger transport in Yingjisha County, the factors affecting the road passenger transport in Yingjisha County have been analyzed. It also analyzes the supply capacity of passenger transport, the characteristics of rural passenger transport, the quality of employees and so on. It provides a theoretical basis for the development of the road passenger transport industry in Yingjisha County. Finally, combined with the above analysis, the author formulates the policies and measures for the development plan of passenger transport and the development of rural passenger transport in Yingjisha County, and based on the market access, Some countermeasures and suggestions on market withdrawal, credit assessment, safety supervision and education are put forward.
