【摘要】：近年來我國(guó)大力發(fā)展公共交通事業(yè),政府對(duì)于公共交通運(yùn)營(yíng)企業(yè)的補(bǔ)貼力度不斷增大,但是隨之而來的問題是公共交通電、汽車運(yùn)營(yíng)企業(yè)與政府不斷博弈,以得到更多的政策支持與補(bǔ)貼資金,這種博弈的結(jié)果并未最終體現(xiàn)在服務(wù)質(zhì)量的提升和管理運(yùn)營(yíng)成本的下降,同時(shí)由于企業(yè)運(yùn)營(yíng)成本的非透明化特征,使得政府補(bǔ)貼金額逐年上升,導(dǎo)致政府財(cái)政負(fù)擔(dān)過重、資金使用效率低下。本文首先回顧總結(jié)現(xiàn)階段國(guó)內(nèi)外對(duì)于城市公共交通運(yùn)輸行業(yè)運(yùn)營(yíng)成本的研究現(xiàn)狀,進(jìn)而研究城市公共交通電、汽車運(yùn)營(yíng)成本的構(gòu)成體系,并分析其基本特征；其次依據(jù)公共交通電、汽車運(yùn)營(yíng)企業(yè)對(duì)外發(fā)布的指標(biāo)數(shù)據(jù),選定適當(dāng)?shù)难芯孔兞?并基于區(qū)域數(shù)據(jù)建立核算運(yùn)營(yíng)成本的模型并進(jìn)行統(tǒng)計(jì)學(xué)檢驗(yàn)；然后將模型應(yīng)用于北京市公共交通電、汽車運(yùn)營(yíng)成本核算中,并對(duì)核算結(jié)果做出分析；最后基于研究成果提出針對(duì)城市公共交通電、汽車運(yùn)營(yíng)管理的政策建議。
[Abstract]:In recent years, our country vigorously develops the public transportation enterprise, the government subsidy to the public transportation operation enterprise increases unceasingly, but the following problem is the public transportation electricity, the automobile operation enterprise and the government unceasingly game. In order to get more policy support and subsidy funds, the result of this game is not reflected in the improvement of service quality and the decline of management operating cost, at the same time, because of the opacity of enterprise operating cost, The amount of government subsidy increases year by year, which leads to excessive financial burden and inefficient use of funds. Firstly, this paper reviews and summarizes the current situation of research on the operating cost of urban public transport industry at home and abroad. Then it studies the composing system of urban public transportation electricity and automobile operation cost, and analyzes its basic characteristics. Secondly, according to the public transportation electricity and the index data released by automobile operation enterprises, the appropriate research variables are selected. Based on the regional data, the model of operating cost is established and tested statistically, and then the model is applied to the calculation of Beijing public transportation electricity and automobile operation cost, and the results of accounting are analyzed. Finally, based on the research results, the paper puts forward some policy recommendations for urban public transport power and automobile operation management.
