【摘要】：構(gòu)建綜合交通承載力評價模型,將鐵路、公路、海港和空港等四種方式共同構(gòu)成的綜合交通體系的承載力納入同一分析框架中,并對交通承載力進行了三方面的擴展:研究范圍由城市擴展到區(qū)域,研究對象由單一要素擴展到復合系統(tǒng),研究內(nèi)容由現(xiàn)實擴展到潛在。以京津冀城市群為研究區(qū)域,對2004~2013年各種運輸方式以及綜合交通承載力的變化趨勢進行實證分析,研究結(jié)果表明:第一,從不同運輸方式來看:鐵路發(fā)展迅速,隨著城市群經(jīng)濟社會發(fā)展,承載能力趨于緊張;城市群交通需求過分依賴公路運輸,不利于交通運輸可持續(xù)發(fā)展;海港間同質(zhì)化競爭嚴重,已成為制約港口群整體承載能力提高的瓶頸;空港發(fā)展由不平衡向平衡轉(zhuǎn)變,協(xié)同效應逐步顯現(xiàn)。第二,從城市群綜合交通來看:綜合交通基礎設施承載力持續(xù)增強,但仍然存在薄弱環(huán)節(jié);綜合交通運輸能力的提高對城市群經(jīng)濟社會發(fā)展的具有緩慢而顯著的支撐和引導作用;潛在運輸需求日趨強勁,對綜合交通運輸系統(tǒng)的承載能力壓力逐步增大。在此基礎上,從加快城際鐵路的發(fā)展和建設、強化港口間的合作、打造國際航空樞紐以及適度超前建設交通基礎設施等四方面對京津冀城市群綜合交通發(fā)展提出相關建議。
[Abstract]:The comprehensive traffic carrying capacity evaluation model is constructed, and the bearing capacity of the integrated transportation system composed of railway, highway, seaport and air port is brought into the same analytical framework. The research scope is extended from the city to the region, the research object from the single element to the composite system, the research content from the reality to the potential, taking the Beijing-Tianjin-Hebei urban agglomeration as the research area. From 2004 to 2013, the change trend of various modes of transport and comprehensive traffic carrying capacity is analyzed. The results show that: first, from different modes of transport: railway develops rapidly, with the economic and social development of urban agglomeration. Carrying capacity tends to be tense; the traffic demand of urban agglomeration depends too much on road transportation, which is not conducive to the sustainable development of transportation; the homogeneous competition among seaports is serious, which has become the bottleneck restricting the improvement of the overall carrying capacity of the port group. The development of the airport has changed from imbalance to balance, and the synergistic effect has gradually appeared. Second, from the view of comprehensive traffic of urban agglomeration, the bearing capacity of integrated transport infrastructure is continuously strengthened, but there are still weak links; The improvement of comprehensive transportation capacity has a slow and significant supporting and guiding effect on the economic and social development of urban agglomeration, and the potential transport demand is becoming stronger and the pressure on the carrying capacity of integrated transportation system is gradually increasing. From the four aspects of speeding up the development and construction of inter-city railway, strengthening the cooperation between ports, building international aviation hub and constructing traffic infrastructure moderately, some suggestions are put forward for the comprehensive traffic development of Beijing-Tianjin-Hebei urban agglomeration.
